THE CITY OF RICHMOND, INDIANA, MONDAY, JANUARY 6, 2003
The Common Council of the City of Richmond, Indiana met prior to the regular meeting Monday, January
6, 2003 in the Council Chambers in said City. President Bruce Wissel presided with the following
Councilmembers present: Howard "Jack" Elstro, Etta Lundy, Karl Sharp, Bing Welch, Larry Parker, Phil
Dickman and. Paul Combs. Sarah "Sally" Hutton was absent. The following business was conducted:

President Wissel asked for nominations for offices of President and Vice president of the Common Council
for 2003.
Councilmember Dickman nominated Councilmember Welch as President, second by Councilmember
Sharp. Councilmember Parker moved the nominations be closed, second by Councilmember Sharp and
Councilmember Welch was elected President by an acclamation vote.
Councilmember Welch nominated Councilmember Dickman as Vice President, second by Councilmember
Wissel. Councilmember Sharp moved the nominations be closed, second by Councilmember Parker and
Councilmember Dickman was elected Vice President by an acclamation vote.
CALL FOR ADJOURNMENT
There being no further business, on a motion duly made, seconded and passed, the meeting was adjourned.
