HomeMy Public PortalAbout03-03-2003PROCEEDINGS OF THE COMMON COUNCIL OF THE CITY OF RICHMOND, INDIANA, MONDAY, MARCH 3, 2003 The Common Council of the City of Richmond, Indiana met in regular session at 7:30 p.m., Monday, March 3, 2003, in the Council Chambers in said City. President Bing Welch presided with the following Councilmembers present: Howard "Jack" Elstro, Etta J. Lundy, Karl Sharp, Bruce Wissel, Larry Parker, Phil Dickman, newly named Councilmember Stephen H. Rabe and Sarah "Sally" Hutton. The following business was conducted: PLEDGE OF ALLEGIANCE PRAYER BY FATHER JOSEPH FELTZ OF THE RICHMOND CATHOLIC COMMUNITY ROLL CALL Nine present. President Welch welcomed Steve Rabe to the Board. APPROVAL OF MINUTES Minutes of the February 18, 2003 meeting were approved on a motion by Councilmember Parker, second by Councilmember Lundy, and the motion was carried on a voice vote. PRESENTATIONS, MEMORIALS, REMONSTRANCES, PETITIONS AND INTRODUCTIONS MOTIONS OR RESOLUTIONS. (MUST BE IN WRITING) RESOLUTION NO. 3 — 2003 - A RESOLUTION ALLOWING A LATE FILED STATEMENT OF BENEFITS FORM FOR A TAX ABATEMENT FOR CARROLL ELECTRIC, INC. Councilmember Wissel explained that Dan Stamper, representing Carroll Electric, Inc., was unable to appear before Council tonight because of a death in the family and had requested that this resolution and Ordinance No. 8 — 2003, pertaining to the request, be held until Council's next meeting. COMMUNICATION FROM THE MAYOR Mayor Shelley Miller related that a letter was received inviting the City to submit a final proposal on the EPA Brownfield grant program for a $200,000 hazardous waste assessment grant. She said the next step is to hold a public hearing and that will take place at 1 p.m. March 7 in the Community Room in the City Building. After that hearing is held, she said, the application would be available in the Community Development office and all questions and comments should be directed to Tony Foster. She added that the deadline for those comments would be at noon March 17. In answer to a question by Councilmember Welch, Mayor Miller said this is the grant to be used in the Starr-Gennett area for multiple projects. She said this project ranked among the top in the Midwest and the City was pleased with that status. REPORT FROM BOARD OF PUBLIC WORKS AND SAFETY President Welch said the minutes of the meetings of February 6 and 13, 2003 were in the packets. REPORTS FROM DEPARTMENT HEADS Breaking the agenda temporarily, President Welch asked students in the audience to come forward and introduce themselves. All but one was from Mr. Weir's government class at Richmond High School. Student Steven Worch was from Mr. Helderman's class in the Find Center. REPORTS FROM STANDING COMMITTEES REPORTS FROM SPECIAL COMMITTEES Councilmember Wissel reported that the Tax Abatement Committee has had discussions since last month's Committee of the Whole meeting and had reached unanimous agreement on three issues on which it would like the City Attorney to prepare ordinances. The first, he said, is changing the original reading of the ordinance to say that manufacturing and related warehouses would be the only class that would qualify under that program, adding that the uptown ordinance would also possibly require some language to be changed. Secondly, he said, they would like to change the uptown ordinance to read "to qualify for a 10-year abatement it would require upper floor improvements. And, he added, on both ordinances that a late filing of statement of benefits eligibility would be only for nine years. Common Council Minutes Cont'd March 3, 2003 Page 2 REPORTS FROM ORGANIZATIONS MISCELLANEOUS BUSINESS ORDINANCES ON FIRST READING Councilmember Elstro moved to suspend the rules and read Ordinance No. 12 — 2003 on first reading and read by title only, second by Councilmember Parker and the motion was carried on a voice vote. ORDINANCE NO. 12 — 2003 The Clerk read Ordinance No. 12 — 2003 — A SPECIAL ORDINANCE AUTHORIZING THE CITY OF RICHMOND TO RECEIVE A DONATION Mayor Miller explained that this ordinance would allow the City to accept sponsorship and donations for the South Central Mayor's Roundtable to be held here on March 20. Councilmember Lundy moved to suspend the rules and advance Ordinance No. 12 — 2003 to second reading and read by title only, second by Councilmember Elstro and the motion was carried on a voice vote. The Clerk read Ordinance No. 12 —2003 on second reading. President Welch declared Ordinance No. 12 — 2003 on public hearing. There being no comments either for or against the ordinance Councilmember Elstro moved for engrossment, second by Councilmember Hutton and the motion was carried on a voice vote. Councilmember Wissel moved to suspend the rules and advance Ordinance No. 12 — 2003 to third and final reading and read by title only, second by Councilmember Sharp and the motion was carried on a voice vote. The Clerk read Ordinance No. 12 — 2003 on third reading. Ordinance No. 12 — 2003 was adopted on a unanimous roll call vote. ORDINANCES ON SECOND READING AND ENGROSSMENT ORDINANCE NO. 8 — 2003 The Clerk read Ordinance No. 8 — 2003 — A SPECIAL ORDINANCE AUTHORIZING THE APPROVAL OF A STATEMENT OF BENEFITS FOR A PROPERTY OWNER APPLYING FOR DEDUCTIONS UNDER I.C. 6-1.1- 12.1 President Welch announced that this ordinance would be held until the next Council meeting on March 17 at which time the resolution would also be acted upon. ORDINANCES ON THIRD READING UNFINISHED BUSINESS CALL FOR ADJOURNMENT There being no further business, on a motion duly made, seconded and passed, the meeting was adjourned at 7:45 P.M.
