HomeMy Public PortalAbout07-21-2003PROCEEDINGS OF THE COMMON COUNCIL OF THE CITY OF RICHMOND, INDIANA, MONDAY, JULY 21, 2003 The Common Council of the City of Richmond, Indiana met in regular session at 7:30 p.m., Monday, July 21, 2003, in the Council Chambers in said City. President Bing Welch presided with the following Councilmembers present: Howard "Jack" Elstro, Etta J. Lundy, Karl Sharp, Bruce Wissel, Larry Parker, Stephen H. Rabe, Phil Dickman and Sarah "Sally" Hutton. The following business was conducted: PLEDGE OF ALLEGIANCE PRAYER BY FATHER TODD RIEBE OF THE RICHMOND CATHOLIC COMMUNITY ROLL CALL Nine present. APPROVAL OF MINUTES Councilmember Wissel moved to approve the minutes of July 7, 2003, second by Councilmember Lundy and the motion was carried on a voice vote. PRESENTATIONS, MEMORIALS, REMONSTRANCES, PETITIONS AND INTRODUCTIONS MOTIONS OR RESOLUTIONS. (MUST BE IN WRITING) A. Erma Rich, representing Sister Cities, introduced Fred Cole who gave a brief presentation on a trip to Russia which they took along with high school students from First Christian Church. COMMUNICATION FROM THE MAYOR Mayor Shelley Miller made comments on a recent survey done by the Richmond/Wayne County Chamber of Commerce and the EDC noting that the Richmond community, in comparison with other governmental impact scores rated second. REPORT FROM BOARD OF PUBLIC WORKS AND SAFETY Minutes of the Board of Works meeting of June 19, 26 and July 3, 2003 were in the Council packets. REPORTS FROM DEPARTMENT HEADS REPORTS FROM STANDING COMMITTEES REPORTS FROM SPECIAL COMMITTEES REPORTS FROM ORGANIZATIONS MISCELLANEOUS BUSINESS ORDINANCES ON FIRST READING There were no ordinances on first reading. ORDINANCES ON SECOND READING AND ENGROSSMENT ORDINANCE NO. 48 — 2003 The Clerk read Ordinance No. 48 — 2003 — A SPECIAL ORDINANCE AUTHORIZING THE APPROVAL OF A STATEMENT OF BENEFITS FOR A PROPERTY OWNER APPLYING FOR DEDUCTIONS UNDER I.C. 6-1.1-12.1 Councilmember Elstro explained that he had met with Gary Anderson, president of Hoffco/Comet, the plant manager, controller and Tony Gillman to talk to them about the 10-year tax abatement requested. He said the total amount of that request is $2,059,939.00 and it is for new equipment which is all computerized. He said they will be making something like a rubber manhole cover and a new type of clutch to be used on the golf course, adding that these things are new. President Welch declared Ordinance No. 48 —2003 on public hearing. There being no other comments either for or against the ordinance, Councilmember Dickman moved for engrossment, second by Councilmember Hutton and the motion was carried on a voice vote. Councilmember Lundy moved to suspend the rules and advance Ordinance No. 48 — 2003 to third and final reading and read by title only, second by Councilmember Elstro and the motion was carried on a voice vote. ORDINANCES ON THIRD READING None UNFINISHED BUSINESS CALL FOR ADJOURNMENT There being no further business, on a motion duly made, seconded and passed, the meeting was adjourned at 8:00 P.M.
