THE CITY OF RICHMOND, INDIANA, MONDAY, NOVEMBER 17, 2003
The Common Council of the City of Richmond, Indiana met in regular session at 7:35 p.m., Monday,
November 17, 2003, in the Council Chambers in said City. President Bing Welch presided with the
following Councilmembers present: Howard "Jack" Elstro, Etta J. Lundy, Karl Sharp, Bruce Wissel, Larry
Parker, Stephen H. Rabe, Phil Dickman and Sarah "Sally" Hutton. The following business was conducted:

APPROVAL OF MINUTES
Councilmember Wissel moved to approve the minutes of the November 3, 2003 meeting, second by
Councilmember Parker and the motion was carried on a voice vote.

COMMUNICATION FROM THE MAYOR
Mayor Shelley Miller said negotiations had been completed with the Police as she had reported before and
that contract will go to the Board of Works this week for approval. Also, she said, negotiations had been
completed with Roseview Transit and both contracts once approved by their bargaining units and the Board
of Works are terms well within the 2004 budget.

Minutes of the Board of Works meetings of October 23 and 30, 2003 were in the Council packets.

MISCELLANEOUS BUSINESS
President Welch said that each member of Council should have received applications by three members of
the Wayne County Convention and Tourism Board for re -appointment by Council. The three, he said, are
Linda Porter, Dana Weigle and Linda VonPein. Councilmember Hutton moved to approve the re-
appointment of all three, second by Councilmember Rabe and the motion was carried on a voice vote.
President Welch said the meeting between Council and the Richmond Community Schools Board he
announced at the last meeting for November 24 has been changed. He said the school administration has
favored contacting individual Councilmembers, setting up small discussion groups, as well as newly
elected Councilmembers so they can have an introduction to what has been discussed previously with the
County Visioning group. After the first of the year, he added, there will be a meeting of all concerned to
discuss various items on the agenda.

There being no further business, on a motion duly made, seconded and passed, the meeting was adjourned
at 7:45 P.M.
