Northwest Mountain Mission 3. U.S.F.S Permanent sewer easements are required from each party. It is my understanding that the Forest Service will prepare the easement for their property, and the City will prepare the Heacock/Madsen easement and Northwest Mountain Mission easement. Box 1026 McCall, ID 83638 Reply to: 6400/5100 Date: May 25, 1994 HONORABLE DEAN MARTENS MAYOR OF MCCALL PO BOX 1065 MCCALL ID 83638 Dear Mayor Martens: This letter is written in response to your letter of November 19, 1993, requesting dedication of certain water and sewer lines, installed in 1987, in conjunction with construction of the new Smokejumper Base at the McCall Airport. By way of this letter, we dedicate the water and sewer lines installed by the Forest Service on City secured easements, to the City of McCall for perpetual maintenance and operation. In addition, and since your letter was received, you asked for clarification by the Forest Service regarding the status of the yellow, metal building on City property. A review of the lease document between the City of McCall and the Forest Service was performed. As stated in this lease, when the lease expired the yellow, metal building would become City property. The lease has expired and the building is now City property. No other documentation is required to facilitate the transfer of ownership. As previously agreed, we will continue to coordinate use of the building with the City until such time the City requests that we remove stored property. We hope this resolves this matter and appreciate the cooperation and assistance provided by the City of McCall. Sincerely, DAVID F. Box 1026 McCall, Idaho 83638 RE: City Acceptance of Smoke -Jumpers Sewer line Dear Sir: We are prepared to accept the Smoke Jumper sewer line for maintenance and operations, based the conditions described below: Attached to this correspondence are copies of the City Council motion regarding the Smoke Jumper line and copies of an initial draft report regarding Internal Inspection of the sewer line. You will see in the draft report that Item 18, on Page 12, deals with findings made in the Smoke Jumpers line from the building to Manhole E-2. Note that near the end of Item 18 that our Engineers have recommended that a leak in Manhole F-3 be repaired and that a gasket at a point 68.8 feet downstream from Manhole F-3 also be repaired. In addition to these internal items, we have asked that trench settlement along the trench also be graded out to match surrounding land elevations. We request that you require your Contractor to make these repairs, and allow us the opportunity to observe the internal repair.. Once the repairs are completed we will accept the Smoke Jumpers sewer line for maintenance and operation in the future. Your cooperation in this matter is greatly appreciated. Box 1065 McCall, Idaho 83638 % -o Initial Draft Report Re: Internal Inspection Project -City Sewer Mains Dear Mayor Allen: We have performed the Internal Inspection Project of the various selected lines within the City of McCall. The Internal Inspection Project proved to be very successful and has truly helped in identifying problem areas in the city sewer system. The Internal Inspection Project consisted of first hydrocleaning the sewer main line and then a camera was pulled through each section of main. The following is a list of lines internally inspected and a summary of our findings. 1. Romaine St. from Jasper St. to Hubbard Dr. M.H A-18 to M.H. A.6-I - This portion of the sewer main was fairly clean. The hydrocleaners were able to remove approximately one half of a cubic foot of sand and silt. The line is 8-inch transite and appears to be in good shape. There appears to be a grade break at approximately 202 feet west of M.H. A-18. There are two protruding services in this section. The first is 168 feet west of M.H. A-18 which was broke off by the camera. The second was 232.5 feet west of M.H. A-18 which enters the main at 11 o'clock. The camera could not get by this protruding service. Replacement not warranted for this section. No spot repairs recommended. 2. Hubbard Dr. from Romaine St. to Hayes St. M.H. A.6-1 to A.5-6 - Again this portion of the sewer main was fairly clean however the hydrocleaner did remove some roots. Internal inspection showed sewer main to be in fairly good condition. There is a cracked pipe 173.4 feet south of M.H. A.6-1 with some root intrusion. There is one protruding service at 322.7 feet south of M.H. A.6-1 which sticks in approximately 2-1/2 inches. Replacement not warranted in this section.' Recommend repair of cracked pipe.` M.H. A.5-6 to M.H. A.5-5 - Sewer main was fairly clean in this section. Encountered a protruding service at 67.6 feet south of M.H. A.5-6. This service is .protruding approximately 4 inches at the 3 o'clock position. There also appears to be a small pop -out in the transite pipe at...258.5 feet south of M.H. A.5-6 but does not show any signs of leakage. Replacement not warranted for this section. Recommend repair .of protruding service at 67.6 feet south of M.H. A.5-6:' '" M.H. B-24 to M.H. B-23 - Hydrocleaner removed approximately 1 fifty five gallon bucket full of sand, gravel and grease. Internal inspection shows that the water is backed up at this point due to the dirty line west of M.H. B-23. Camera is submerged from 30 feet downstream of M.H. B-24 to 100 feet Downstream of M.H. B-24 where camera hits something and can not get by. Recommend regular cleaning of this line and also the lines downstream of M.H. B-23. 18. Smokej.umper line from building to M.H. E-2' M.H. F-15 to M.H. F-14 - Hydrocleaner was not used on any section of this entire Smokejumper line. Internal inspection shows this section to be in very good condition. M.H. F-14 to M.H. F-13 - Internal inspection shows this section of the sewer main to be in very good condition. M.H. F-13 to M.H. F-12 - Entire section of sewer main appears to be in very good condition. M.H. F-12 to M.H. F-11 - Appears to be a low section of main from 70 to 82.5 feet downstream of M.H. F-12. Appears to be approximately 1/2 to 1 inch low. Encountered a service connection at 174.7 feet downstream of M.H. F-12 entering the main at the top of the pipe at the same location it appears that the main is squashed down approximately 1\2 inch. No spot repairs recommended. f•R M.H. F-11 to M.H. F-10 - It appears that the main has been slightly squashed at 5.9 feet downstream of M.H. F-11. It also shows that there is a low spot from 5.9 to 17.9 feet downstream of M.H. F-11. No spot repairs recommended. M.H. F-10 to M.H. F-9 - Internal inspection shows a low spot from 155.2 to 167.2 feet downstream of M.H. F-10. Another low spot is encountered from 241.2 downstream of M.H. F-10 to M.H. F-9 or a distance of 33.8 feet. These low spots appear to be approximately 1/2 inch low. M.H. F-9 to M.H. F-8 - Internal inspection indicates a low spot from 31.5 to 68.5 feet downstream of M.H. F-9. This low spot appears to be approximately 1/2 inch low. There also appears to be a low spot .or belly in the middle of a number of these 12 foot sections of pvc pipe. These belly's appear to be low by approximately 1/4 to 1/2 of an inch in each case. Other than these slight low spots the main line appears to be in very good shape. All joints look good. M.H. F-8 to M.H. F-7 - This section of the sewer main Looks �l good. 12 M.H. F-7 to M.H. F-6 - The grade in this section of the main flattens out and internal inspection shows a belly in the middle of the 20 foot section of pipe in 15 out of 19 sections of pipe in this section of sewer main. M.H. F-6 to M.H. F-5 - Grade steepens outside of M.H. F-6 and entire section of this main line looks real good. M.H. F-5 to M.H. F-4 - Internal inspection shows this section of the sewer main to be in very good condition. M.H. F-4 to M.H. F-3 - This section of the sewer main also looks good. M.H. F-3 to M.H. F-2 -,M.H. F-3 leaks around the pipe going out_': Internal inspection shows that there is a low spot in .the main from 20 to 68 feet downstream of M.H. F-3. It appears that this section of main is approximately 1/2 to 1 inch low.;Encountered a rubber _gasket inside the joint on the. r�.ght side looking downstream at 68.8 feet downstream of M.H. F-3:. It does not appear to be leaking any water. There is a low area from 153 to 193 feet downstream of M.H. F-3 which appears to be approximately 1/2 to 1 inch low. The remainder of this section is in good condition. Recommend repair of leak at M.H. F-3.,and repair of., rubber gasket inside joint at 68..8 feet downstream of M.H. M.H. F-2 to M.H. F-1 - This entire section appears to be in very good condition. M.H. F-1 to M.H. E-2 - Again this entire section appears to be in real good condition. 19. Park St. and 2nd St. area M.H. B.7.1-1A to M.H. B.7.1-1 - Hydrocleaner removed alot of roots in this section of the sewer main. Internal inspection shows signs of quite a bit of root intrusion at the majority of joints throughout this section of main. There appears to be a couple of wet joints at 152 and 155.5 feet downstream of M.H. B.7.1-1A. Recommend regular root removal in this section of the sewer main. M.H. B.7.1-1B to M.H. B.7.1-1A - Internal inspection encountered a protruding service 22.5 feet downstream of M.H. B.7.1-1B. Sticks in approximately 2 inches on the south side of the main. Encountered a belly in the main from 243 to 308 feet downstream of M.H. B.7.1-1B. Belly drops down approximately 4 inches. Camera hit something elsein the main at 180 feet downstream of M.H. B.7.1-1B and can not go .any further. The section between 22 and 180 feet downstream of M.H. B.7.1-1B was not televised. Recommend regular cleaning of this section of the sewer main. 13
