Member Zietlow introduced the following resolution and moved its adoption:
CITY OF MEDINA
RESOLUTION NO.98-61
RESOLUTION AUTHORIZING HENNEPIN COUNTY TO
PROCEED WITH PAVING THE GRAVEL PORTION OF
HAMEL ROAD
WHEREAS, the city of Medina (the "City") has entered into a Planned Unit Development
Agreement dated June 18, 1996 (the "PUD Agreement") with Hennepin County (the "County")
concerning the County's public works facility; and
WHEREAS, the PUD Agreement included a schedule for paving and maintenance of
Hamel Road; and
WHEREAS, the PUD Agreement states that Hamel Road between Pioneer Trail and
Parkview Drive will be paved during the third quarter of 2003 but allows the County to accelerate
the paving schedule set forth in the PUD agreement if the City and County agree in writing to do so;
and
WHEREAS, the condition of Hamel Road has deteriorated to a point where it is not longer
economically practical for the City to maintain it as a gravel surface; and
WHEREAS, the County has requested authorization to pave the entire gravel portion of
Hamel Road starting in 1999, with completion in 2000.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Medina,
Minnesota that the City authorizes the County to proceed with the paving of the gravel portion of
Hamel Road as outlined in paragraph 6-c of the PUD Agreement with said work to begin in 1999
and paving to be completed in 2000, subject to the following terms and conditions:

1. Prior to initiation of the project, the County must work with Hamel Road property
owners to minimize the impact of the new roadway; and
2. Upon completion of the paving, the County must install 3-way stop signs at the
intersection of Hamel Road and Willow Drive.

The motion for the adoption of the foregoing resolution was duly seconded by member Hamilton
upon vote being taken thereon, the following voted in favor thereof: Ferris, Hamilton, Thies, and
Zietlow
and the following voted against same: None Absent: Johnson
Whereupon said resolution was declared duly passed and adopted.
