RESOLUTION NO. 15-9021
A RESOLUTION OF THE MAYOR AND CITY COMMISSION
OF THE CITY OF OPA-LOCKA, FLORIDA, AUTHORIZING
THE CITY MANAGER TO EXECUTE AN AGREEMENT WITH
CSA CENTERAL, INC., FOR DEBRIS MONITORING
SERVICES; PROVIDING FOR INCORPORATION OF
RECITALS; PROVIDING FOR AN EFFECTIVE DATE.
WHEREAS, The City of Opa-locka City Commission approved Resolutions 15-
8946 authorizing the City Manager to issue an RFP for Debris Monitoring Services; and
WHEREAS, CSA Central, Inc., was most the responsible and responsive
proposer to the RFP; and
WHEREAS, The City Manager needs the approval to enter into an Agreement
with CSA Central, Inc., for debris monitoring services.
NOW THEREFORE, BE IT RESOLVED THAT THE CITY COMMISSION OF
THE CITY OF OPA LOCKA, FLORIDA:
Section 1. The recitals to the preamble herein are incorporated by reference.
Section 2. The City Manager is hereby authorized to execute an Agreement with
CSA Central, Inc., for debris monitoring services.
Section 3. This Resolution shall take effect immediately upon adoption.

Staff Summary:
The City issued an RFP for Debris Monitoring Services in order to enter into an agreement with a
responsible and experienced individual or firm to storm debris collection is performed within FEMA
guidelines and assist the City with reimbursement of expenses. A total of one (1) vendor submitted a
proposal: CSA Central, Inc. responded to this RFP. The Evaluation committee met on June 3, 2015 to
review the bid results.
Proposed Action:
Staff recommends approval in the interest of business operations in the City.

Re: Award of Contract for Debris Monitoring Services
REQUEST: A RESOLUTION OF THE CITY COMMSSION OF THE CITY OF OPA-
LOCKA FLORIDA AUTHORIZING THE CITY MANAGER TO ENTER INTO AN
AGREEMENT WITH CSA CENTRAL, INC. AS THE MOST RESPONSIVE AND
RESPONSIBLE PROPOSER TO THE CITY'S REQUEST FOR DEBRIS MONITORING .
Description: The City issued an RFP for Debris Monitoring Services in order to enter into an
agreement with a responsible and experienced individual or firm to storm debris collection is
performed within FEMA guidelines and assist the City with reimbursement of expenses. A total
of one (1) vendor submitted a proposal: CSA Central, Inc. responded to this RFP. The Evaluation
committee met on June 3, 2015 to review the bid results.
Financial Impact: Zero. This is a contingency contract. They will only work if a disaster occurs.
This service is 100% refundable by FEMA.
Implementation Timeline: As soon as possible.

Analysis: CSA has been involved in all aspects of emergency contracts, including inspection
of work, coordination of the recovery effort, program management and cost control starting
with Hurricane Andrew in 1992 and for every Hurricane affecting South Florida since. Previous
experience with FEMA include being the Master Consultant for the management of $380
million program for the replacement and upgrade of roadways and drainage systems at over
3,000 sites in Miami Dade County due to damage from Hurricane Irene and the No-Name
Storm.
Debris monitoring services will include:
• Acting as an advocate of the City and work with Federal agencies regarding resolution of
issues regarding eligibility of reimbursements, processing of time extensions,
preparation of work orders, acquisition of agency approvals, preparation and
prosecution of any appeals.
• Field Monitoring will include the immediate removal of obstacles to provide safe
passage to emergency services, removal of environmental offenses, providing field
inspectors at various points, keeping records of hauler's trucks, determining truck
assignments, providing vehicle decals for tracking.
• Documentation will be managed in a management information system with the ability
to track all work performed, with a clear accounting of all items and an audit trail to
justify all expenditures.
CSA has participated in thousands of projects with no funds disallowed.
It would be the recommendation of staff to award the contract to CSA Central, Inc. as the most
responsive and responsible proposer.

A RESOLUTION OF THE CITY COMMISSION OF THE
CITY OF OPA LOCKA, FLORIDA, DIRECTING THE CITY
MANAGER TO ISSUE A REQUEST FOR QUALIFICATIONS
TO PROVIDE DEBRIS MONITORING SERVICES;
PROVIDING FOR INCORPORATION OF RECITALS;
PROVIDING FOR AN EFFECTIVE DATE
WHEREAS, the City of Opa-locka requires the services of a Debris
Monitoring Company; and
WHEREAS, these services are needed to comply with FEMA guidelines; and
WHEREAS, the Debris Monitoring Company may not be affiliated with the
City of Opa-locka's Debris Removal Vendor.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE CITY
COMMISSION OF THE CITY OF OPA LOCKA,FLORIDA:
Section 1. The recitals to the preamble herein are incorporated by reference.
Section 2. The City Commission hereby directs the City Manager to issue an
RFQ to qualified firms to provide Debris Monitoring Services under a one year
contract with the City's option for two one year extensions.
Section 3. This Resolution shall take effect immediately upon adoption.
