CITY COUNCIL
MINUTES
SEPTEMBER 20, 1983
INITIATION:
1. CALL TO ORDER:
Mayor Gillanders called the regular meeting of the City Council to
order at 7:30 p.m. on Tuesday, September 20, 1983, in the Council
Chamber of the City Hall.
2. The invocation was given by Reverend Robert O'Kane First United
Methodist Church, 5957 North Golden West.
3. The Pledge of Allegiance to the Flag was led by Mayor Gillanders.
4. ROLL CALL:
Present: Councilmen - Atkins, Dennis, Swain, Tyrell, Gillanders
Absent: Councilmen -None
Also Present: City Manager Koski, City Attorney Martin, Assistant

RECOGNITION - TEMPLE CITY SENIOR GIRLS SOFTBALL TEAM: Al Millham stated
it was a pleasure to introduce the young ladies that "did Temple City
proud "; out of 400 teams in Southern California they were undefeated as
the district sectional and division champs of California and came in
second in the Western Regional in Portland, Oregon.

CONSENT CALENDAR:
Councilman Atkins moved to approve Items .A through J on the Consent
Calendar as recommended, seconded by Councilman Swain and unanimously
carried.
A. APPROVAL OF MINUTES - Regular Meeting of September 6, 1983.
Approved as written.
B. RECOMMENDATION FROM TRAFFIC C0NNISSION - MEETING OF SEPTEMBER 7,
1983: TRAFFIC AND ENGINEERING SURVEYS RE SECTION 40802(b)
CALIFORNIA VEHICLE CODE
Approved Traffic and Engineering surveys re Section 40802(b),
California Vehicle Code, pursuant to the memo from the Traffic
Engineer dated September 8, 1983.

Received and filed memo from Planning Commission, relating to
action taken at their regular meeting held September 13, 1983.
D. STREET RESURFACING PROJECT - FEDERAL AID URBAN FUNDING
Approved the allocation of Federal Aid Urban funds for the street
resurfacing project and authorized the Mayor to seek County suppor
E. SET PUBLIC HEARING: RECONSTRUCTION OF PUBLIC ALLEY BETWEEN EL MON
AND PERSIMMON AVENUES, FROM GRAND AVENUE TO SOUTHERLY CITY BOUNDAR
(Pursuant to Chapter 27, Improvement Act of 1911, Streets and
Highways Code)
Accepted petition requesting reconstruction of the alley, adopted
Resolution No. 83 -2191 A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF TEMPLE CITY DECLARING ITS INTENTION TO CAUSE CONSTRUCTION OF
CERTAIN IMPROVEMENTS PURSUANT TO THE PROVISIONS OF SECTION 5870,
ET. SEQ., OF THE STREETS AND HIGHWAYS CODE OF THE STATE OF CALIF-
ORNIA and set public hearing for October 18, 1983.
F. SET PUBLIC HEARING: ASSESSMENT FOR STREET LIGHTING IMPROVEMENTS,
ROCCUS LANE, 8600 BLOCK (Pursuant to Chapter 27, Improvement Act
of 1911, Streets and Highways Code)
Accepted the installation of two street lights on the 8600 block
of Roccus Lane and set public hearing for October 18 to approve
assessments.
G. SET PUBLIC HEARING: ASSESSMENT FOR STREET LIGHTING IMPROVEMENTS,
LA ROSA DRIVE, AGNES AVENUE TO BALDWIN AVENUE (Pursuant to Chap-
ter 27, Improvement Act of 1911, Streets and Highways Code)
Accepted the installation of four street lights on La Rosa Drive
and set public hearing for October 18 to approve assessments.
H. SET PUBLIC HEARING: ASSESSMENT FOR STREET LIGHTING IMPROVEMENTS,
PERSIMMON AVENUE, GRAND AVENUE TO FAIRVIEW (Pursuant to Chapter
27, Improvement Act of 1911, Streets and Highways Code)
Accepted the installation of four street lights on Persimmon
Avenue and set public hearing for October 18 to approve assess-
ments.
I. RESOLUTION NO. 83 -2192: EMPLOYMENT OF PERSONNEL
Adopted Resolution No. 83 -2192 A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF TEMPLE CITY APPOINTING PERSONNEL.
J. RESOLUTION NO. 83 -2193: WARRANTS AND DEMANDS
Adopted Resolution No. 83 -2193 A RESOLUTION OF THE CITY COUNCIL OF
THE CITY OF TEMPLE CITY ALLOWING CLAIMS AND DEMANDS'IN THE SUM OF
$130,063.49 DEMAND NOS. 6390 THRU 6432.
6. UNFINISHED BUSINESS:
A. PUBLIC HEARING: 7:30 P.M. - PROPOSED AMENDMENT TO THE TEMPLE CITY
ZONING CODE RE LODGES, MEETING HALLS, AND SOCIAL CLUBS TO BE PER-
MITTED ONLY WITH A CONDITIONAL USE PERMIT
City Manager Koski presented background information stating the Plan-
ning Commission at their regular meeting of August 23, 1983, held
public hearing and has recommended to the City Council an amendment
to the Zoning Code to delete the use of lodges and meeting halls from
the C -2 zone and add the use of lodges, meeting halls and social clubs
as a permitted use in the C -2, C-3, M-1 and M -2 Zones with a conditional
use permit. Lodges, meeting halls, and social clubs would be changed
from a listed use to a permitted use upon an approved conditional use
permit and would then be consistent with similar groups and organiza-
tions involving large assemblages of persons which presently require

an approved conditional use permit. A Negative Declaration has been
filed pursuant to the California Environmental Quality Act of 1970,
as amended. Public hearing was set for this evening for the 1st read-
ing of the Ordinance.
Mayer Gillanders declared the public hearing open and invited anyone
wishing to speak to come forward. There being no one come forward to
speak, Councilman Atkins moved to close public hearing, seconded by
Councilman Dennis and unanimously carried.
Councilman Atkins moved to certify Negative Declaration of Environmental
Impact, seconded by Councilman Tyrell and unanimously carried.
City Attorney Martin introduced Ordinance No. 83 -540 AN ORDINANCE OF
THE CITY COUNCIL OF THE CITY OF TEMPLE CITY AMENDING SECTIONS 9380A
and 9202 . OF THE TEMPLE CITY ZONING CODE RELATING TO LODGES, MEETING
HALLS, AND SOCIAL CLUBS for first reading by title only. Councilman
Tyrell moved to waive further reading, seconded by Councilman Atkins
and unanimously carried.
7 NEW BUSINESS:
None.
8. COMMUNICATIONS:
A. REQUEST FOR PERMISSION TO CONDUCT WHITE CANE DAYS OCTOBER 7 -8,
1983, TEMPLE CITY LIONS CLUB
City Manager Koski presented a communication from the Temple City Lions
Club requesting permission to hang White Cane Days banner at the inter-
section of Las Tunas Drive and Temple City Boulevard announcing White
Cane Days, and to sell White Canes in the park during City Picnic.
Councilman Atkins moved to approve the requests, subject to the nec-
essary certificate of insurance, seconded by Councilman Dennis and
unanimously carried.
B. CHURCH WOMEN UNITED REQUEST FOR PERMIT TO SOLICIT FUNDS FOR UNICEF,
OCTOBER 30 -31, 1983.
Councilman Dennis moved to approve the request from Church Women
United to solicit for UNICEF, October 30 -31, 1983, seconded by
Councilman Swain and unanimously carried.
C. TEMPLE CITY CHAMBER OF COMMERCE - HALLOWEEN HOEDOWN
City Manager Koski presented a communication from the Chamber request-
ing permission to conduct the 3rd annual Halloween Hoedown on Saturday,
October 29, 1983, blocking off traffic on Las Tunas Drive from Temple
City Boulevard to Kauffman Avenue.
Mayor Gillanders suggested that since there are a number of dead -end
streets, it would be helpful to have detour signs directing traffic
back to the main thoroughfare and this possibility should be explored.
Councilman Swain moved to approve the request as set forth in their
letter of September 19, 1983, subject to the required certificate of
insurance and coordination with the City staff, seconded by Councilman
Atkins and unanimously carried.
9. TIME FOR THOSE IN THE AUDIENCE WHO WISH TO SPEAK:
No one came forward to speak.
RECESS TO CRA:
At this time, Council recessed to meet as the Community Redevelopment
Agency, all members being present, approved the minutes of the regular .
meeting of September 6, 1983, and adopted resolution approving warrants
and demands. The minutes are set forth in full in the records of the
agency.

RECONVENE AS CITY COUNCIL:
10. ACTION ON REQUEST BY CRA:
There was no action to be taken.
11. MATTERS FROM CITY OFFICIALS:
A. REQUEST FOR CITY TREASURER TO ATTEND CALIFORNIA MUNICIPAL TREA-
SURERS ASSOCIATION WEEKEND TRAINING SESSION, February 10 -12, 1984
Councilman Tyrell moved to approve City Treasurer's attendance to
subject conference and authorized necessary expenses, seconded by
Councilman Atkins and unanimously carried.
B. CITY CLERK'S ELECTION LAW SEMINAR - MONTEREY, NOVEMBER 30 -
DECEMBER 2, 1983
Councilman Tyrell moved to approve City Clerk's attendance to subject
seminar; appropriate additional funds in the amount of $642; and
amend the adopted budget accordingly, seconded by Councilman Atkins
and unanimously carried.
C. PROPOSED CHANGE TO PUBLIC EMPLOYEES' RETIREMENT SYSTEM CONTRACT -
SURVIVOR'S BENEFITS
Councilman Tyrell moved to direct staff to prepare the appropriate
City Council Resolution of Intention to implement the Survivor's
Benefit and provide a calendar for final adoption, seconded by
Councilman Atkins and unanimously carried.
D. SALE OF TREE TRIMMING TRUCK
Councilman Tyrell moved to authorize staff to sell Unit 105, 1967
Ford Truck with Pittman Tree Trimming apparatus and authorized the
the use of Nationwide Auctioneers to handle the sale, seconded by
Councilman Atkins and unanimously carried.
E. REQUEST FOR LEAVE OF ABSENCE FOR MARILYN FROCK, CLERK TYPIST
Councilman Tyrell moved to approve the extension of the leave of
absence without pay for Marilyn Prock while she recovers from illness
through October 14, 1983, seconded by Councilman Atkins and unani-
mously carried.
12. ADJOURNMENT:
On motion by Councilman Dennis, seconded by Councilman Swain, meeting
adjourned at 7:45 p.m. Next regular meeting of the City Council will
be held Tuesday, October 4, 1983, 7:30 p.m. in the Council Chamber of
the City Hall.
