HomeMy Public PortalAboutHHC 01 22 1998C Gulf Strearn/AlA Landscaping Public Meeting Minutes January 22, 1998 The purpose of the meeting was to review the 30% construction documents for the State Road AIA Landscape Enhancement project. Some fine ROY -FISHER tuning remains for these drawings, but it is a good point to get community ASSOCIATES, INC. input before the design is too far along. The presentation began with a quick review of constraints and opportunities. The opportunities were used to develop ten different spatial experiences that were presented at the previous public meeting. Some modifications had been made to these areas according to feedback from the last meeting and individual meetings with property owners. ra:561.747.0281 Small trees, shrubs and groundcovers were added Several of the larger property owners had the opportunity for input including the Bath and Tennis Club, the Jamaican Courts Condominiums, LANDSCAPE the Somerset Condominiums and the Golf Club. ARCHITECTURE & LAND PLANNING, parking y ENVIRONMENTAL A new design for the arkin = layout for the Bath and Tennis Club was presented to Club Representatives. The layout has been included in the current plan but will need to be fine tuned according to the Club's engineer's suggestions on engineering and drainage considerations. There was a very productive meeting with the Golf Club and they have expressed that they would like to be a positive participant in the project. The club is planning to contact an arborist to examine the Australian Pines along their property. These pines are a key element of the Gulf Stream tree canopy and so need to be kept as healthy as possible. Among the design suggestions they will be taking to the board are resodding and reseeding in the area south of the club and possibly developing a loosely defined area for parking and turning around so that the sod can be protected. Where practical, considering drainage patterns, a thick bed of pine needles will be applied. Brazilian Pepper and mother in laws tongue should be cleared out in the j clear zone. The Australian Pine Hedge across from the Club Building There was a request for a rich canopy in the northern most segment of the 381 TEQUESTA Mixed Palm Treatment. Canopy trees were added and some coconuts were DRIVE substituted for some of the Sabal Palms. The Australian Pine Hedge across from the Club Building should be allowed to grow up on the western side of the road to mitigate the power lines. Additional material was discussed for Golfview Drive where plant material was removed by Florida Power and Light. The Golf Club also agreed to consider additional split rail fence with vines on the east side of the roadway. There was a request to add material to distract attention away from the power lines in the wide Australian Pine Canopy. Additional vines will be used on both sides that will provide a variety of colors. Wherever possible we will be adding curved Sabals to distract attention away from the power poles. Random clumps ofsilver saw palmettos and white periwinkles have been added. The light colors will provide an interesting contrast to the dark green of the Australian Pines. We have also been working very closely with homes under construction that have been willing to coordinate their plans with the overall concept. Other changes in the plan include identification of a few more areas that could let existing Australian Pine Hedges grow into trees. Existing mature small trees along the leafy canopy should be allowed to grow out. This has r been noted on the plan. It has also been noted on the plan in several locations where grass should be removed and replaced with ground cover or pine needles to protect existing Australian pines. The plans were not reviewed in detail but were set up so those property owners could review the area adjacent to their property and discuss it with the Landscape Architect. These comments were recorded on the rendered plans. The plans were divided into treatments and drawn and colored according to a key. Picture boards of the plants were provided with a matrix which shows where and how many of each plant were used. Group discussion included a question if the cost of moving the Royal Palms was included in the budget. This cost was included in the budget. A concern was mentioned that there should be an exact listing of what the grant will cover and what property owners will be expected to provide. The clear zone dimension was questioned. It is 10' from the inside edge of the painted line on the roadway. It was recommended that we find out where Officer Schulz parks his cars and accommodate him. There was also discussion on damage from the utility companies. The Town Manager said she would investigate why the same area, near North Private Road is continually disturbed. CIndividual conversations presented additional suggestions. It was requested that tree placement take care to avoid irrigation lines. The final specifications should also require the contractor to repair any damage to irrigation systems. 1443 North Ocean Boulevard, Robert Ganger asked that care be taken around utilities, that a utility box be screened and that his hibiscus tree not be shaded. The Somerset Condominium would like to check safe sight triangles on site. They may want to just remove Royal Palms instead of transplanting. The Westminster doesn't want to grow their hedge as recommended because of maintenance difficulties. They asked if it would be acceptable to replace the wood stockade fence they had previously. A request was made to check for existing coconuts at the south end of the North Mixed Palm Treatment. The meeting was adjourned.
