IONA COMMUNITY CENTER PRESENT: Mayor Brad Andersen, Council President Dan Gubler, Council Member Rob Geray, Council Member Dan Garren, City Clerk Shara Roberts, Public Works Director Zech Prouse, and Chief of Police Karl Bowcutt. ABSENT: Council Member McNamara. VISITORS: Brooklyn Stolworthy, Sydney Stolworthy, Rachael Rigby, Eileen Andersen, Dylan Russell, Pedro Perez, Isabelle Estrada, Lana Estrada, Ron Roberts, Wyatt Harper, Christina Harper, Braxton Hancock, and Delbert Sorenson. Mayor's Youth Advisory Council (MYAC) Funds Proposal: President Brooklyn Stolworthy presented a proposal to the City Council requesting additional funds not to exceed $1,500 to expand attendance at this year's Association of Idaho Cities (AIC) Youth Conference held in Boise, ID from June 20th — June 23rd, "Exhibit A". Council Member Geray expressed since the organization doesn't just encompass Iona's youth, but all of District#93 if other surrounding cities or entities such as, the City of Ammon or City of Ucon would be interested in providing funds to support the youth attending this conference. Mayor Andersen explained a couple of years ago the City of Ammon and the City of Iona had combined their MYAC(s) for one organization. However, the City of Ammon decided to split off because they had other priorities they wanted to focus on. He further explained the City of Ammon selects only a handful of youth to be chosen to be involved. Since there have been a lot of youth in the area who have expressed interest in learning about leadership skills and community service he designed Iona's MYAC to have open doors for any youth in District#93. He expressed this is the largest and most engaged group they have had, and he would like to see the City increase the budget to support MYAC more as they are always providing community service during the City's larger events such as the Trunk or Treat, Easter Egg Hunt, and Iona Days. However, moving forward the City should set a ceiling on the funding for the youth to attend the conference each year. In closing, he suggested since there are additional funds available in the Recreation Department this year to use the surplus to help support MYAC. Council President Gubler agreed moving forward the City needs to put a cap on the funding. He expressed if there is additional funding available in the Recreation Department since it is supported by individuals whom reside outside of city limits as well, he would support using those funds towards the youth attending the conference. However, he wouldn't support using funds collected by resident's taxes to support this. Council Member Garren expressed he believes MYAC is a great organization because it exposes youth to service and government. However, he does struggle with the City of Iona being the sole funding source for the entire program when it encompasses all of District#93. He suggested the youth approach the other surrounding cities as recommended by Council Member Geray to cost share. 1 Council President Gubler noted Iona Bonneville Sewer District (IBSD) or Bonneville County as other funding sources they could approach. Council Member Geray expressed other entities who decided to cost share may identify community service opportunities for these youth to engage in so they get a return on their investment as well (e.g., Ammon Days). Additionally, he noted if there is a surplus of revenue in the Recreation Department budget to make sure there are no other needs from the Sports Director first. Arbor Day/Spring Clean-up/Yard Sale Update: Mayor Andersen reported last month they discussed this year's Arbor Day/Spring Clean-up/Yard Sale to be held on the first Saturday in June. However, due to the Idaho Falls Temple being rededicated he would like to propose moving it to the second Saturday in June which would be the 10th. Additionally, Citizen Kristen Judy has agreed to organize the city-wide yard sale which will take place in the parking lot of the city building 8:00 am — 12:00 pm. Association of Idaho Cities (AIC) Spring District Workshop Registration: Clerk Roberts reported the AIC's Spring District Workshop will take place this next Wednesday, April 16th at the Hilton Garden Inn in downtown Idaho Falls, and needed to know if anyone was interested in attending so she could complete registration. Council President Gubler asked Clerk Roberts if she could work on rescheduling the training they were going to hold the first part of the year with Jim McNall from Idaho Counties Risk Management Program (ICRMP). Additionally, he recommended inviting other smaller entities such as the Fire District, Iona Bonneville Sewer District, and City of Ucon. Eclipse Delegation of Authority: Mayor Andersen reported a couple months ago they discussed the Eclipse, and the biggest concern is Police Enforcement and Emergency Response. He further explained City of Idaho Falls Mayor Rebecca Casper has called for regional coordination utilizing the Region 3 Incident Management and Support Team (R3-IMAST) to assist with planning and the development of incident actions plans, site safety plans, logistical and operational support, and public information. They are seeking a proper Delegation of Authority from each jurisdiction, "Exhibit B. Mayor Andersen asked Council President Gubler if he would be willing to fulfill that role as Liaison for Civil Defense for the City. Chief Bowcutt reported there is an upcoming meeting regarding the Eclipse next Sunday which he plans to attend, and invited Council President Gubler. Chief Bowcutt suggested the Council consider implementing a volunteer police reserve program in preparation for the event. He further explained there would be no liability for the City and the volunteer officers would be covered through the City's worker compensation carrier and through ICRMP. Council President Gubler and Mayor Andersen expressed concerns about organizing the program in time for this event. Chief Bowcutt reported he spoke with the City of Shelley's Chief about how they designed their program and could mirror it if the Council decided it was something which would be beneficial. 2 After further discussion, Council President Gubler agreed to be the Delegation of Authority for the City of Iona. Mayor Andersen asked that Chief Bowcutt bring back any pertinent information from upcoming meetings regarding this event. Iona Days: Mayor Andersen reported this year's Iona Days will be held on Saturday, July 22nd and MYAC has expressed interest in helping to host the breakfast again as a fundraising opportunity. However, they will need adult supervision. Council President Gubler indicated he would help. Additionally, Mayor Andersen reported he will be discussing with the Sports Director about helping to organize the Fun Run this year, and provide names of citizens who expressed interest in being on the Iona Day Committee to Iona Days Coordinator Emily Downey. Softball Tournament: Mayor Andersen reported that Sports Director Shari Moulton would like the Recreation Department to host a softball tournament to bring in additional revenue. He shared with the Council a proposal by an individual who approached Shari about this opportunity, and indicated it would bring in approximate revenue of between $1,000 - $3,000. After further discussion, the Council directed Sports Director to find out a few more details regarding what the City's costs would be vs. the revenue it could bring in.
