THE CITY OF RICHMOND, INDIANA, JANUARY 30, 2003
The Board of Public Works and Safety of the City of Richmond, Indiana, met at 5 p.m. Thursday, January
30, 2003 in the Community Room in the Municipal Building. Chairperson Bob Goodwin presided, with
Robin Henry, Assistant City Attorney Joel Harvey and City Attorney Bob Bever in attendance. Bruce
Metzger was absent. The following business was conducted:
APPROVAL OF MINUTES
Henry made a motion to approve the minutes for January 16, and January 23, 2003 second by Goodwin
and the motion was carried on a voice vote.
CLAIMS FOR PAYMENT
Henry presented claims from the Finance Department for $134,130.05 and made a motion to approve,
second by Goodwin and the motion was carried on a voice vote.
BID OPENING
The following bids were opened for Carpet in the Human Resources Office: Richmond Carpeting,
$1,292.18; Georgia Direct, $1,410.40 and Newport Carpeting and Appliances, $1,369. These bids will be
reviewed and awarded later this evening.
CLAIM
Steve Rabe, former City Assistant Attorney, said Smarrelli General Contractor had a permit for a
billboard to advertise his business, but after the sign ordinance was adopted and when into effect he
could no longer use it. Rabe is proposing that the City buy the billboard from Smarrelli for $8,920 and in
exchange for that the City would take possession of the sign and an agreement be signed between
Smarrelli and the City releasing the City of any further liability. Henry moved to approve, second by
Goodwin and the motion was carried on a voice vote.
REQUESTS
A Fire Chief Mike Allen requested approval of the resignation of Assistant Chief Kevin Nicholson
effective January 31, 2003. Nicholson has accepted a position with the Fishers Fire Department.
Henry moved to approve, second by Goodwin and the motion was carried on a voce vote.
B. Goodwin requested approval of a handicap sign for Lilea Wilson at 124 Southwest 10th Street.
Henry moved to approve, second by Goodwin and the motion was carried on a voice vote.
CONTRACTS
A. Tony Foster Business Development Coordinator, requested approval of a contract between the
City and Star Development Services for the Housing Rehabilitation program, subject to approval
by the attorney and giving Goodwin as Chairperson of the Board permission to sign. Henry
moved to approve, second by Goodwin and the motion was carried on a voice vote.
Foster introduced Jennifer McGuire Community Action Coordinator in the office of Community
Development.

BID AWARD
A. City Assistant Attorney Joel Harvey requested permission for HVAC for the City Building be
awarded to Meyers Mechanical for $6,888. Henry moved to approve, second by Goodwin and
the motion was carried on a voice vote. Henry moved to approve the contract, second by
Goodwin and the motion was carried on a voice vote.
B. Kim Parker Director of Human Resources recommended the bid for carpet be awarded to
Richmond Carpeting for $1,292.18. Henry moved to approve, second by Goodwin and the
motion was carried on a voice vote.
ADJOURNMENT
There being no further business, on a motion duly made, seconded and passed, and carried on a voice
vote, the meeting was adjourned.
