HomeMy Public PortalAbout15-9038 RFP FOR QUALIFICATIONS FOR CITYWIDE ENVIRONMENTAL CONSULTING SERVICES Sponsored by: City Manager RESOLUTION NO. 15-9038 A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF OPA-LOCKA, FLORIDA, AUTHORIZING THE CITY MANAGER TO ISSUE A REQUEST FOR QUALIFICATIONS (RFQ) FOR CITYWIDE ENVIRONMENTAL CONSULTING SERVICES; PROVIDING FOR INCORPORATION OF RECITALS; PROVIDING FOR AN EFFECTIVE DATE WHEREAS, The City has received a grant from the EPA in the amount of $400,000 to conduct a Brownsfield Assessment; and WHEREAS, the Grant from the EPA requires the City to obtain the services of an experienced Brownsfield/Environmental Firm; and WHEREAS,procurement must be done in compliance with 2 CFR Parts 200 and 1500. NOW, THEREFORE, BE IT DULY RESOLVED BY THE CITY COMMISSION OF THE CITY OF OPA-LOCKA,FLORIDA: Section 1. The recitals to the preamble herein are incorporated by reference. Section 2. The City Commission of the City of Opa-locka hereby authorizes the City Manager to issue an RFQ for a Environmental Consulting Firm that is qualified to perform services to administer the EPA Grant referenced herein and with funds to be used from the EPA Grant. Due to the specialized/technical skill needed for this project. the City of Opa-locka is required to procure Brownfields Consulting Services and Environmental Engineering Services from and experienced brownfields/environmental firm to carry out the tasks for this grant and for future EPA Brownfield Grants. The City's procurement procedures are required to be in accordance with 2 CFR Parts 200 and 1500, ensuring that contractors comply with the terms of their agreements, and that agreements between the City and consultant(s) comply with the terms and conditions of the cooperative agreement. The selected firm will be a well-established and professional firm licensed in the State of Florida that is capable of satisfying all the requirements associated with implementation of the grant and associated regulatory requirements. • Proposed Action: Staff recommends seeking proposals from qualified bidders to provide environmental consulting services. THE ITEM IS BUDGETED AS UNITED STATES ENVIRONMENTAL PROTECTION AGENCY (US EPA) BROWNFIELDS ASSESSMENT GRANT WILL BE USED. Description: The City of Opa-locka (City) has been awarded $400,000 Brownfields Assessment Grant from the U.S. Environmental Protection Agency (EPA). Analysis: The City of Opa-locka is required to complete the Quarterly Reporting in accordance with EPA regulations 2 CFR Parts 200 and 1500 (specifically, 200.328 monitoring and reporting program performance).The City is required to select environmental consultant(s) to conduct brownfield assessments, determine the need for cleanup, prepare cleanup plans and conduct cleanups at the redevelopment sites. The retained consultant firm will work with all appropriate city staff, the U.S. EPA and State of Florida officials for the implementation of the Brownfields Assessment Grant.
