THE CITY OF RICHMOND, INDIANA, MARCH 13, 2003
The Board of Public Works and Safety of the City of Richmond, Indiana, met at 5 p.m. Thursday, March
13, 2003 in the Community Room in the Municipal Building. Chairperson Bob Goodwin presided, with
Robin Henry, Bruce Metzger, and Assistant City Attorney Joel Harvey in attendance. The following
business was conducted:
APPROVAL OF MINUTES
Henry made a motion to approve the minutes for March 6, 2003, second by Metzger and the motion was
carried on a voice vote.
CLAIMS FOR PAYMENT
Henry presented claims from the Finance Department for $167,282.64 and made a motion to approve,
second by Metzger and the motion was carried on a voice vote.
REQUESTS
A Major Barry Ritter of the Richmond Police Department requested approval for the closing of
Industries Road on Friday March 28th from 1 to 4 p.m. and April 14th, 15th, and 16th, 8 a.m. to 5
p.m., April 17th, 12 p.m. to 8 p.m. and Aril 18th 11 p.m. to 5 a.m., for emergency vehicle operations
course training. Metzger moved to approve, second by Henry and the motion was carried on a
voice vote.
B. Goodwin read a request from the IU East Alumni to use the Rooftop of the Uptown Richmond
garage for the Senior Shindig, Thursday, May 15, 2003 from 7 to 9 p.m. Metzger moved to
approve, second by Henry and the motion was carried on a voice vote.
BID REJECTION
A. Goodwin read a letter from the Operations Manager of Rose View Transit Terri Quinter
requesting that the bid submitted by Geier Contracting for the construction of a canopy over the
fuel tanks at Rose View Transit be rejected. The bid of $9,400 was higher than what was
budgeted and they are exploring the possibility of the canopy being built "in- house." Metzger
moved to approve the rejection, second by Henry and the motion was carried on a voice vote.
CONTRACTS
A. Fire Chief Mike Allen requested the approval of a contract with Independent Testing Laboratories.
The contract is for inspection and testing services for all ladders on all fire trucks. Henry moved
to approve, second by Metzger and the motion was carried on a voice vote.
B. Goodwin said he had a contract with the City of Richmond and the State of Indiana for our share
of the new Main Street Bridge which is $800,000 and asked for approval. Henry moved to
approve, second by Metzger and the motion was carried on a voice vote.
ADJOURNMENT
There being no further business, on a motion duly made, seconded and passed, and carried on a voice
vote, the meeting was adjourned.
