THE CITY OF RICHMOND, INDIANA, APRIL 24, 2003
The Board of Public Works and Safety of the City of Richmond, Indiana, met at 5 p.m. Thursday,
April 24, 2003 in the Community Room in the Municipal Building. Vice Chairperson Robin Henry
presided, with Bruce Metzger, and City Attorney Bob Bever in attendance. Chairperson Bob Goodwin was
absent. The following business was conducted:

Henry made a motion to approve the minutes for April 17, 2003, second by Metzger and the motion was
carried on a voice vote.
CLAIMS FOR PAYMENT
There were no claims for payment
BID OPENING
A. The following bids were opened for Aggregate and Bituminous Materials for 2003: Barrett
Paving, Stonehenge Concrete, Marathon Ashland Petroleum, Milestone Contractors, U. S.
Aggregates, Inc., and Richmond Concrete Division Ernst Enterprises, Inc. All bidders gave
various prices for numerous stone materials. These bids will be reviewed and awarded at a later
date.
BID AWARD
A. City Engineer, Charles Greene requested a bid be awarded to Bowlin Construction of Losantville,
IN, in the amount of $243,335 for the Northwest 5th Street Improvements. Metzger moved to
approve, second by Henry and the motion was carried on a voice vote.
CHANGE ORDER
A. Change Order #1 for the Northwest "N" Extension increased by $15,982 bringing the total to
$107,248.50. Metzger moved to approve, second by Henry and the motion was carried on a
voice vote.
CONTRACT
A. Henry presented a contract for approval on the Northwest 5th Street Improvements, with Bowlin
Construction. Metzger moved to approve, second by Henry and the motion was carried on a
voice vote.
ADJOURNMENT
There being no further business, on a motion duly made, seconded and passed, and carried on a voice
vote, the meeting was adjourned.
