THE CITY OF RICHMOND, INDIANA, JULY 17, 2003
The Board of Public Works and Safety of the City of Richmond, Indiana, met at 5 p.m. Thursday,
July 17, 2003 in the Community Room in the Municipal Building. Chairperson Bob Goodwin presided,
with Bruce Metzger and Assistant City Attorney Joel Harvey in attendance. Robin Henry was absent. The
following business was conducted:

Metzger made a motion to approve the minutes for July 10, 2003 second by Goodwin and the motion was
carried on a voice vote.
CLAIMS FOR PAYMENT
Metzger presented claims from the Finance Department for $358,807.32 and made a motion to approve,
second by Goodwin and the motion was carried on a voice vote.
REQUESTS
A. Goodwin read a request for three driveway petitions for the following: 2503 South "G" Street, 912
Henley Road, residential, and 601 Northwest 5th Street, which is commercial. Goodwin moved to
approve, second by Metzger and the motion was carried on a voice vote.
B. Police Chief Greg Pipes requested the promotion of Probationary Police Officer James Doll to 1 st
Class Patrol Officer, effective July 15, 2003. Metzger moved to approve, second by Goodwin
and the motion was carried on a voice vote.
C. Goodwin requested approval for two residential handicap parking spaces at 228 North 8th and
718 South 13th Street. Metzger moved to approve, second by Goodwin and the motion was
carried on a voice vote.
BID OPENINGS
A. One bid was received for the skywalk rehabilitation at the Municipal Parking Garage and that was
from Oberle and Associates for $5,000 expanse joint allowance and contingency allowance
$5,000. This bid will be reviewed and awarded at a later date.
B. The following bids were opened for the landscaping of right -of -way: Brower's -Gaar Nursery,
Rinehart Lawn Care and Landscaping, and Pleasant View Nursery, all with various prices. These
bids will be reviewed and awarded at a later date.
REQUEST
A. Goodwin read a letter from Main Street - Richmond Wayne County requesting to block East Main
Street from 6th to mid -way of the 1000 block and 10th Street from North "A" to the entrance of the
City Parking Lot from 8 a.m. to 7 p.m. on Tuesday July 29, 2003 for the NASCAR Tailgate Party.
Metzger moved to approve, second by Goodwin and the motion was carried on a voice vote.
BID AWARD
A. The demolition of the Ramada Inn was held over to the next meeting. Metzger has a conflict of
interest and Henry being absent no action could be taken.

AGREEMENT
A. Police Chief Pipes requested approval for a contract with the Institute for Public Safety Personnel
and explained that they assist them in the hiring process. Metzger moved to approve, second by
Metzger and the motion was carried on a voice.
ADJOURNMENT
There being no further business, on a motion duly made, seconded and passed, and carried on a voice
vote, the meeting was adjourned.
