THE CITY OF RICHMOND, INDIANA, JULY 24, 2003
The Board of Public Works and Safety of the City of Richmond, Indiana, met at 5 p.m. Thursday,
July 24, 2003 in the Community Room in the Municipal Building. Chairperson Bob Goodwin presided,
with Robin Henry and Assistant City Attorney Joel Harvey in attendance. Bruce Metzger was absent. The
following business was conducted:

The minutes for July 17, 2003 could not be approved because Henry was not at the last meeting and
Metzger is absent from this meeting.
CLAIMS FOR PAYMENT
Henry presented claims from the Finance Department for $740,266.59 and made a motion to approve,
second by Goodwin and the motion was carried on a voice vote.
REQUESTS
A. Goodwin read a letter from Captain Don Ponder of the Traffic Division, Richmond Police
Department, who said that Kent Rubright of Oberle & Associates requested permission to close
the sidewalk in front of 810 East Main Street the week of July 28, 2003 from 6 a.m. to 4 p.m., for
repairs to the building. Henry moved to approve, second by Goodwin and the motion was carried
on a voice vote
B. Goodwin read a request from James Morrow to close the southbound lane of the 1 st block of
South 6th Street from the south service drive to South "A" Street, on July 26, 2003 at 11:00 a.m.,
for the dedication of the Ten Commandment Tablets. Henry moved to approve, second by
Goodwin and the motion was carried on a voice vote.
C. Goodwin read a request from Dave Stevens, Distribution Engineer of the Richmond Power and
Light, for the installation of 5 street lights in the 2100 block of North "J" Street, at a cost of $6.68
each and a monthly increase of $33.40. Henry moved to approve, second by Goodwin and the
motion was carried on a voice vote.
D. Goodwin read a request from Mark Robbins of Masterbrand Cabinets to close South "N" Street
from South 6th to South 8th on Saturday, September 6, 2003, for the plant picnic from 12 noon to 4
p.m. Rain date is set for Sunday, September 7, 2003. Henry moved to reject the bid second by
Goodwin and the motion was carried on a voice vote.
NO BID SITUATION
A. City Engineer Charles Greene said that one bid was received for the repair of the skywalks over
9th Street and 8th Street on July 17, 2003. The bid was from Oberle & Associates and upon
further investigation it was determined that this was a return of the bid package and therefore the
project will be re -bid. Henry moved to approve, second by Goodwin and the motion was carried
on a voice vote.
BID REJECTION
A. Goodwin read a letter from Fire Chief Mike Allen asking that the bids received for the painting of
Fire Stations 2 and 3 be rejected and the project be re -bid. Henry moved to approve, second by
Goodwin and the motion was carried on a voice vote.

A. Goodwin read a letter from Main Street - Richmond Wayne County requesting to block East Main
Street from 6th to mid -way of the 1000 block and 10th Street from North "A" to the entrance of the
City Parking Lot from 8 a.m. to 7 p.m. on Tuesday July 29, 2003 for the NASCAR Tailgate Party.
Metzger moved to approve, second by Goodwin and the motion was carried on a voice vote.
ADJOURNMENT
There being no further business, on a motion duly made, seconded and passed, and carried on a voice
vote, the meeting was adjourned.
