Roll Call The City of Tiffin City Council held a work session Tuesday, May 18, 2021, at the City Hall Council Chambers. Mayor Berner called the meeting to order at 5:32 PM. Upon roll being called the following members were present: Jim Bartels, Eric Schnedler, Chris Olney and Al Havens. Absent: Skylar Limkemann. Others present City Administrator Doug Boldt, City Clerk Abigail Hora and Building Official Brian Shay. B. Agenda Additions/Agenda Approval Motion to approve agenda by Havens. Second by Schnedler. All ayes, agenda approved. C. Discussion of Potential Changes to Andersen Addition Preliminary Plat Discussion: Glenn Vaske is looking to potentially purchase and market the Andersen Addition. He asked for feedback from the council on the possibility of a zoning change to the current R-1C zone on the north side of Elizabeth Drive to R-2. He also asked for feedback on moving the private access road that is behind the current R-1C zone north and making it a frontage road off of Forevergreen Road. This would service the current R-4 zone and eliminate the connection of Cherry Lane to Forevergreen road. This would allow for better backyards for both zones and funnel more traffic to Croel Avenue. The City Council was generally receptive to the potential changes. D. Discussion and Review of Fire Department Transition Agreement Discussion: Mayor Berner abstained from the discussion. City Administrator Doug Boldt discussed the changes and gives Council the final form of this agreement. E. Discussion and Review of Fire Department Stipend Program Discussion: Mayor Berner abstained from the discussion. City Administrator Doug Boldt discussed the stipend proposal. F. Resolution 2021-038 A Resolution Authorizing the Placement of Stop Signs at Blue Jay Court and Fawn Avenue, Doe Avenue and Dakota Avenue. Motion to approve Resolution 2021-038 A Resolution Authorizing the Placement of Stop Signs at Blue Jay Court and Fawn Avenue, Doe Avenue and Dakota Avenue by Havens. Second by Olney. Roll Call: Havens, Olney, Bartels, Schnedler. All ayes, motion carried. 5. Resolution 2021-039 A Resolution Approving an Agreement and Contract for Fire, Rescue and EMS Services with the Tiffin Fire Association (Transition Agreement). Motion to approve Resolution 2021-039 A Resolution Approving an Agreement and Contract for Fire, Rescue and EMS Services with the Tiffin Fire Association (Transition Agreement) by Olney. Reports from City Personnel 1. Nothing to Report 2. City Council Reports Discussion: Council Person Schnedler discusses the loss of busing to Tiffin Heights/Tiffin Heights East. 3. Report Discussion: Public Works Director Brian Detert reported most of the work to the roundabout is complete. They are still working on the City Hall beautification. The Fountain cable in the big pond is wrapped around the pump and will need to be looked at. 4. Building Official Report Discussion: Nothing to Report. 5. s Report Discussion: Recreation Director Frank Haege discussed the vandalism at the parks bathroom. Cameras will be in use to record activity. Recycling will begin in the upcoming weekend at the park. 6. Discussion: Nothing to Report. 7. Discussion: Nothing to Report. 8. City Administrator Discussion: City Administrator Doug Boldt discussed permeable pavers project was on hold due to fabric material but it should be starting again soon, weather permitting. N.
