LYNWOOD CITY COUNCIL, SPECIAL MEETING APRIL 28,1997
_The City Council of the City_of Lynwood met in a Special Session in the City Hall, 11330
Bullis Road, on the above date at 7:35 a.m.
Mayor Richards presiding.
Councilmember Byrd, Heine, Henning, and Richards answered the roll call.
Councilmember Rea was absent.
Also present were City Manager Gonzales, City Attorney Rudell, ACM/Director of
Environmental Services Murga, and Deputy City Clerk Manibusan.

ITEMS FOR CONSIDERATION
Options for Providing. Job Training Partnership Act (JTPA) Services in the Lynwood
Employment and Economic Development (LEED) Work-Net Center.
CLOSED SESSION

It was moved by Councilmember Byrd, seconded by Councilmember Henning and carried gyrd
to recess to Closed Session at 7:37 a.m. Henning
Council reconvened at 8:48 a.m.
City Attorney Rudell stated the Council had recessed to Closed Session for the purpose Rudel l
of discussing legal options relating to HUB Cities Consortium, direction was given to the
City Attomey and Staff to prepare a Conditional Notice of Withdrawal relating to
possible termination of the City's participation in the HUB Cities Consortium.
It was moved by Councilmember Henning, seconded by Councilmember Byrd to accept
the recommendations set forth by the City Attorney. Henning

White _ _ __Rod White 4608 Carlin Ave., discussed serious objections to the revision of contract for
the WAVE Newspaper.
CONSENT CALENDAR (cont.)
Councilman Henning discussed item #18, renewal of the Wave Newspaper contract, and
Henning clarification of posting legal notices in adjudicated newspapers. Also discussed concerns
with the lack of distribution, and publishing of Lynwood information.
Johanna Howard, Director of Media Services discussed ongoing problems and hassles
Howard with the newspaper.
Richards Mayor Richards recommended at the conclusion of the contract with the WAVE --
Newspaper, and upon direction by the City Attorney, staff pursue other methods of legal
notice requirements, feasibility of comparable newspapers, and the current contract -with
the Lynwood Journal.
It was moved by Councilmember Heine, seconded by Councilmember Byrd to accept the
Heine recommendations madeā¢ by the Mayor.

William Cunningham discussed concerns with the proposal from Honeywell.

Lopez ~ ~ Adolph Lopez commended Council on today's meeting, and discussed employment
issues for residents. Also discussed the need for reflectors at the end of the intersection at
Lindbergh. Thanked the Council for his appointment to the Neighborhood Services
Commission.
Garcia Irene Garcia 2737 E. 111th St. discussed parking problems caused by the auto body shop
at the corner of Santa Fe Ave. and Martin Luther King Jr. Blvd. Also questioned the
project manager positions.
Jim Greene, Alma Ave. discussed the flying of flags on city owned buildings, and living
Greene wage proposals.
Karen Hayes requested Councilmen be better prepared and ready to make decisions when
Hayes attending meetings.
Godoy Magdalena Godoy 3603 Waldorf, stated concerns with the youth employed by the
Positive Motion program that are not wearing. their orange shirts.
Robert Bristol _1.1317 Louise St., spoke in opposition to the contract renewal for the
B r i s to 1 - Lynwood Press "Wave".
Reyes Arturo Reyes proposed conducting public orals at the beginning of the meetings.
Ellen Jones of A-Beam Construction, offered an update on the situation between her
Jones company and Old Hickory Construction, with regard to the Youth Center Project.
White Rod White 4608 Carlin Ave., commended continued development at the Valu+ Shopping
Center, stated complaints with push carts and shopping baskets left at the recycling center
at Clark & Atlantic, and complaints with the city recycling center that does not accept
brown bottles, nor gives residents full recycling credit. Commended the efforts of Sheriff
Deputy Dave Haney and his support of the block watch organization.
