HomeMy Public PortalAbout10-02-2003THE BOARD OF PUBLIC WORKS AND SAFETY OF THE CITY OF RICHMOND, INDIANA, OCTOBER 2, 2003 The Board of Public Works and Safety of the City of Richmond, Indiana, met at 5 p.m. Thursday, October 2, 2003 in the Community Room in the Municipal Building. Chairperson Bob Goodwin presided, with Robin Henry, Bruce Metzger, and Assistant City Attorney Joel Harvey in attendance. The following business was conducted: APPROVAL OF MINUTES There were no minutes to approve. CLAIMS FOR PAYMENT Henry presented claims from the Finance Department for $100,017.63 and made a motion to approve, second by Metzger and the motion was carried on a voice vote. HEARING DECISION ON FIREFIGHTER LT. VINCE DEVITO Goodwin read the findings of fact and the discipline which reads: Demotion to the rank of Driver Operator. 2. DeVito will be ineligible for promotion for (1) year. If he successfully completes anger management counseling, he will be eligible for promotion at the expiration of the one (1) year period. The period of ineligibility will be extended for an additional (1) one year period if he is disciplined during the (1) year period. DeVito will also be ineligible to work as a supervisor for the same (1) one year period. DeVito must sign all necessary documents to effectuate a release of the results of his counseling to the Richmond Fire Department. Metzger moved to adopt the decision, second by Henry and the motion was carried on a voice vote. REQUESTS A. Goodwin read a letter from Rose White of The Wheel, requesting permission for a noise variance on October 12, 2003 from 11a.m. to 12 p.m. The Wheel will be having a memorial run to raise money for burial expenses for the Yingst family. Henry moved to approve, second by Metzger and the motion was carried on a voice vote. B. Goodwin requested approval of an access permit at 1113 South 24th Street. Metzger moved to approve, subject to conditions set by the Board of Public Works and Safety, second by Henry and the motion was carried on a voice vote C. Goodwin read a letter from Steve Martin, Richmond Civic Theater, requesting permission to park a hearse on the sidewalk at the corner of 10th and Main Street on October 31, and November 1, 2003 for the movie "Psycho ". Metzger moved to approve, second by Henry and the motion was carried on a voice vote. BID OPENING A. The following bids were opened for U.S. EPA Brownfield Grant: Mundell & Associates with Heritage Industrial Services, LLC; Keramida Environmental, Inc.; Hull & Associates; Conestoga - Rover & Associates; PSI; Industrial Safety and Environmental Services, Inc.; Handex; Burgess and Niple; SRW Environmental Services; EFI; and Tes Tech. These will be examined over the next few weeks and will be brought back to the Board at a later date. Board of Works Minutes Cont'd. October 2, 2003 Page 2 CONTRACT A. City Attorney Bob Bever announced that the contract with AFSCME has been signed for 2003. Wages and Insurance were two key factors and because they were able to agree, this will not have to go to Common Council. Henry moved to approve, second by Metzger and the motion was carried on a voice vote. B. Bever requested approval of the sale of Real Estate to the State of Indiana. This includes three parcels of land; two on U.S. 27 North, and one on Sim Hodgin Parkway. Metzger moved to approve, second by Henry and the motion was carried on a voice vote. CURB CUTS A. Goodwin requested a curb cut at 1404 Aspen Way. Metzger moved to approve, subject to conditions set by the Public Board of Works and Safety, second by Henry and the motion was carried on a voice vote. B. Goodwin requested a curb cut at 337 Porterfield Avenue. Metzger moved to approve, subject to conditions set by the Public Board of Works and Safety second by Henry and the motion was carried on a voice vote. ADJOURNMENT There being no further business, on a motion duly made, seconded and passed, and carried on a voice vote, the meeting was adjourned.
