THE CITY OF RICHMOND, INDIANA, OCTOBER 23, 2003
The Board of Public Works and Safety of the City of Richmond, Indiana, met at 5 p.m. Thursday,
October 23, 2003 in the Community Room in the Municipal Building. Chairperson Bob Goodwin presided,
with Robin Henry, Bruce Metzger, and Assistant City Attorney Joel Harvey in attendance. The following
business was conducted:

Minutes for October 9, 2003 were approved on a motion by Metzger, second by Henry and the motion
was carried on a voice vote. Minutes for October 16, 2003 were approved on a motion by Metzger,
second by Goodwin and the motion was carried on a voice vote.
CLAIMS FOR PAYMENT
Henry presented claims from the Finance Department for $145,615.27 and made a motion to approve,
second by Metzger and the motion was carried on a voice vote.
REQUESTS
A. Goodwin read a letter from Jim Resh of the Wayne County Tourism Bureau requesting a banner
be placed on the northeast corner of the City Building to promote that the Holiday Tree will visit
Richmond on November 28th, coming in from Idaho, on the way to Washington D.C. Henry moved
to approve, second by Metzger and the motion was carried on a voice vote.
B. Tony Foster, Grants Administrator, requested a Beautification Mini -Grant for Dr. Abdulkarim
Smarba of 911 Rosewood Drive, in the amount of $500. Foster said he just wanted to introduce
the project this evening, and would bring it back next week for a vote.
BID OPENINGS
A. The following bids were opened for the Skywalk Rehabilitation Project: Catron's Glass, $59,740;
and Kutter Construction of New Paris, Ohio, $61,955. These bids will be reviewed and brought
to the Board at a later date.
B. The following bids were opened for Tree Planting: Ivan Foust, $9,385; A. Brown and Sons,
Clayton, Ohio, $8,592; Rinehart's Landscaping, $8,749 and Rose City Nursery, $10,920. These
bids will reviewed and brought to the Board at a later date.
C. The following bids were opened for the demolition of properties: Mike Delucio and Son with
individual bids and Cox Excavating with individual bids. These bids will be reviewed and brought
to the Board at a later date.
CONTRACTS
A. Goodwin read the 1 st Amendment to the City of Richmond Employee Benefits Plan: Plan 11,
Amend the Open Enrollment provision in the Enrollment section of the Participation section by
adding the following: There will be a one -time open enrollment for employees of the Street and
Sanitation Department from October 1, 2003 to October 31, 2003. Coverage will be effective as of
October 1, 2003. After this date open enrollment will be in November of each year for those
employees as well. The effective date of this Amendment is October 1, 2003.

B. A contract was presented between the City of Richmond and Wayne Bank and Trust owner of the
property known as Ramada Inn. This contract is for the demolition of the building. Henry moved
to approve, second by Goodwin and the motion was carried on a voice vote. Metzger abstained
because he is the attorney for Wayne Bank and Trust.
C. Harvey presented an agreement with Parallax, which is the internet server for Richmond Power
and Light. Parallax will be installed at the Municipal Airport at the cost of $90.00 per month each,
with installation and total cost of $6,240. Metzger moved to approve, second by Henry and the
motion was carried on a voice vote
CHANGE ORDER
A. City Engineer Charles Greene presented Change Order #1 on the Northwest 5th Rehabilitation
Project, Phase 2. The increase is for $11,044 and the new total $290,541. Metzger moved to
approve, second by Henry and the motion was carried on a voice vote.
ADJOURNMENT
There being no further business, on a motion duly made, seconded and passed, and carried on a voice
vote, the meeting was adjourned.
