SEPTEMBER 2,1997 The City Council of the City of Lynwood met m a Regular Session in the City Hall, 11330 Bullis Road on the above date at 7:41 p.m. Mayor Richards presiding. Councilmember Byrd, Rea and Richards answered the roll call. Councilmember Henning was absent. Also present were City Manager Gonzales, City Attorney Rudell, City Clerk Hooper, City Treasurer Pygatt and Department Heads. It was moved by Councilmember Byrd, seconded by Councilmember Rea and carried to excuse Councilmember Henning. City Clerk Hooper announced the Agenda had been duly posted in accordance with The Brown Act. It was moved by Councilmember Rea, seconded by Councilmember Byrd and carried to approve the following minutes: a) Regular Meeting, August 19, 1997 b) Budget Workshop, August 18, 1997 It was then moved by Councilmember Byrd, seconded by Councilmember Rea to approve the following presentations that were presented to Judge Townsend of the Compton Municipal Court and to Jay Naulls for his participation in the Community 10,000 Bone Marrow Program. It was moved by Councilmember Byrd, seconded by Councilmember Rea and carried to adjourn tonight's meeting in memory of Tony Gendal, Vice President, Operations, Western Waste Industries. Keane Lorna Hawkins discussed a press conference which addressed the victims of drive-by L.Hawkin agony. Irene Garcia 2737 E. 111th St., thanked Council for the issuance of the security lights,I ,Garcia and requested Council resume the shopping cart issues. Jim Green requested a letter of condolence be prepared on the recent death of Princess J. Green Diana, and requested Council show support of the Philippine Veterans. l7 B.Miranda Benjamin Miranda questioned correspondence that had been sent to residents from the tax refund City Attorney's office regarding the tax refund issues. Also discussed negative rumors within the city. K. Hayes Karen Hayes commended the improvements throughout the city, especially along Atlantic At 1 ant i c Ave. Suggested residents base their decisions in the upcoming election on the positive Ave . points of each candidate, and what is best for the community. Dr. Jaquez Dr. Jaquez discussed the importance of basing decisions on fact, the need for leadership, ...M, racism to be inclusive, the display of racism by certain candidates, and leadership for our , children. K. Hayes Karen Hayes discussed the drastic change in the demographics of the community, and demographics stated the city's representation does not reflect that change. I .Garcia Irene Garcia discussed the importance of education on how government works. Resident Resident, 5146 Martin Luther King jr. Blvd., discussed concerns with the attitude within prayer into the city, the need for parents and the church to become more involved, and the need to schools bring prayer back into the schools. A. Landeros Alex Landeros 3211 Waldorf discussed the need to better educate the residents on their right to vote. w. Steck William Steck-Long Beach Blvd., stated complaints with car sales along Long Beach Blvd., between Louise and Josephine. Rev. Shepherd Rev. Shepherd 3961 Martin Luther King Jr. Blvd., discussed the importance of pastors coming out of the pulpit and into the community. R .White Rod White 4608 Carlin discussed the upcoming "Mad Dad's" celebration in Compton. Mad Dad's Also recommended a series of debates between the candidates. B. Miranda Benjamin Miranda expressed anger regarding negative accusations in the community. R . Br i s to 1 Robert Bristol 11317 Louise, discussed the role ignorance plays in fear. COUNCIL ORALS Rea Councilman Rea agreed with residents that ignorance and arrogance perpetuate racism. Racism , 1st Stated he believes in the first amendment and the rights of the residents, and feels that amendment racism exists in the minds of those that create it, while at the same time destroys the positive growth in the community. Byrd Councilman Byrd recommended the City act on inclusion, not exclusion, and the importance of everyone's actions being what is in the best interest of the community. Richards Mayor Richards discussed the confusion between racism, prejudice, and finding pride in racism, your heritage. Also stated if you produce positives, you will be recognized for that. prejudice CLOSED SESSION It was moved by Councilmember Rea, seconded by Councilmember Byrd and carried to ~ recess to closed session at 9:10 p.m., pursuant to Gevernment Code Section 54957, Public ~ .- Employee Appointment, Facilities Maintenance Director. Council reconvened at 9:43 p.m. Rudell City Attorney Rudell stated Council had met in closed session for the purpose of discussing the aforementioned matter.
