LYNWOOD CITY COUNCIL. NOVEMBER 7, .1997
The City Council of the City of Lynwood met in a Special Session in the City Hall,
11330 Bullis Road, on the above date at 6:42 p.m.
Mayor Richards presiding.
Councilmember Byrd, Henning and Byrd answered the roll call.
Councilmember Rea was absent.
Also present were City Manager Gonzales, City Attorney Rudell, and City Clerk Hooper.

City Clerk Hooper announced the Agenda had been duly posted in accordance with The
Brown Act.

CLOSED SESSION
Mayor Richards discussed incidents which occurred prior to the November 4th elections Richards
concerning a person posing as a representative of the city, and violations of the elections
code. At this time, Council is dealing with these issues, and taking action to resolve the
problems expeditiously.
It was moved by Councilmember Henning, seconded by Councilmember Byrd and
carried to recess to closed session at 6:43 p.m. for the purpose of discussing
a} Election Fraud and Election Violations
Conference with Legal Counsel -Anticipated Litigation
Significant exposure to litigation pursuant to Subdivision (b}
of Section 54956.9):

Council reconvened at 7:35 p.m.
City Attorney Rudell stated Council had met in closed session for the purpose of Rudell .
discussing the aforementioned items. At this time, Council intends to approve an
agreement for Special Counsel services.
It was moved by Councilmember Henning, seconded by Councilmember Byrd to approve
a retainer agreement, and authorize the Mayor to sign such agreement for services.

Irene Garcia 2737 E. 111th St., discussed individuals going door to door soliciting absent
voter ballot applications.
William Cunningham discussed additional lawsuits that will be filed with respect to the

voter ballots, and election fraud.
Karen Hayes discussed changes in the community, and the change in demographics. x.xayes
Lucy Hernandez 3973 Lugo Ave., discussed minors that had approached her and
attempted to persuade her to vote by AV ballot. L.Hernandez

Lawrence Marquez 11148 Harris Ave:, discussed the conveniences of voting by absent
voter ballot.
William Cunningham discussed violations which occurred during the election.
Mel Brown discussed drastic changes in the city, and stated if we don't come together in
the city we will regress. -
z, Garcia Irene Garcia 2737 E. 111th St., questioned the legalities regarding Councilpersons
visiting the polls on election day, and requested an investigation into the Registrar-
Recorders Office.

COUNCIL ORALS
Richards Mayor Richards discussed the independent investigation into election fraud, and the need
to make certain the community has confidence in the election process, and the main issue
this evening is the substantial improprieties surrounding the election.
Henning Councilmember Henning discussed illegal issues which are occurring in the city, which
requires the council to involve law enforcement.
Byrd Councilmember Byrd discussed racism in the city.
Richards Mayor Richards emphasized that very few issues in the city deal with racism, and the
Council's obligation to heal the community.
A.McZeal Ada McZeal discussed the racist conjecture, and children that are taught racism.
F. Calderon Frank Calderon discussed the creation of the human race.
Hearing no further discussion, it was moved by Councilmember Byrd, seconded by
Councilmember Henning and carried to adjourn at 8:35 p.m.
