' A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
LYNWOOD SETTING FORTH THE SALARIES BY CLASSIFI-
CATION OF ITS OFFICERS AND EMPLOYEES, AND OTHER
BENEFITS.
BE IT RESOLVED by the City Council of the City of Lynwood
as £ollowe:
. Section 1. That Resolution No. 62-43 of the City of Lynwood
adopted the 3rd day of July, 1962,�prescribes the time and method of
paying salaries and wages of the officers and employees of said city,
as required by Section 37206 0£ the Government Code of the State of
California.

Section 2. That ±he bi-weekly salaries and wages for offi'cers '
and employees for the various clatisifications falling in the basic five-
step schedule, included herein, effective at the beginning of the £iret
regular pay period following the adoption of this resolution, follows:

salary schedule, shall be paid to officers and employees �uring such
times as they are assigned to the following duties.

For those employees under the basic five-step salary plan, ,
the beginning �alary shall be at Step "A", or the lowest salary shown
for the position. However, where circumstances wo warrant, appointment
may be made at other than the first step, or after appointment, an
intermediate step may be skipped when recommended by the City Manager.
Increases throughout the remainder of the steps shall be given upon
recommendation of the department head and approval of the City Manager,
until the highest or top step i� reached. Step raises shall generally
be at six month intervals from the effective date of employment,
commenoing on the next succeeding pay period date from the actual
anniversay date,
The city doee not pay for overtime work except, 1) off-duty
court time by police officers below the rank of lieutenant, 2) emergency
overtime pay on a shift-pay basis in the Police and Fire Departments
when the line operating force is reduced by layoff, resignation, or
, retirement, and 3) during times of extreme local emergency as determined
by the City Manager, overtime pay on a straight time basis may be
provided to all city personnel ordered or required to work additional
hours or shi£ts for the public safety and welfase.
Of£-duty court time ehall be compensated for at the regular �
rate oP pay up to a maximum of sixty (60) tiours for each six-month �
period. For pay purposes, periods shall regularly commence on June lst
and end November 3�Jth, beginning anew on December lst and ending May 31st.
The Police Chief shall £urnish the City Manager monthly reports showing
the distribution of such overtime.
When any other overtime is necessary because of unfinished
work, such overtime shall be compensated for in like amount by time
off only, if it extends at least one-half hour beyond the scheduled
tour of duty. Requests for compensatory overtime shall be made by

�the employees and approved in writing by his immediate supervisor. Th�
Division Commander, Unit Commander, Shift Captain, Public Works Super-
intendent or Office Supervisor shall review such requests and authorize
the allowance of such compensatory time to be entered to the employee's
credit.
An employee shall not accumulate more than eighty hours
" (10 days) of compensatory overtime, except by permission of the concerned
Division Commander, Unit Commander, Shift Captain, Public Works Superin-
tendent, or Office Supervisor. Compensatory overtime in excess of eighty
hours (10 days), but not over 480 hours (60 days), may be accumulated in
' unusual cases.
In exceptional cases, an accumulation of overtime in excess of
480 hours (60 days) may be granted with permission of the Appointing
Authority.
Where an accumulation in excess of eighty hours (10 days) of
compensatory overtime results from the inability of the department head
_ to grant compensatory time off to prevent_such situation,,such shall_ be
deemed an "unusual case" or an "exceptional case," as the case may be.
� Subject to the other provisions of this resolution, an employee
shall be entitled to compensatory time off for a11 overtime worked. The
department head shall schedule compensatory time off to meet this require-
ment, and upon accrual of eight hours, or as in the case of the fire
employees, one 24-hour shift of overtime, the department head shall
schedule eight hours or one shift of compensatory time off in the next
succeeding month, if at all possible. Nothing herein is intended to
prevent the repayment of more or less than eight hours or one shift of
overtime at any time at the discretion of the department head. Upon
written request of the employee, the department head may permit the
accrual of overtime equal to one-half work week.

Prior to disability retirement, service retirement, or death
of the employee, compensatory time off or, in the case of death, straight
time pay, for all accumulated overtime accrued subsequent to March 15,
1g66 shall be granted. This provision does not apply to voluntary
termination or termination for cause.
Section 3. Thaf the compensation for officers and employees
in the various classifications not included in the basic five-step
salary schedule shall be as £ollows:

Section 4. That the hourly compensation £or part-time workers

Section 5. Premium Pay. To encourage employees in undertaking
out�ide study to the end that they may perform their duties in a more
efficient manner, a �ystem of premium pay, over and above established
pay schedules, is hereby establi�hed.
Premium pay ie allowable for completed courses of approved
sub�ects at accredited schools, and is fixed at $1.00 per month for each
semester hour of work satisfactorily completed by the employee with a
grade of C or better. Maximum pay ie fixed at $�0.00 per month.
A semester hour is defined as one hour of elassroom work per
week for one semester of 18 weeks, plus necessary outside study, All
courses o£ study must have prior approval by the department head and
City Manager in order to receive premium credit.
Accredited schools are herein defined a� colleges, junior
- colleges, or universitie�, or such other institutions as may be approved
by the City Manager,
Suitable written certi£ication from the school showing
satiefactory completion of each course shall be submitted to the
Personnel Officer for personnel records. Premium pay will commence the
first pay period after the first of the month following the submission
of the written certification.
The city wi11 contribute 50% of the co�t of tuition over $10.00
where the cost of such tuition exceeds the eum of $10.00 per semester
course while the employee is accruing the �40.00 per month maximum
premium pay.
The proviwions o£ this section do not apply to hourly
employees or employees undertaking an approved course between the hours
of 8 a.m, and 5 p.m., Mondays through Fridays.

Section 6, Blue Cross Payment: The city will contribute the
employee's Blue Cross coverage in the £ollowing amounts.

Female Employee ------------------------- $ 15.99 Per month
If desired, the employee may obtain coverage for members of his family.
Such premium shall be �orne by the employee and paymenf will be made by
payroll deduction.
Section 7, Car Allowance Compeneation for use of employee-
owned automobiles £or city businees is established as follows:
City Manager ---------------------------- $ 5�.�� per month
The Police Chief, Fire Chief, and Recreation Director will
also be eo compensated until such time as city-owned vehicles are provided
for business use.
Section 8 . Nothing herein contained shall be construed in any
way as affecting Personnel Ordinance No. 671 of the City of Lynwood, or
the rules and regulations adopted pursuant thereto.
Section 9 . This rewolution �hall be effective at the
beginning of the first regular pay period following adoption of this
resolution arid Resolution No. 66-60 is hereby repealed.
