HomeMy Public PortalAbout11-20-2003THE BOARD OF PUBLIC WORKS AND SAFETY OF THE CITY OF RICHMOND, INDIANA, NOVEMBER 20, 2003 The Board of Public Works and Safety of the City of Richmond, Indiana, met at 5 p.m. Thursday, November 20, 2003 in the Community Room in the Municipal Building. Chairperson Bob Goodwin presided, with Robin Henry, Bruce Metzger, Assistant City Attorney Joel Harvey and City Attorney Bob Bever in attendance. The following business was conducted: I_ 1>>: t61 T/ _ 1 S61 a L Y i I I► III I Metzger moved to approve the minutes for the November 13, 2003 meeting, second by Henry and the motion was carried on a voice vote. CLAIMS FOR PAYMENT Henry presented claims from the Finance Department for $212,509.41 and made a motion to approve, second by Metzger and the motion was carried on a voice vote. REQUESTS A. Goodwin requested approval of two access permits, 2501 Lancashire and 1733 South 13th Street. Metzger moved to approve, subject to requirements by City Engineering, second by Henry and the motion was carried on a voice vote. B. Goodwin requested approval of the annual Holiday Parade, sponsored by Main Street Richmond - Wayne County on Saturday, December 6, 2003 beginning at 11:00 a.m. Henry moved to approve, second by Metzger and the motion was carried on a voice vote. C. Goodwin requested approval of the Holiday Schedule for 2004 for City Employees. Henry moved to approve, second by Metzger and the motion was carried on a voice vote. D. Police Chief Greg Pipes requested approval for promotion of Michael N. Wright from Probationary Police Officer to 1 st Class Patrol Officer, effective November 1, 2003. Metzger moved to approve, second by Henry and the motion was carried on a voice vote. CONTRACTS A. Bever requested approval of the Police Department Contract for 2004 the union voted 54 -12 to ratify the contract for one year. Henry moved to approve, second by Metzger and the motion was carried on a voice vote. B. Goodwin recognized Dr. James Burkhardt who requested the dissolution of the contract with Hope House and the City of Richmond, effective November 29, 2003. The staff of Hope House will no longer be employees of the City of Richmond, but rather will be incorporated into a 501(c) 3 known as Healthwatch. They are also asking that the grant made by the City of Richmond to Hope House in the amount of $35,000 be used towards the payment of their health benefits and be amended to be in the amount of $25,000 in the form of a cash grant. Henry moved to approve, second by Metzger and the motion was carried on a voice vote. C. Goodwin requested approval of a contract with Lowman Metal Shop for maintenance on Heating and Air Conditioning Systems for Fire Stations 2 -6. Metzger moved to approve, second by Henry and the motion was carried on a voice vote. Board of Works Minutes Cont'd. November 20, 2003 Page 2 ACCEPTANCE A. Goodwin requested the acceptance of City Streets and Sanitary pick -up for Fox Run Roadways. Henry moved to approve, second by Goodwin and the motion was carried on a voice vote. Metzger abstained because his firm is involved in the Fox Run project. CHANGE ORDER A. Goodwin requested approval of Change Order #2 on the Main Street Bridge for an increase of $2,466.54 which is 20% of the increase cost. Henry moved to approve, second by Metzger and the motion was carried on a voice vote. REQUEST A. Rev. Dixie Miller, Co- Pastor of the First Christian Church, requested permission to place two Christmas Banners on the street light poles on South "A" Street by the church. Metzger moved to approve, second by Henry and the motion was carried on a voice vote. ADJOURNMENT There being no further business, on a motion duly made, seconded and passed, and carried on a voice vote, the meeting was adjourned.
