HomeMy Public PortalAbout12-04-2003THE BOARD OF PUBLIC WORKS AND SAFETY OF THE CITY OF RICHMOND, INDIANA, DECEMBER 4, 2003 The Board of Public Works and Safety of the City of Richmond, Indiana, met at 5 p.m. Thursday, December 4, 2003 in the Community Room in the Municipal Building. Chairperson Bob Goodwin presided, with Robin Henry, Bruce Metzger, Assistant City Attorney Joel Harvey and City Attorney Bob Bever in attendance. The following business was conducted: I_ 1>>: t61 T/ _ 1 S61 a LT, I I► III I Henry moved to approve the minutes for the November 20, 2003 meeting, second by Metzger and the motion was carried on a voice vote. CLAIMS FOR PAYMENT Henry presented claims from the Finance Department for $214,554.09 and made a motion to approve, second by Metzger and the motion was carried on a voice vote. REQUESTS A. Fire Chief Mike Allen requested approval of Lt. David Stout being placed on administrative leave without pay until action is taken on his criminal charges. The board did not make a decision, but Henry made a motion to set the hearing date at the conclusion of the Board of Works meeting December 11, 2003, second by Metzger and the motion was carried on a voice vote. B. Tony Foster of the Community Development Office requested approval for the Beautification Mini - Grant for the planting of bushes and flowers on South 37th Street. Metzger moved to approve, second by Henry and the motion was carried on a voice vote C. Goodwin requested approval of an access permit at 1120 Canterbury Trail. Henry moved to approve, subject to conditions by City Engineering, second by Metzger and the motion was carried on a voice vote. BID OPENINGS A. One bid was received for planters and decorative lighting for the Leland Hotel and that was from Bowlin Construction in the amount of $42,353 and an alternate of $1,060.00. This bid will be reviewed and awarded at a later date. B. One bid was received for 2004 gasoline fuel and that was from Harvest Lane with a number of various amounts. This bid will be reviewed and awarded at a later date. C. Bids were opened for Pest Control for all City Buildings and they are: Earlywine Pest Control $2,255, for one year $4,510 for two years and $6,765 for three years; All Pest, $5,470 one year and $10,940 for two years. These bids will be reviewed and awarded at a later date. AGREEMENTS A. Chief Allen requested approval of the early warning weather system. Earlham College and Richmond State Hospital already have warning systems, but this would allow the City of Richmond to interface with them. Additional equipment needs to be purchased and The City of Richmond will pay 50% of the cost and Earlham College and Richmond State Hospital will pay 50 %. Metzger moved to approve, second by Henry and the motion was carried on a voice vote. Board of Works Minutes Cont'd. November 20, 2003 Page 2 B. Bever requested acceptance of a proposal from Clayton Group Services. This is for the clean -up of contaminated soil at the request of IDEM. This would be at a cost of $324,750 with funding coming from the Redevelopment Commission. This will be under advisement until December 17, 2003. Henry moved to accept the proposal, second by Metzger and the motion was carried on a voice vote. (The complete report is on file at the City Clerk's Office) STUDENTS INTRODUCED Students from Centerville High School were introduced ADJOURNMENT There being no further business, on a motion duly made, seconded and passed, and carried on a voice vote, the meeting was adjourned.
