HomeMy Public PortalAbout1999-02557 Member Carolyn Smith introduced the following resolution and moved its adoption: CITY OF MEDINA RESOLUTION NO.99-25 RESOLUTION GRANTING A CONDITIONAL USE PERMIT TO SUBURBAN HENNEPIN REGIONAL PARK DISTRICT FOR AN ADDITION TO ITS MAINTENANCE FACILITY WHEREAS, Suburban Hennepin Regional Park District (the "Applicant") has requested permission to construct a new building for its main maintenance and storage facility at Baker Regional Park; and WHEREAS, the proposed expansion of the maintenance facility for the park requires a conditional use permit under the city's zoning ordinance; and WHEREAS, this matter was reviewed by the planning commission at its meeting on March 9, 1999, and by the city council on April 6, 1999; and WHEREAS, it has been determined that the proposed expansion of the park's maintenance facility will not impede the normal and orderly development of adjacent properties for purposes for which they are zoned. NOW, THEREFORE, BE IT RESOLVED by the city council of the city of Medina, Minnesota, that a conditional use permit be granted to the Applicant for the stated purpose, subject to the following terms and conditions: 1. The total square footage of the main maintenance and storage facility shall not exceed 12,000 square feet; 2. The Pioneer -Sarah Creek Watershed District must review and approve the site drainage plan; 3. The site, drainage, parking area and storage yard construction plans must be approved by the Medina city engineer; 4. The new building must meet all building and fire code requirements of the city; RHB-161466 99-25 ME230-293 04-20-99 58 5. The sprinkler plans must be reviewed and approved by the Maple Plain fire chief; 6. All exterior lighting on the proposed building and on existing maintenance buildings parking and storage areas must be downcast only (shoebox style) with all sides enclosed except the bottom and with the globe and light source not visible; 7. Exterior trash enclosures must be constructed of material similar to the proposed building; 8. All rooftop mechanical equipment must be screened; 9. The use of city sanitary sewer for the proposed building and the entire park facility must be discussed and review by the city staff and park personnel before a building permit is issued. The Applicant must pay for two additional SAC units and for two connection charges to the city of Medina for the new facility before a building permit is issued; 10. Additional reforestation must be provided using native plantings near the NURP pond. The additional reforestation, to include 3000 to 4000 plantings, must be done to break up the visual impact of the maintenance facility from the park and trail system from the east and south sides; 11. The county road department must review and approve the existing driveway in light of the increased use of the maintenance facility; 12. The maintenance plan for the flammable waste trap must be reviewed and approved by the city staff; 13. Violation of any terms or conditions of this permit shall be deemed to be a violation of the city zoning ordinance and may result in termination or revocation of this permit; and 14. The Applicant must pay to the city an administrative fee in an amount determined by city staff to represent the cost to the city of reviewing this permit. NOW, THEREFORE, BE IT FURTHER RESOLVED by the city council of the city of Medina, Minnesota that this conditional use permit replaces all conditional use permits previously issued to the Applicant regarding its main maintenance and storage facility and that Resolution No. 82-29 is hereby declared to be null and void.
