LYNWOOD SETTING FORTH THE SALARIES BY CLASSIFI- • '
' CATION OF ITS OFFICERS AND EMPLOYEES, AND OTHER
BENEFITS.
' HE IT RESOLVED by the City Council of the City of Lynwood
as follows:
Section l . That Resolution No 62-43 of the City of Lynwood
adopted the 3'r� day of July, 1962, prescribes the time and method of
paying salaries and wages of the officers and employees o£ said city,
as required by Section 37206 of the Government Code of the State of p
California.
Section 2 . That the bi-weekly salaries and wages for officers
and employees for the various classifications falling in the basic £ive-
step schedule, included herein, effective at the beginning of the first
regular pay period following the adoption of this resolution, follows:

' For those employees under t�e basic five-step �alary pian, the
beginning salary shali be at Step "A", or the lowest salary shown £or . •
' the position. Hcwever, where circumstances so warrant, appointment may
be made at other than the £irst step, or after appointment, an inter-
' mediate step may be skipped when recommended by the City Manager.
' Increases throughout the remainder of the steps s'r.all be given upon
recommendation of the department head and approval of the City Manager
, until the highest or top stepis reached. Step raises shall generally be
at six month intervals from the effective date of employment, commencing
' on the next succeeding,pay period date £rom the actual anniversary date.
, The city does not pay for overtime work except, 1) off-duty
court time by poliee o££icers below the rank of lieutenant, 2) emergency
' overtime pay on a shift-pay basis in the Pclice and Fire Departments
when the line operating force is reducec: by layo£f, resignation, or
' retirement, and 3) during times of extreme local emergency as determined
' by the City Manager, overtime pay on a straight time basis may be provided
to all city personnel ordered or required to work additional hours or
' shifts £or the publie safety and welfare. I
Off-duty court time shall be compensated for at the regular
, rate of a u to a maximum of sixt � �

period. For pay purposes, periods shall regularly commence on June
� lst and end November 30th, beginriing anew on December lst and ending ,
' May 31st. The Police Chie£ shall furnish the City Manager monthly �

reports showing the dietribution of such overtime,

' When any other overtime is necessary because of unfinished
work, such overtime shall be compensated for in like amount by time of£
1 only, i£ it extends at least one-half hour beyond the scheduled tour cf �
' duty. Requests for compensatory overtime shall be made by the employees I
and approved in writing by his immediate supervisor. The Division i

Commander, Unit Commander, Shift Capfain, Puhlic Works Superintendent or
'' 0£fice Supervisor shall review sucn requests and authorize the allowance'
' of such compensatory time to be entered to the employee's credit.
An employee shall not accumulate more than eighty hours
' (10 days) of compensatory over•time except by permission of the concerned
Division Commander, Unit Commander, Shi£t Captain, Public Works Super-
' intendent or Office Supervisor. Compensatory overfime in excess of
t eighty hours (10 days), but not over 480 hours (60 days), may be
accumulated in unusual cases.
' In exceptional cases, an accumulation of overtirne in excess of
480 hours (60 days) may be granted with permission of the Appointing
' Authority.
' Where an accumulation in excess of eighty hours (10 days) of
compensatory overtime results £rom the inability of the department head �

t to grant compensatory time off to�prevent such situation, such shall be I
deemed an'unusual case' or ar 'exceptional case', as the case may be, I
, Subject to the other provisions of this resolution, an i
i
employee shall be entitled to compensatory time off £or all overtime
' worked. The department head shall schedule compensatory time of£ to '
' meet this requirement, and upon accrual of eight hours, or, as in the �
case of the £ire employees, one 24-hour ahift of overtime, the depart- �
, ment head shall schedule eight hours or one shift of compensatory time i
off in the next succeeding month, if at all possible. Nothing herein �
t is intended to prevent the repayment of more or less than eight hous^s �
' or one shi£t of overtime at any time at the discretion of the department �
head.
' ' Prior to disability retirement, service retirement or death I
of the employee, compensatory time o£f, or, in the case of death, I
' straight time pay, £or all accumulated overtime accrued subsequent to
March 15, 1966, shall be granted. This provision doe;� not apply to �
' voluntary termination or termination for cause. �

' Section 5. Premium Pay. To encourage employees in undertaking
outside study to the end that they may perform their duties in a more I
' efficient manner, a system of premium pay, over and above established �
pay schedules, is hereby established.

Premium pay is allowable'for completed courses of approved
'�sub,jects at accredited schools, and is fixed at $1.00 per montn for each'
' semester hour of work satis£actorily completed by the employee. Maximum
pay is fixed at $40.00 per month.
' A semester hour is defined as one hour of classroom work per
week for one semester of 18 weeks, plus necessary outside study. Al1
' courses of study must have prior approval by the department head and
' City Manager in order to receive premium credit.
Accredited schools are herein de£ined as colleges, ,junior
' colleges or universities, or such other institutions as may be approved�.
by the City Manager.
' Suitable w'ritten certification from the school showing satis-
' £actory completion of each course shall be submitted to the Personnel
i
Officer £or personnel records. Premium pay will commence the £irst pay �
' I
period after the first of the month following the submission of the
written certification. �
, The city will contribute 50°fo of the cost of tuition where the I
i
' cost of' such tuition exceeds the sum of $10.00 per semester course while �
the employee is accruing the $40.00 per month maximum premium pay.
' The provisions of this section do not apply to hourly employees
or employees undertaking an approved course between the hours of 8 a,m.
t and 5 p.m., Mondays through Fridays.
Section 6. Blue Cross Payment: The city will contribute the �
' employee's Blue Cross coverage in the following amounts. '

I£ desired, the employee may obtain coverage for members of his family. I
Such premium shall be borne by the employee and payment will be made by
1 payroll deduction.

' Section 7. Car Allowance Compensation for use of employee-

' Section 8. Nothirig herein contained shall be construed in any
way as af£ecting Personnel Ordinance No. 671 of the City of Lynwood, or

' Section 9. This resolution shall be effective at the
beginning of the £irst regular pay period following the adoption of this I
t resolution and Resolution No. 65-48 is Yiereby repealed.
