HomeMy Public PortalAbout15-9066 INTERLOCAL AGREEMENT W/MDC TO PROVIDE A SUPPORT TEAM FOR THE HUMAN RESOURCE DEPARTMENT Sponsored by: Commissioner Pinder RESOLUTION NO. 15-9066 A RESOLUTION OF THE CITY COMMISISON OF THE CITY OF OPA-LOCKA, FLORIDA, AUTHORIZING AND DIRECTING THE CITY MANAGER TO ENTER INTO AN INTERLOCAL AGREEMENT WITH MIAMI-DADE COUNTY TO PROVIDE A SUPPORT TEAM FOR THE HUMAN RESOURCE DEPARTMENT'S HIRING PROCESS, PHYSICALS, TESTINGS, ETC.; SEEK ASSISTANCE FOR THE OVERALL OPERATION OF CODE ENFORCEMENT; SEEK TECHNICAL ASSISTANCE FROM THE OFFICE OF BUDGET MANAGEMENT TO ESTABLISH PROCEDURES IN PREPARING, PROJECTING AND MONITORING/OVERSIGHT OF BUDGET AND SEEK ASSISTANCE FOR FINANCE DEPARTMENT OVERALL/OPERATION; AND SEEK ASSISTANCE FROM MIAMI-DADE POLICE DEPARTMENT IN RELATION TO THE RATIO OF COMMAND STAFF (SUPERVISORS) TO POLICE OFFICERS; PROVIDING FOR INCORPORATION OF RECITALS; PROVIDING FOR AN EFFECTIVE DATE. WHEREAS, The City of Opa-locka, Florida, faces challenges in several operational and financial areas; and WHEREAS, The City has a need for a Support Team to assist the Human Resources Department, Code Enforcement Department, Budget and Finance Departments, and Police Department; and WHEREAS, Miami-Dade County has provided the requested support in the past. NOW THEREFORE, BE IT RESOLVED THAT THE CITY COMMISSION OF THE CITY OF OPA-LOCKA, FLORIDA: Section 1. The recitals to the preamble herein are incorporated by reference. Section 2. The City Manager is hereby directed and authorized to enter into an interlocal agreement with Miami-Dade County to provide a support team for the Human Resource Department's hiring process, physicals, testing, etc.; seek Resolution No. 15-9066 assistance for the overall operation of code enforcement; seek technical assistance from the Office of Budget and Management to establish procedures in preparing, projecting, monitoring and oversight of the budget for the Budget Department; seek assistance for the Finance Department's overall operation; and seek assistance for the Police Department in relation to the ration of command staff to police officers. Section 3. This Resolution shall take effect immediately upon adoption.
