PROCEDURE TO ADDRESS CITY COUNCIL: If you wish to address the City Council,

A. APPROVAL OF MINUTES
The City Council is requested to review and approve:
1) Minutes of the City Council Special Meeting of December 15, 2015;
2) Minutes of the Regular City Council Meeting of December 15, 2015; and
3) Minutes of the Special City Council Meeting of December 16, 2015.
Recommendation: Approve.
B. COMPREHENSIVE ANNUAL FINANCIAL REPORT (CAFR) FOR THE YEAR
ENDED JUNE 30, 2015
A CAFR is a set of United States government financial statements comprising
the financial report of a state, municipal or other governmental entity that
complies with the accounting requirements created and circulated by the
Governmental Accounting Standards Board (GASB). The CAFR accounting
structure provides for standardization financial reporting.
Recommendation: Receive and file the Comprehensive Annual
Financial Report (CAFR) for the year ended
June 30, 2015.
C. PETTY CASH REPORT
The City Council is requested to review, receive and file the Petty Cash
Report.
Recommendation: Receive and file report.
D. ADOPTION OF RESOLUTION NO. 16-5140 APPROVING PAYMENT OF
BILLS
The City Council is requested to adopt Resolution No. 16-5140 authorizing
the paym ent of bills.
Recommendation: Adopt Resolution No. 16-5140.

A. COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG) FUNDS FOR
FISCAL YEAR (FY) 2016-17
CDBG funds can only be used to accomplish certain pre-designated national
objectives set forth by this federal program. The City Council is requested to
consider staff’s proposed CDBG-funded programs and allocation of funds to
these programs.
Presentation: Community Development Director
Recommendation:
1) Hold a public hearing regarding the proposed allocation of CDBG funds
for FY 2016-17;
2) Authorize the City Manager to amend CDBG-funded program allocations
up to 50 percent of the approved allocation; and
3) Consider adopting the staff recommended CDBG-funded programs and
allocations for FY 2016-17.
B. INTRODUCTION AND FIRST READING OF ORDINANCE NO. 16-1008
AMENDING SECTION 9-1T-7 OF THE TEMPLE CITY MUNICIPAL CODE
PERTAINING TO MEDICAL MARIJUANA FACILITIES AND ACTIVITIES
The proposed Zoning Code amendment would continue City’s policy in
express terms to avoid a piecemeal regulatory approach and ensure that all
medical marijuana facilities and activities are expressly prohibited.
Presentation: Community Development Director
1) Introduce Ordinance No. 16-1008 for first reading by title only, amending
Section 9-1T-7 of the Temple City Municipal Code pertaining to medical
marijuana facilities and activities;
2) Waive further reading of Ordinance No. 16-1008; and
3) Schedule the second reading of the Ordinance No. 16-1008 for January
19, 2016.
C. ADOPTION OF URGENCY ORDINANCE NO. 16-1011U AND
INTRODUCTION AND FIRST READING OF ORDINANCE NO. 16-1012
REGULATING WIRELESS COMMUNICATION FACILITIES AND
TELECOMMUNICATION FACILITIES IN THE PUBLIC RIGHT OF WAY
The proposed ordinance is divided into two main pieces: telecommunications

facilities in the public right of way and wireless communication facilities not in
the public right of way.

Recommendation:
1) Introduce, read by title, waive further reading, and adopt Urgency
Ordinance No. 16-1011U adopting section 6-4A and 9-1T-8 and
amending section 9-1F-10 of the Temple City Municipal Code relative to
Wireless Communication Facilities;
2) Introduce for first reading by title only and waive further reading
Ordinance No. 16-1012 adopting section 6-4A and 9-1T-8 and amending
section 9-1F-10 of the Temple City Municipal Code relative to Wireless
Communication Facilities;
3) Adopt the Negative Declaration as the environmental clearance for the
proposed Ordinances; and
4) Schedule the second reading of Ordinance No. 16-1012 for January 19,
2016.
