Vathenahealth Limitations to I-Cubed Funding
• I-Cubed funding is difficult to obtain and subject to many limitations. There are statutory
limits to the amount of available I-Cubed funding in general and as applied to a
particular project within a specific community. athenahealth's economic development
project is the type of investment the I-Cubed program was designed to support with $25
million in funding. Y A

• The process of obtube is cmp4titive, available only at the discretion
of the Executive Office foKAdmi�(+i
and Finance (A&F) and subject to budgetary
approval by the Legislature. athenahealth planned expansion meets these stringent
requirements.
• I-Cubed funding is explicitly tied to A }f' n sic n.fig the jobs that will generate the tax
revenue that funds the I-Cubed program. The program requires that: (l ) the
improvements must occur within or adjacent to the economic development project, and
(2) Athena's own real estate may be encumbered with additional property tax
assessments by the municipality that are available in the event of a tax revenue shortfall.

Each of the I-Cubed projects described in our presentation directly contributes to
the achievement of Watertown's "Vision for 2025" approved by the Town Council in
the 2015 Comprehensive Plan. The Watertown community envisions a future that:

Only through a partnership between these three entities can the full value of (-
Cubed funding be used to fund Town goals that would otherwise remain
unfunded or for future years. The Comprehensive Plan 's Implementation Plan will
