PROCEDURE TO ADDRESS CITY COUNCIL: If you wish to address the City Council,

A. APPROVAL OF MINUTES
The City Council is requested to review and approve:
1) Minutes of the City Council Special Meeting of January 5, 2016; and
2) Minutes of the Regular City Council Meeting of January 5, 2016.
Recommendation: Approve.
B. PLANNING COMMISSION ACTIONS – MEETING OF DECEMBER 22, 2015
The City Council is requested to review the Planning Commission actions of
their regular meeting of December 22, 2016.
Recommendation: Receive and file.
C. TRANSPORTATION AND PUBLIC SAFETY COMMISSION ACTIONS –
MEETING OF DECEMBER 9, 2015
The City Council is requested to review the Transportation and Public Safety
Commission actions of their regular meeting of December 9, 2015.
Recommendation: Receive and file.
D. SECOND READING AND ADOPTION OF ORDINANCE NO. 16-1008
AMENDING SECTION 9-1T-7 OF THE TEMPLE CITY MUNICIPAL CODE
PERTAINING TO MEDICAL MARIJUANA FACILITIES AND ACTIVITIES
Adoption of the proposed ordinance would continue City’s policy in express
terms to avoid a piecemeal regulatory approach and ensure that all medical
marijuana facilities and activities are expressly prohibited.
Recommendation: Waive further reading and adopt Ordinance No.
16-1008 amending Section 9-1T-7 of the
Temple City Municipal Code pertaining to
medical marijuana facilities and activities.

E. SECOND READING AND ADOPTION OF ORDINANCE NO. 16-1012
REGULATING WIRELESS COMMUNICATION FACILITIES AND
TELECOMMUNICATION FACILITIES
Adoption of the proposed ordinance will address telecommunications facilities
in the public right of way and wireless communication facilities not in the public
right of way.
Recommendation: Waive further reading and adopt Ordinance No.
16-1012 adopting section 6-4Aand 9-1-T-8 and
amending section 9-1F-10 of the Temple City
Municipal Code relative to Wireless
Communication Facilities.
F. REQUEST FROM THE TEMPLE CITY CAMELLIA FESTIVAL FOR
SUPPORT AND AUTHORIZATION FOR USE OF STREETS AND
FACILITIES FOR THE 2016 CAMELLIA FESTIVAL
The City Council is requested to review and approve the requests from the
Camellia Festival as identified in their Request for City Support Letter.
Recommendation:
1) Authorize use of street and facilities including temporary parking bans
and street closures for the festival and parade as identified in the
Request for City Support letter from the Temple City Camellia Festival;
2) Approve consumption of alcohol in Temple City Park, pursuant to Section
4-4-0 of the Temple City Municipal Code;
3) Approve food trucks adjacent to Temple City Park, pursuant to Section 3-
5D-10 of the TCMC;
4) Authorize sponsor banners in Temple City Park pursuant to Section 3-
5D-10 of the TCMC;
5) Authorize City staff to hang a street banner on Las Tunas Drive in front of
Temple City Park; and
6) Authorize certain local community organizations, to sell food, patches,
etc. along the parade route.

G. SINGLE AUDIT REPORT
City Council is requested to receive and file the Single Audit Report so that
staff can transmit the Single Audit Report to the Federal reporting agencies by
March 31, 2016.
Recommendation: Receive and file the Single Audit Report for the
year ended June 30, 2015.
H. FISCAL YEAR 2015-16 CITY BUDGET – SECOND QUARTER BUDGET
AMENDMENTS
Staff is recommending revenue and appropriation adjustments be made to
ensure actual spending levels in individual line items are within budgeted
appropriations as of December 31, 2015.
Recommendation: Authorize staff to revise various budgeted
appropriations for the FY 2015-16 City Budget
as indicated to ensure actual spending levels
are within budgeted appropriations during the
current fiscal year.
I. VISA CARD REPORT
The City Council is requested to review, receive and file the Visa Card Report.
Recommendation: Receive and file report.
J. ADOPTION OF RESOLUTION NO. 16-5141 APPROVING PAYMENT OF
BILLS
The City Council is requested to adopt Resolution No. 16-5141 authorizing
the paym ent of bills.
Recommendation: Adopt Resolution No. 16-5141.
8. PUBLIC HEARING
A. APPEAL OF THE PLANNING COMMISSION’S DECISION APPROVING A
TENTATIVE TRACT MAP AND A MAJOR SITE PLAN REVIEW FOR A
PROPOSED SIX UNIT RESIDENTIAL CONDOMINIUM AT 5556 WELLAND
AVENUE
City Council is requested to uphold the Planning Commission’s decision and
approve the proposed development.

Recommendation:
1) Open public hearing;
2) Accept public testimony from the applicant, appellant, and members of
the public; and
3) Adopt Resolution No. 16-5141 finding that the project is exempt from the
California Environmental Quality Act and approving File No. 15-210
subject to the conditions of approval.
B. ADOPTION OF URGENCY ORDINANCE NO. 16-1009U AND
INTRODUCTION AND FIRST READING OF ORDINANCE NO. 16-1010
AMENDING TITLES 4, 5, AND 9 OF THE TEMPLE CITY MUNICIPAL CODE
PERTAINING TO MASSAGE THERAPY, MASSAGE ESTABLISHMENTS,
MEDICAL OFFICES , AND RELATED USES
The proposed ordinance and urgency ordinance regulate massage
establishments and message practitioners through location and use
restrictions in the Zoning Code, business permit requirements, and operating
standards.
Presentation: Community Development Director
1) Introduce, read by title, waive further reading, and adopt Urgency
Ordinance No. 16-1009U amending Title 4,5, and 9 of the Temple City
Municipal Code pertaining to massage therapy, massage
establishments, medical offices, and related uses;
2) Introduce for first reading by title only and waive further reading of
Ordinance No. 16-1010, amending Titles 4, 5, and 9 of the TCMC
pertaining to massage therapy, massage establishments, medical
offices, and related uses; and
3) Schedule the second reading of the Ordinance No. 16-1010 for February
2, 2016.
