The Public Hearing was called to order at 7.05 P.M. ROLL CAll, None. Present were Council Members Carpenter, Cross and Mayor Eagan. Council Members Aguera and Botto were excused. Also present were Town Manager Stephen L. Wright, Public Works Director Jon Lander and Executive Secretary Brenda LeBlanc. pi ,k':DGE OF P,! 1 ~rGIANCE. None PUBLIC COMMENT. None at this time. PRESENTATIONS. 5.1 Road Assessment Review. Mayor Eagan addressed the public by stating that this meeting will be a brief version of past meetings. Even though the 1982 Act Road Assessment has been currently abandoned, the Council still wanted to get further community input. Public Works Director Jon Lander gave a brief overview of how the Town took inventory and rated the condition of the 143 miles of marls in Truckee. Mr. Lander also reviewed an area map showing the current road conditions in Truckee. Town Manager Steve Wright gave a review of the methodology and formula used to det,xmine the funding level for the road assessment. The Council and Town Staff reviewed input that they have been receiving from the community and the various altematives that the Town staff has been looking at. Some of the community feedback has been: - Council is moving to fast - be innovative - Abandon assessment - Tourist need to pay - Be equitable - Sales, gas and TOT tax -Grants - Bonding - Community would like to be involved - Community would like to be kept more informed I~mutes ~ Town Council July 25, 1994 Page 2 - Maybe we need to lower our standards of how well maintained the streets should be - Surcharges - Parking Meters - Franchise Fees - Improved property vs. unimproved property Council and Town staff addressed some of these concerns as to the process for making some of these suggestiom happen. The Council also addressed the idea of developing a community ad hoc committee. Public Comments: An informal public comment session was then held with the following comments received: A user tax seems to be the most economical way to raise funds. Gas tax - what is the amount of funds that the Town of Truckee receives and how are they distributed? What funds do we receive from car registrations? Why did the Town hire Vail Engineering to do the report, why didn't the Town use local engineers or CalTrans engineers? How much does the Town currently have in the mad maintenance budget? Would like Council to explore bonding and educate the community in this How much would it ultimately cost for a $32M bond? What happened to the mitigation fees that were paid to the County? Community feels it is not gett'mg a straight answer from the Town. Government agencies need to downsize. Combine/merge all special districts to save money. How does a person become involved with the Council in looking at alternatives? Should a person pay for an assessment if they maintain their own roads.? There needs to be equity in the distribution of assessments. Maybe the Town should just maintain the roads with what we currently have in our budget. How will the Town deal with gas companies that will be coming in and digging up the newly paved roads - is there any coordination? Will the community have an opportunity to vote on this issue in the future? The Council responded to questions raised, took note of all suggestions and indicated that they would all be considered in the future.
