THE CITY OF RICHMOND, INDIANA, JANUARY 22, 2004
The Board of Public Works and Safety of the City of Richmond, Indiana, met at 5 p.m. Thursday,
January 22, 2004 in the Community Room in the Municipal Building. Chairperson Bob Goodwin presided,
with Mary Jo Flood, Dian Lawson, Assistant City Attorney Joel Harvey in attendance. The following
business was conducted:

Goodwin made a request to approve the minutes for January 15, 2004. Lawson made a the motion to
approve, second by Flood and the motion was carried on a voice vote
CLAIMS FOR PAYMENT
Goodwin presented claims from the Finance Department for $187,048.77 and made a motion to approve,
second by Flood and the motion was carried on a voice vote.
REQUESTS
A. Goodwin read a request from Rev. Ron Chappell for the use of the Freedom Fountain area for
the dates of March 6tH 13tH 20tH and 27th, for "March for America" events. Flood made a motion for
approval, second by Lawson and the motion was carried on a voice vote.
B. Goodwin read a letter from Angela Chamberlain for permission to set up two check points at the
parking lot at 10th and East Main St and the corner of the 5th and A street Firehouse lot for the
"Richmond Area March of Dimes Walk America." Lawson made a motion to approve, second by
Flood and the motion was carried on a voice vote.
C. Fire Chief Mike Crawley made a request for the promotion of Shawn Phenis to Driver /Operator for
Station 4 "A" shift effective January 21, 2004. Flood made a motion to approve, second by
Lawson and the motion was carried on a voice vote.
D. City Engineer Chuck Greene made a request to Change Order No. 3 (Revised) — Main Street
Bridge — Project B- 26702. Lawson a made motion to approve, second by Flood and the motion
was carried on a voice vote.
E. Engineer Greene made a request to Change Order No. 4 — Main Street Bridge — Project B- 26702.
Flood made a motion to approve, second by Lawson and the motion was carried on a voice vote.
ADJOURNMENT
There being no further business, on a motion duly made, seconded and passed, and carried on a voice
vote, the meeting was adjourned.
