Mayor Chavez called the Regular City Council meeting to order at 7:30 p.m.

3. INVOCATION
Pastor Frank Wang from Bethlehem Lutheran Church provided the Invocation.
4. PLEDGE OF ALLEGIANCE
Boy Scout Troop #161 provided a flag ceremony and led those present in the
Pledge of Allegiance.
5. CEREMONIAL/PRESENTATIONS
A. WELCOME AND INTRODUCTION OF CHIEF STEPHEN B. JOHNSON, LOS
ANGELES COUNTY SHERIFF
Captain Coronne introduced Chief Johnson. Chief Johnson gave a brief self-
introduction and summary of his responsibilities.
B. CHAMBER OF COMMERCE QUARTERLY UPDATE
Peter Choi, Temple City Chamber of Commerce President/CEO, gave a
quarterly update of Chamber activities.

6. PUBLIC COMMENTS ON ITEMS NOT LISTED ON THE AGENDA
Steve Stafford, Temple City resident, spoke regarding a development project on
5424 Temple City Boulevard.
George Juenemann and Luis Osollo, a member of the public, spoke against
reducing traffic lanes on Las Tunas Drive.

The City Council is requested to review and approve:

B. PLANNING COMMISSION ACTIONS-MEETING OF DECEMBER 22, 2015
The City Council is requested to review the Planning Commission actions of
their regular meeting of December 22, 2016.

C. TRANSPORTATION AND PUBLIC SAFETY COMMISSION ACTIONS -
MEETING OF DECEMBER 9, 2015
The City Council is requested to review the Transportation and Public Safety
Commission actions of their regular meeting of December 9, 2015.

D. SECOND READING AND ADOPTION OF ORDINANCE NO. 16-1008
AMENDING SECTION 9-1T-7 OF THE TEMPLE CITY MUNICIPAL CODE
PERTAINING TO MEDICAL MARIJUANA FACILITIES AND ACTIVITIES
Adoption of the proposed ordinance would continue City's policy in express
terms to avoid a piecemeal regulatory approach and ensure that all medical
marijuana facilities and activities are expressly prohibited.
Action: Waived further reading and adopted Ordinance
No. 16-1008 amending Section 9-1T-7 of the
Temple City Municipal Code pertaining to
medical marijuana facilities and activities.
E. SECOND READING AND ADOPTION OF ORDINANCE NO. 16-1012
REGULATING WIRELESS COMMUNICATION FACILITIES AND
TELECOMMUNICATION FACILITIES
Adoption of the proposed ordinance will address telecommunications facilities
in the public right of way and wireless communication facilities not in the public
right of way.
Action: Waived further reading and adopted Ordinance
No. 16-1012 adopting section 6-4A and 9-1-T-8
and amending section 9-1F-10 of the Temple
City Municipal Code relative to Wireless
Communication Facilities.
F. REQUEST FROM THE TEMPLE CITY CAMELLIA FESTIVAL FOR
SUPPORT AND AUTHORIZATION FOR USE OF STREETS AND
FACILITIES FOR THE 2016 CAMELLIA FESTIVAL
The City Council is requested to review and approve the requests from the
Camellia Festival as identified in their Request for City Support Letter.
Action:
1) Authorized use of street and facilities including temporary parking bans
and street closures for the festival and parade as identified in the
Request for City Support letter from the Temple City Camellia Festival;
2) Approved consumption of alcohol in Temple City Park, pursuant to
Section 4-4-0 of the Temple City Municipal Code;
3) Approved food trucks adjacent to Temple City Park, pursuant to Section
3-5D-1 0 of the TCMC;

4) Authorized sponsor banners in Temple City Park pursuant to Section 3-
5D-1 0 of the TCMC;
5) Authorized City staff to hang a street banner on Las Tunas Drive in front
of Temple City Park; and
6) Authorized certain local community organizations, to sell food, patches,
etc. along the parade route.
G. SINGLE AUDIT REPORT
City Council is requested to receive and file the Single Audit Report so that
staff can transmit the Single Audit Report to the Federal reporting agencies by
March 31, 2016.
Action: Received and filed the Single Audit Report for
the year ended June 30, 2015.
H. FISCAL YEAR 2015-16 CITY BUDGET -SECOND QUARTER BUDGET
AMENDMENTS
Staff is recommending revenue and appropriation adjustments be made to
ensure actual spending levels in individual line items are within budgeted
appropriations as of December 31, 2015.
Action:
I. VISA CARD REPORT
Authorized staff to revise various budgeted
appropriations for the FY 2015-16 City Budget
as indicated to ensure actual spending levels
are within budgeted appropriations during the
current fiscal year.
The City Council is requested to review, receive and file the Visa Card Report.
Action: Received and filed report.
J. ADOPTION OF RESOLUTION NO. 16-5141 APPROVING PAYMENT OF
BILLS
The City Council is requested to adopt Resolution No. 16-5141 authorizing
the payment of bills.

8. PUBLIC HEARING
A. APPEAL OF THE PLANNING COMMISSION'S DECISION APPROVING A
TENTATIVE TRACT MAP AND A MAJOR SITE PLAN REVIEW FOR A
PROPOSED SIX UNIT RESIDENTIAL CONDOMINIUM AT 5556 WELLAND
AVENUE
City Council is requested to uphold the Planning Commission's decision and
approve the proposed development.
Planning Manager Reimers gave a brief summary of the staff report.
Mayor Chavez opened public hearing.
Howard Fang, appellant/Temple City resident, commented regarding the
proposed project and expressed that the project should be reduced to 3 units.
Steve Stafford, Temple City resident, commented on the project and
expressed concerns that the roadway may be too narrow for emergency
vehicles.
Austin Wang, Temple City resident, expressed concerns about flooding for his
neighborhood and over building in his community.
Jack Lee, Civil Engineer for the project, addressed briefly regarding flooding
and seismic condition of the project Jot.
Cecelia C, Temple City resident, expressed concerns regarding dust that
would be caused by the construction of the project.
Howard Fong, appellant/Temple City resident, expressed concern regarding
development density in his neighborhood and emergency responder not able
to reach the housing units due to narrow roadway.
Hearing no further request to speak, Mayor Chavez closed public hearing.
City Council made comments regarding the proposed development project.
Councilmember Man made a motion to adopt Resolution No. 16-5141 finding
that the project is exempt from the California Environmental Quality Act and
approving File No. 15-210 subject to the conditions of approval. Seconded by
Councilmember Fish and approved by the following votes:

B. ADOPTION OF URGENCY ORDINANCE NO. 16-1009U AND
INTRODUCTION AND FIRST READING OF ORDINANCE NO. 16-1010
AMENDING TITLES 4, 5, AND 9 OF THE TEMPLE CITY MUNICIPAL CODE
PERTAINING TO MASSAGE THERAPY, MASSAGE ESTABLISHMENTS,
MEDICAL OFFICES, AND RELATED USES
The proposed ordinance and urgency ordinance regulate massage
establishments and message practitioners through location and use
restrictions in the Zoning Code, business permit requirements, and operating
standards.
Community Development Director Forbes gave a brief summary of the staff
report
City Council commented and discussed regarding the Urgency Ordinance and
Ordinance pertaining to massage therapy, massage establishments, medical
offices, and related uses.
Mayor Chavez opened public hearing.
Jerry Jambazian, Temple City business owner, asked if the ordinance will be
retroactive and how often staff and sheriff will be conducting site visits for
these businesses.
Hearing no further request to speak, Mayor Chavez closed public hearing.
Councilmember Man made a motion to introduce, read by title, waive further
reading, and adopt Urgency Ordinance No. 16-1009U amending Title 4,5, and
9 of the Temple City Municipal Code pertaining to massage therapy, massage
establishments, medical offices, and related uses. Seconded by
Councilmember Fish and approved by the following votes:

Councilmember Fish made a motion to introduce for first reading by title only
and waive further reading of Ordinance No. 16-1010, amending Titles 4, 5,
and 9 of the TCMC pertaining to massage therapy, massage establishments,
medical offices, and related uses; including Council's direction to eliminate
allowance for massage as an incidental use when occupying less than 25% of
floor area, and to allow massage as an incidental use only in conjunction with
beauty services and only on the hands and arms, above the neck, and below

the knees; and schedule the second reading of the Ordinance No. 16-1010
for February 2, 2016. Seconded by Councilmember Sternquist and approved

12. UPDATE FROM CITY MANAGER
Announced that the City will be conducting a Homeless Count on January 26 from 8
p.m. to 12 p.m. Those interested in helping the count can sign up on the City's
website; City is accepting nominations for Outstanding Seniors; Neighborhood
Watch will begin again Thursday, January 21; provided an update on the City's fleet
vehicle program, repaving of Temple City Park's sidewalk; and that City is looking
into possibly a use of facilities arrangement with a local church.
City Council recessed at 9:02 p.m. and reconvened at 9:08 p.m.
Councilmember Fish left the meeting at 9:08p.m.

Mayor Chavez reported on the standing committee meeting on January 15

Austin Wang, Temple City resident, voiced his disagreement with City Council
decision to uphold the Planning Commission's decision to approve the
construction of the 6 unit condominium on Weiland Avenue.
Jerry Jambazian, Temple City resident, commented regarding the Youth
Disaster Preparedness Training in January and shared that the Camellia
Festival Royal Court will be announced on February 5.
