Mayor Chavez called the Regular City Council meeting to order at 7:31 p.m.

3. INVOCATION
Pastor Darrel Kelty from Community of Christ provided the Invocation.
4. PLEDGE OF ALLEGIANCE
Boy Scout Troop #174 provided a flag ceremony and led those present in the
Pledge of Allegiance.
5. CEREMONIAL/PRESENTATIONS
A. PET OF THE MONTH
Diane Rios, San Gabriel Humane Society volunteers, introduced the featured
pet for the month "Feather", a 12 year old female Chihuahua. Those
interested in adopting her can call the San Gabriel Valley Humane Society at
(626) 286-1159.

Mayor Chavez changed the order of the meeting and heard items for the Successor

D. PARKS AND RECREATION COMMISSION ACTIONS -MEETING OF
JANUARY 20, 2016
The City Council is requested to review the Parks and Recreation Commission
actions of their meeting of January 20, 2016.

E. SECOND READING AND ADOPTION OF ORDINANCE NO. 16-1010
AMENDING TITLES 4, 5, AND 9 OF THE TEMPLE CITY MUNICIPAL CODE
PERTAINING TO MASSAGE THERAPY, MASSAGE ESTABLISHMENTS,
MEDICAL OFFICES, AND RELATED USES
Adoption of Ordinance No. 16-1010 will establish regulations for massage
establishments and massage practitioners consistent with state law.
Action: Waived further reading and adopt Ordinance
No. 16-1010 amending Titles 4,5 and 9 of the
Temple City Municipal Code pertaining to
massage therapy, massage establishments,
medical offices, and related uses.
F. ADOPTION OF A NEW RESOLUTION NUMBER FOR APPROVAL OF CITY
COUNCIL WARRANT AS PRESENTED ON THE JANUARY 19, 2016
REGULAR CITY COUNCIL MEETING AGENDA
The same resolution number (i.e., Resolution No. 16-5141) was assigned to
two different items on the January 19, 2016 meeting agenda. City Council is
requested to adopt a new resolution number for approval of the City Council
Warrant on the January 19, 2016 Regular City Council Meeting Agenda.
Action: Adopted Resolution No. 16-5145 for approval of
warrant as presented during the January 19,
2016 Regular City Council Meeting.
G. ADOPTION OF RESOLUTION NO. 16-5142 AUTHORIZING SUBMITTAL OF
APPLICATIONS FOR CALRECYCLE PAYMENT PROGRAMS AND
RELATED AUTHORIZATIONS
The City of Temple City participates in the City/County Payment Program and
receives fund used to purchase equipment made from recycled beverage
containers. Effective this year, CaiRecycle is requiring all jurisdictions to
provide a resolution no later than the funding request due date in order to
receive funds.

the submittal of applications for payment
programs through the Department of Resources
Recycling and Recovery and authorize City
Manager or his designee to execute all
documents to implement and secure payment
for these programs.
H. APPROVAL OF MEMORANDUM OF AGREEMENT REGARDING THE
ADMINISTRATION AND COST SHARING FOR IMPLEMENTING THE
COORDINATED INTEGRATED MONITORING PROGRAM (CIMP) FOR THE
UPPER LOS ANGELES RIVER WATERSHED MANAGEMENT AREA
As the City moves forward with implementation of the MS4 permit, the City
faces significant costs to meet the new permit requirements. This
Memorandum of Agreement is a means to reducing these costs.
Action:
1) Approved a Memorandum of Agreement (MOA) (Attachment "A")
between the City of Los Angeles and members of the Upper Los Angeles
River Watershed Group regarding the administration and cost sharing for
implementing the Coordinated Integrated Monitoring Program (CIMP) for
the Upper Los Angeles River Watershed Management Area; and
2) Authorized the City Manager to sign the MOA.
I. PETTY CASH REPORT
The City Council is requested to review, receive and file the Petty Cash
Report.
Action: Received and filed report.
J. ADOPTION OF RESOLUTION NO. 16-5146 APPROVING PAYMENT OF
BILLS
The City Council is requested to adopt Resolution No. 16-5146 authorizing
the payment of bills.
Action: Adopted Resolution No. 16-5146.

A. LAS TUNAS DRIVE/ROSEMEAD BOULEVARD SPECIFIC PLAN
The Las Tunas Drive/Rosemead Boulevard Specific Plan serves as a guide for
future development ideas, allowed land uses, maximum intensity of
development, development standards, and projected growth for the study
area.
Planning Manager Reimers gave a brief summary of the staff report.
City Council asked questions regarding the Las Tunas Drive/Rosemead
Boulevard Specific Plan.
Mayor Chavez opened public comment.
John Nahas Owner of Mobil Gas Station, asked questions regarding
regulations to expand on existing gas stations.
Steve Stafford, Temple City resident, commented regarding not requiring a
Conditional Use Permit for alcohol sales and regarding bikeways in the flood
control channels.
Hearing no further request to speak, Mayor Chavez closed public comment.
City Council discussed and provided comments on the Las Tunas
Drive/Rosemead Boulevard Specific Plan's: 1) Draft Land Use Diagram; 2)
Draft List of Allowed Land Uses; 3) Draft Development Standards; and 4)
Draft Development Projections.
Mayor ProTem Yu made a motion to receive and file staff's report and accept
the comments provided by the public and City Council. Seconded by
Councilmember Fish and approved by the following votes:

Councilmember Sternquist recused herself at 8:32 p.m. from the Public Hearing
Item 8A due to conflict of interest as she lives across the street from the project.

STAFF'S ZONING CODE INTERPRETATION DETERMINING THE METHOD

OF THE MUNICIPAL CODE
The Zoning Code Interpretation is a result of a question raised during the
construction of an addition and a remodel at 6134 Camellia Avenue.
Community Development Director Forbes shared with City Council that he will
be making two presentations for this item as there are two issues for City
Council's consideration.
Community Development Director provided an overview regarding staff's
zoning code interpretation determining the method of calculating demolition
for purposes of Section 9-1 A-9 of the municipal code.
Mayor Chavez opened public comment.
Frank Ruedel, Temple City resident, would like City to re-examine a project
that has already been built behind his property. He also expressed that he
would like to be able to comment on City Council's comments for agenda
items.
Mr. Yu, Temple City resident, would like to know how often the zoning code
changes and how that may affect a project that has already been submitted to
City Hall for review.
Hearing no further request to speak, Mayor Chavez closed public comment.

City Council asked staff questions regarding the project and commented
regarding the project
Mayor Pro Tern Yu made a motion that Resolution No. 16-5143 will not apply
to this project; and based on the records, City Council finds that the
demolition of the dwelling was less than 50 % and is not considered a new
dwelling within the meaning of the zoning code. Therefore, the appellant will
not need to reduce the size of the second unit and add an additional garage
parking space to comply with the current development standards. Seconded
by Councilmember Fish and approved by the following votes:
