APPROVAL OF MINUTES The City Council is requested to review and approve: 1) Minutes of the Special City Council Meeting of February 2, 2016; and 2) Minutes of the Regular City Council Meeting of February 2, 2016. Recommendation: Approve. B. PLANNING COMMISSION ACTIONS – MEETING OF JANUARY 26, 2016 The City Council is requested to review the Planning Commission actions of their meeting of January 26, 2016. Recommendation: Receive and file. C. CONSIDERATION OF A REQUEST FROM THE AMERICAN CANCER SOCIETY FOR TEMPLE CITY TO CO-SPONSOR THE RELAY FOR LIFE OF TEMPLE CITY AT TEMPLE CITY HIGH SCHOOL ON JULY 9-10, 2016 AND PROCLAIM MAY 28TH PAINT THE TOWN PURPLE DAY Relay for Life is an overnight event designed to celebrate survivorship and raise money for research and programs for the American Cancer Society, this year marks the 31st Anniversary of Relay for Life. City Council Agenda February 16, 2016 Page 3 of 8 Recommendation: 1) Approve the request from the American Cancer Society to co-sponsor the Relay for Life of Temple City at Temple City High School on July 9-10, 2016; 2) Proclaim May 28th, 2016, Paint the Town Purple Day; and 3) Waive all fees and deposits for the use of Temple City Park Gazebo, Community Room, and installment of a street banner on Las Tunas Drive. D. AWARD PURCHASE AGREEMENT TO SIDEPATH FOR TWO DELL HOST SERVERS, A DATA STORAGE DEVICE AND RELATED SOFTWARE The current host servers are over six years old, are in need of replacement and will no longer be covered under warranty after May of 2016. The new servers and data storage device are necessary to run the City’s IT systems. Recommendation: 1) Award a Purchase Agreement to Sidepath for two Dell host servers and a data storage device or Storage Area Network (SAN) in an amount not to exceed $34,429.43; and 2) Authorize a Purchase Agreement to Dell Computers for related software in an amount not to exceed $14,711.26. E. ADOPTION OF RESOLUTION NO. 16-5059 ORDERING THE ENGINEER’S REPORT TO ESTABLISH LIGHTING AND MAINTENANCE DISTRICT ASSESSMENT RATES FOR FISCAL YEAR 2016-17 Pursuant to the 1972 State Lighting and Landscape Act, an engineer’s report must be prepared for each fiscal year in which assessments are levied and collected for the City’s Lighting and Maintenance District. Recommendation: Adopt Resolution No. 16-5059 ordering the preparation of the Lighting and Maintenance Assessment District Annual Engineer’s Report for Fiscal Year 2016-17. F. AUDIT REPORTS FOR PROPOSITION A, PROPOSITION C, MEASURE R AND TRANSPORTATION DEVELOPMENT ACT ARTICLE 3 FOR FISCAL YEAR 2014-15 City Council Agenda February 16, 2016 Page 4 of 8 The City is in compliance with all requirements of the Los Angeles County metropolitan Transportation Authority’s Funding and Allocation Guidelines. The reports are presented to City Council for review. Recommendation: Receive and file Fiscal Year 2014-15 Proposition A, Proposition C, Measure R and Transportation Development Act Article 3 Audit Reports. G. FINAL MAP APPROVAL FOR TRACT MAP NO. 72836, A 5-UNIT CONDOMINIUM SUBDIVISION OF AN EXISTING 19,663 SQUARE FOOT PARCEL LOCATED AT 9913 LOWER AZUSA ROAD The project is consistent with the land use designation of the site and with the City’s development standards. Approval of the final map will allow the developer to finalize the subdivision map and start construction. Recommendation: 1) Receive the Subdivision Improvement Agreement; 2) Approve the final subdivision map for Tract map No. 72836; 3) Authorize the City manager to execute the Subdivision Improvement Agreement; and 4) Authorize the City Clerk to certify Tract Map No. 72836. H. FINAL MAP APPROVAL FOR PARCEL MAP NO. 71505, A LOT SPLIT TO SUBDIVIDE AN EXISTING 14,514 SQUARE FOOT PARCEL AT 9940 LA ROSA DRIVE The project is consistent with the land use designation of the site and with the City’s development standards. Approval of the final map will allow the developer to finalize the subdivision map and start construction. Recommendation: 1) Receive the Subdivision Improvement Agreement; 2) Approve the final subdivision map for Tract map No. 71505; 3) Authorize the City manager to execute the Subdivision Improvement Agreement; and City Council Agenda February 16, 2016 Page 5 of 8 4) Authorize the City Clerk to certify Tract Map No. 71505. ADOPTION OF RESOLUTION NO. 16-5149 APPROVING PAYMENT OF BILLS The City Council is requested to adopt Resolution No. 16-5149 authorizing the paym ent of bills. FISCAL YEAR (FY) 2015-16 MID-YEAR BUDGET REVIEW, TREASURER’S REPORT, REVENUE, EXPENDITURE AND CAPITAL PROJECT SUMMARY REPORTS The FY 2015-16 Mid-Year Budget review process provides the City Council with an opportunity to review and adjust original revenue projections and budgeted appropriations based on six months of actual activity. Recommendation: 1. Receive the FY 2015-16 Mid-Year Budget Review and related reports; 2. Authorize staff to revise various revenue estimates as indicated in Attachment “A”; and 3.
