Mayor Chavez called the City Council Regular Meeting to order at 7:31 p.m. in the
Council Chambers located at 5938 Kauffman Avenue, Temple City.
2. ROLL CALL
PRESENT: Councilmember-Sternquist, Yu, Chavez
ABSENT: Councilmember-None
ALSO PRESENT: City Manager Cook, City Attorney Vail, City Clerk Kuo,
Administrative Services Director Hause, and Community
Development Director Forbes
Mayor Pro Tem Yu made a motion to excuse Councilmember Fish and
Councilmember Man for cause. Seconded by Councilmember Sternquist.
3. INVOCATION
Lynne Best from Westminster Presbyterian Church provided the Invocation.
4. PLEDGE OF ALLEGIANCE
Boy Scout Troop #174 provided a flag ceremony and led those present in the
Pledge of Allegiance.
5. CEREMONIAL/PRESENTATIONS
A. INTRODUCTION OF CAMELLIA FESTIVAL ROYAL COURT
Joe and Melissa Rains, Camellia Festival General Chairmen, introduced the
Camellia Festival Royal Court: Banner Carriers Aaron Wong, Rylee Fuentes,
Russell Muro, Maxine Ho; Prince Presley Wong, Tyler Womack; Princesses
Brooklynn Parayno, Mia Oberlander, Queen Zoe Grimaldi and King Emerson
Perez.

B. INTRODUCTION OF TEMPLE CITY'S SISTER CITY EXCHANGE
STUDENTS
Nancy Terry of Sister Cities organization introduced the following students
selected to visit City's Sister City in Hawkesbury, Australia: Hailey Fawk,
Nicole Kimijima, Taylor McKendrick, Natalie Scigliano, Codi Weisz and
Christie Wong. City Council presented the students with a certificate and city
tokens.
C. YOUTH COMMITTEE WORKING GROUP UPDATE
Youth Committee Members Charlie Dodge, Amber Lee, Jessica Huang,
Christie Wong, Patrick Yeh provided updates on their working group
objectives.
6. PUBLIC COMMENTS ON ITEMS NOT LISTED ON THE AGENDA
Steve Stafford, Temple City resident, commented on the Las Tunas Drive Project
and is in favor of some improvements including parking.
Dan DeBore, Temple City resident, commented on the Las Tunas Drive Project
Community Meeting and expressed concerns regarding spill over and cut through
traffic from Rosemead Boulevard to surrounding streets.

Councilmember Sternquist made a motion to approve the items on the consent
calendar. Seconded by Mayor ProTem Yu and approved by the following votes:

A. APPROVAL OF MINUTES
The City Council is requested to review and approve:
1) Minutes of the Special City Council Meeting of February 2, 2016; and

The City Council is requested to review the Planning Commission actions of
their meeting of January 26, 2016.
Action: Received and filed.
C. CONSIDERATION OF A REQUEST FROM THE AMERICAN CANCER
SOCIETY FOR TEMPLE CITY TO CO-SPONSOR THE RELAY FOR LIFE OF
TEMPLE CITY AT TEMPLE CITY HIGH SCHOOL ON JULY 9-10, 2016 AND
PROCLAIM MAY 28TH PAINT THE TOWN PURPLE DAY
Relay for Life is an overnight event designed to celebrate survivorship and
raise money for research and programs for the American Cancer Society, this
year marks the 31st Anniversary of Relay for Life.
Action:
1) Approved the request from the American Cancer Society to co-sponsor the
Relay for Life of Temple City at Temple City High School on July 9-10,
2016;
2) Proclaimed May 28th, 2016, Paint the Town Purple Day; and
3) Waived all fees and deposits for the use of Temple City Park Gazebo,
Community Room, and installment of a street banner on Las Tunas Drive.
D. AWARD PURCHASE AGREEMENT TO SIDEPATH FOR TWO DELL HOST
SERVERS, A DATA STORAGE DEVICE AND RELATED SOFTWARE
The current host servers are over six years old, are in need of replacement
and will no longer be covered under warranty after May of 2016. The new
servers and data storage device are necessary to run the City's IT systems.
Action:
1) Awarded a Purchase Agreement to Sidepath for two Dell host servers and
a data storage device or Storage Area Network (SAN) in an amount not to
exceed $34,429.43; and
2) Authorized a Purchase Agreement to Dell Computers for related software
in an amount not to exceed $14,711.26.

E. ADOPTION OF RESOLUTION NO. 16-5059 ORDERING THE ENGINEER'S
REPORT TO ESTABLISH LIGHTING AND MAINTENANCE DISTRICT
ASSESSMENT RATES FOR FISCAL YEAR 2016-17
Pursuant to the 1972 State Lighting and Landscape Act, an engineer's report
must be prepared for each fiscal year in which assessments are levied and
collected for the City's Lighting and Maintenance District.
Action: Adopted Resolution No. 16-5059 ordering the
preparation of the Lighting and Maintenance
Assessment District Annual Engineer's Report
for Fiscal Year 2016-17.
F. AUDIT REPORTS FOR PROPOSITION A, PROPOSITION C, MEASURE R
AND TRANSPORTATION DEVELOPMENT ACT ARTICLE 3 FOR FISCAL
YEAR 2014-15
The City is in compliance with all requirements of the Los Angeles County
metropolitan Transportation Authority's Funding and Allocation Guidelines.
The reports are presented to City Council for review.

G. FINAL MAP APPROVAL FOR TRACT MAP NO. 72836, A 5-UNIT
CONDOMINIUM SUBDIVISION OF AN EXISTING 19,663 SQUARE FOOT
PARCEL LOCATED AT 9913 LOWER AZUSA ROAD
The project is consistent with the land use designation of the site and with the
City's development standards. Approval of the final map will allow the
developer to finalize the subdivision map and start construction.
Action:
1) Received the Subdivision Improvement Agreement;
2) Approved the final subdivision map for Tract map No. 72836;
3) Authorized the City manager to execute the Subdivision Improvement
Agreement; and
4) Authorized the City Clerk to certify Tract Map No. 72836.

H. FINAL MAP APPROVAL FOR PARCEL MAP NO. 71505, A LOT SPLIT TO
SUBDIVIDE AN EXISTING 14,514 SQUARE FOOT PARCEL AT 9940 LA
ROSA DRIVE
The project is consistent with the land use designation of the site and with the
City's development standards. Approval of the final map will allow the
developer to finalize the subdivision map and start construction.
Action:
1) Received the Subdivision Improvement Agreement;
2) Approved the final subdivision map for Tract map No. 71505;
3) Authorized the City manager to execute the Subdivision Improvement
Agreement; and
4) Authorized the City Clerk to certify Tract Map No. 71505.

The City Council is requested to review, receive and file the Visa Card Report.

J. ADOPTION OF RESOLUTION NO. 16-5149 APPROVING PAYMENT OF
BILLS
The City Council is requested to adopt Resolution No. 16-5149 authorizing
the payment of bills.
Action: Adopted Resolution No. 16-5149.

A. FISCAL YEAR (FY) 2015-16 MID-YEAR BUDGET REVIEW, TREASURER'S
REPORT, REVENUE, EXPENDITURE AND CAPITAL PROJECT SUMMARY
REPORTS
The FY 2015-16 Mid-Year Budget review process provides the City Council

with an opportunity to review and adjust original revenue projections and
budgeted appropriations based on six months of actual activity.
City Manager Cook gave a brief overview on the mid-year budget review and
reports.
Administrative Services Director Hause provided a summary of the staff report.
City Council made comments and discussed regarding the mid-year budget
including expenditures and reserves.
Mayor Chavez opened public comment.
Jerry Jambazian, Temple City business owner, asked questions regarding
State mandated reserve amount in City's general funds and City's fiscal
standing comparing to surrounding San Gabriel Valley cities.
A member of the public asked questions regarding City's unfunded liabilities
and City employees' retirement contributions/benefits.
Hearing no further request to speak, Mayor Chavez closed public comment.
Mayor ProTem Yu made a motion to receive and file the FY 2015-16 Mid-
Year Budget Review and related reports; authorized staff to revise various
revenue estimates as indicated in Attachment "A"; and authorized staff to
revise various budgeted appropriations as indicated in Attachment "B".

12. UPDATE FROM CITY MANAGER
A. Community Events
City Manager Cook invited the public to the Camellia Festival on February 26,
27 and 28. He commented regarding the Youth Committee objectives and on
the power outage last Friday.

13. UPDATE FROM CITY ATTORNEY
A. Update on recent legislation
City Attorney Vail shared that 807 bills passed in 2015. He highlighted on
Assembly Bill 21 regarding prohibition of Marijuana cultivation and sales
establishments and spoke regarding Public Education and Government
Access (PEG) fee.

present.
