Mayor Chavez called the City Council Regular Meeting to order at 7:33 p.m. in the Council
Chambers located at 5938 Kauffman Avenue, Temple City.
2. ROLL CALL
PRESENT: Councilmember-Fish, Man, Sternquist, Yu, Chavez
ABSENT: Councilmember-None
ALSO PRESENT: City Manager Cook, City Attorney Vail, City Clerk Kuo, Administrative
Services Hause, Community Development Director Forbes, Parks and
Recreation Director Burroughs, Assistant to the City Manager/Economic
Development Manager Haworth
3. INVOCATION
Pastor Jim Walden, Temple City Baptist Church, provided the Invocation.
4. PLEDGE OF ALLEGIANCE
Troop 161 led those present in the Pledge of Allegiance.
5. CEREMONIAL/PRESENTATIONS
A. CITY COUNCIL REORGANIZATION
1) Remarks by outgoing Mayor
Mayor Chavez thanked his family, his fellow Councilmembers, City Commissioners, staff,
local ministers, Jerry Jambazian, members of the Temple Sheriff Station and the
community for their support during his term as Mayor. Mayor Chavez also highlighted
past year accomplishments.
2) Presentation to outgoing Mayor by Mayor Pro Tern
Mayor Pro Tern Yu, on behalf of the City council, presented outgoing Mayor Chavez with
a gift.
3) City Clerk calls for nomination for seat of Mayor
City Clerk Kuo called for nominations for the position of Mayor.
Councilmember Sternquist nominated Councilmember Yu, seconded by Councilmember
Man. There were no further nominations.
Councilmember Vincent Yu was elected Mayor by acclamation.

4) New Mayor calls for nominations for seat of Mayor Pro Tern
Mayor Yu called for nominations for the position of Mayor Pro Tern.
Councilmember Fish nominated Councilmember Sternquist, seconded by Councilmember
Chavez. There were no further nominations.
Councilmember Sternquist was elected Mayor Pro Tern by acclamation.
5) Presentation to new Mayor by outgoing Mayor
On behalf of the City Council, Mayor Chavez presented a gift to Mayor Yu.
On behalf of the City Council, Mayor Yu presented a gift to Mayor Pro Tern Sternquist.
6) Remarks and introductions by new Mayor
Mayor Yu thanked outgoing Mayor Chavez for the work he has done and the experience
he has shared. Mayor Yu looks forward to working with his fellow Councilmembers and
staff for the upcoming year.
7) Remarks and introductions by new Mayor Pro Tern
Mayor Pro Tern Sternquist thanked outgoing Mayor Chavez for the work he has done.
She also commented that she looks forward to working with her fellow Council members.
She thanked her family, City Commissioners, staff, members of the Temple Sheriff's
Station, and the community for their support.
6. PUBLIC COMMENTS ON ITEMS NOT LISTED ON THE AGENDA
Jerry Jambazian, Temple City business owner, thanked Mayor Chavez for his service this past
year.
Steve Stafford, Temple City resident, congratulated the newly seated Mayor and Mayor Pro
Tern. He thanked City Council for all the work they have done.
7. CONSENT CALENDAR
Councilmember Chavez made a motion to approve the consent calendar items. Seconded by
Councilmember Fish and carried by the following roll call votes:

A. APPROVAL OF MINUTES
The City Council is requested to review and approve:
1) Minutes of the Special City Council Meeting of February 23, 2016;
2) Minutes of the Special City Council Meeting of March 1 2016; and
3) Minutes of the Regular City Council Meeting of March 1, 2016.

Action: Approved.
B. REJECTION OF BIDS FOR THE LIVE OAK PARK WALKING PATH PROJECT
A total of three bids were received by the City. All three bids were substantially over the
architect's estimate of $235,000.
Action: Rejected all bids for the Live Oak Park Walking Path
Project (CIP No. P16-04) and authorize staff to re-bid the
project with a revised scope and/or additive alternates.
C. FINAL SUBDIVISION MAP APPROVAL FOR PARCEL MAP NO. 73053, A TWO-PARCEL
SUBDIVISION FOR THE PROPERTY LOCATED AT 6050 HART AVENUE
Approval of the final map will allow the developer to finalize the subdivision and start the
development on the property.
Action:
1) Received the Subdivision Improvement Agreement;
2) Approved the final subdivision map for Parcel Map No. 73053;
3) Authorized the City Manager to execute the Subdivision Improvement Agreement; and
4) Authorized the City Clerk to certify Parcel Map No. 73053.
D. FINAL MAP APPROVAL FOR PARCEL MAP NO. 72265, A 4-UNIT CONDOMINIUM
SUBDIVISION OF AN EXISTING PARCEL LOCATED AT 4857 ARDEN DRIVE
Approval of the final map will allow the developer to finalize the subdivision and start the
development on the property.
Action:
1) Received the Subdivision Improvement Agreement;
2) Approved the final subdivision map for Parcel Map No. 72265;
3) Authorized the City Manager to execute the Subdivision Improvement Agreement; and
4) Authorized the City Clerk to certify Parcel Map No. 72265.
E. RENEWAL OF GENERAL SERVICES AGREEMENT WITH THE COUNTY OF LOS
ANGELES
To continue receiving services from the County after June 30, 2016, the City must approve
and execute the renewed agreement for an additional five-year period through June 30, 2021.
Action: Adopted Resolution No. 16-5153 approving the renewal
of the General Services Agreement between the City and
the County of Los Angeles; and authorize the Mayor and
City Manager to sign and execute the agreement.
F. PETTY CASH AND VISA CARD REPORT
The City Council is requested to review, receive and file the Visa Card Report.

G. ADOPTION OF RESOLUTION NO. 16-5154 APPROVING PAYMENT OF BILLS
The City Council is requested to adopt Resolution No. 16-5154 authorizing the payment
of bills.
Action: Adopted Resolution No. 16-5154.

City Manager Cook thanked Mayor Chavez for the work he has done this past year. He

Thanked staff for their support and outgoing Mayor Chavez for the work he has done and
congratulated Mayor Yu for his new role. She is looking forward to working with Mayor Yu and
Mayor Pro Tern Sternquist. She also thanked the community for their support during a difficult
time in her life.
C. COUNCILMEMBER MAN
Thanked outgoing Mayor Chavez for his support, guidance and leadership. He also thanked
his fellow Councilmembers and is looking forward to working with the newly seated Mayor Yu
and Mayor Pro Tern Sternquist. He also thanked staff for their support during his first year as
Councilmember.
D. COUNCILMEMBER STERNQUIST
Congratulated newly seated Mayor Yu. Shared that Upper District San Gabriel Valley
Municipal Water District will install a drought tolerant garden in Temple City Park to
demonstrate what a drought tolerant garden could look like. She also provided an update
regarding the City's new children's library.
E. COUNCILMEMBER YU
Congratulated Councilmember Fish and Councilmember Man for a successful first year.

At 8:33 p.m., the City Council recessed to the Successor Agency Meeting. Minutes of the

RECONVENE AS CITY COUNCIL
The City Council meeting was reconvened at 8:33 p.m. with all Councilmembers present.
