A. APPROVAL OF MINUTES
The City Council is requested to review and approve:
1) Minutes of the Special City Council Meeting of March 8, 2016;
2) Minutes of the Special City Council Meeting of March 15, 2016; and
3) Minutes of the Regular City Council Meeting of March 15, 2016.
Recommendation: Approve.
B. PLANNING COMMISSION ACTIONS – MEETING OF MARCH 8, 2016
The City Council is requested to review the Planning Commission actions of
their meeting of March 8, 2016.
Recommendation: Receive and file.
C. TRANSPORTATION AND PUBLIC SAFETY COMMISSION ACTIONS –
MEETING OF MARCH 9, 2016
The City Council is requested to review the Transportation and Public Safety
Commission actions of their meeting of March 9, 2016.
Recommendation: Receive and file.
D. PARKS AND RECREATION COMMISSION ACTIONS – MEETING OF
MARCH 16, 2016
The City Council is requested to review the Parks and Recreation Commission
actions of their meeting of March 16, 2016.

E. ADOPTION OF RESOLUTION NO. 16-5157 – MAYOR’S APPOINTMENTS
OF DELEGATES AND ALTERNATES TO OTHER AGENCIES OR
ORGANIZATIONS
The City Council is requested to review the list of City Council committee and
delegate appointments representing the City of Temple city at meetings of
other governmental agencies or community organizations and to consider
proposed Resolution No. 16-5157 making appointments to said agencies and
organizations.
Recommendation: Adopt Resolution No. 16-5157.
F. FINAL SUBDIVISION MAP APPROVAL FOR PARCEL MAP NO. 71596, A
THREE-UNIT CONDOMINIUM SUBDIVISION FOR AN EXISTING PARCEL
LOCATED AT 9608 WORKMAN AVENUE.

Approval of the final map will allow the developer to finalize the subdivision
and start the development on the property.
Recommendation:
1) Receive the Subdivision Improvement Agreement;
2) Approve the final subdivision map for Parcel Map No. 71596;
3) Authorize the City Manager to execute the Subdivision Improvement
Agreement; and
4) Authorize the City Clerk to certify Parcel Map No. 71596.
G. FINAL SUBDIVISION MAP APPROVAL FOR PARCEL MAP NO. 72996, A
NINE-UNIT CONDOMINIUM SUBDIVISION OF AN EXISTING PARCEL
LOCATED AT 4857-4905 GLICKMAN AVENUE

Approval of the final map will allow the developer to finalize the subdivision
and start the development on the property.
Recommendation:
1) Receive the Subdivision Improvement Agreement;
2) Approve the final subdivision map for Parcel Map No. 72996;

Agreement; and

H. APPROVAL OF SECOND AMENDMENT TO AGREEMENT FOR
CONSULTANT SERVICES WITH TRANSTECH ENGINEERS, INC.
The City Council is requested to approve a consultant services agreement for
Building Code Administration and Public Works/Engineering Services.
Recommendation:
1) Approve the Second Amendment to the Agreement for Consultant
Services with the Transtech Engineers, Inc. for Building Code
Administration and Public Works/Engineering Services; and
2) Authorize the City Manager to sign and execute the Second Amendment.
I. APPROVE CORRECTED PAGE AND RATIFY ADOPTION OF RESOLUTION
16-5151 APPROVING CITY WARRANT REGISTER DEMAND NUMBERS
44592 THROUGH 44698
Due to programming error, the total amount on the Warrant presented during
March 1, 2016 was incorrect.
Recommendation: Approve corrected page and ratify approval of
Resolution No. 16-5151.
J. APPROVAL OF AN AGREEMENT WITH VAVRINEK, TRINE, DAY &
COMPANY, LLP FOR PROFESSIONAL AUDIT SERVICES
The City Council is requested to approve a consultant services agreement for
accounting and auditing services.
Recommendation: Authorize the City Manager to enter into an
agreement for professional audit services with
Vavrinek, Trine, Day & Company, LLP for the
Fiscal Year 2015-16.
K. ADOPTION OF RESOLUTION NO. 16-5158 APPROVING PAYMENT OF
BILLS
The City Council is requested to adopt Resolution No. 16-5158 authorizing
the paym ent of bills.

The City Council is requested to review, receive and file the Visa Card Report.

8. PUBLIC HEARING
A. INTRODUCTION AND FIRST READING FOR ORDINANCE NO. 16-1013
AMENDING THE TEMPLE CITY MUNICIPAL CODE FOR THE WATER
EFFICIENT LANDSCAPE ORDINANCE
The essential goal of the State Model Water Efficient Landscape Ordinance is
to promote water conservation. The Water Efficient Landscape Ordinance is a
State mandate that will meet the effectiveness criterion of the State and be
consistent with the regulations of many neighboring jurisdictions in the San
Gabriel Valley.
Presentation: Community Development Director
Recommendation:
1) Introduce, read by title, and adopt Ordinance No. 16-1013 amending
Chapter 1 of Title 9 of the Temple City Municipal Code to establish a
Water Efficient Landscape Ordinance;
2) Adopt the Guidelines for the Water Efficient Landscape Ordinance; and
3) Schedule the second reading of Ordinance No. 16-1013 for April 19,
2016.
B. CONTINUATION OF PUBLIC HEARING FOR APPROVAL OF RESOLUTION
NO. 16-5156 PROVIDING FOR RECOVERY OF ONLINE TRANSACTION
PROCESSING FEES
To continue improving customer service and streamlining City operations,
staffs is currently exploring providing additional transactional services online,
but have found that most vendors have per-transaction charges. These fees
are in addition to credit card processing fees, which are typically a percentage
of the transaction amount.

Recommendation:
1) Open the Public Hearing;
2) Accept any public testimony; and
3) Continue the Public Hearing to the regular City Council meeting of April
19, 2016.

A. APPROVE TEMPLE CITY’S RESPONSE TO THE 2015-16 LOS ANGELES
COUNTY CIVIL GRAND JURY INTERIM REPORT ENTITLED
“INADEQUATE EL NIÑO PLANNING FOR COUNTY HOMELESS
POPULATION”.
Pursuant to California Penal Code § 933 et seq., Los Angeles County and all
88 cities with the county are required to submit a written response to all seven
recommendations contained in the 2015-16 Civil Grand Jury Interim Report.
Presentation: Public Safety Supervisor Ariizumi
Recommendation:
1) Approve the City’s response to the findings and recommendations of the
2015-16 Los Angeles County Civil Grand Jury Interim Report entitled
“Inadequate El Niño Planning for County Homeless Population”; and
2) Authorize the City Manager to submit the City’s response to the Civil
Grand Jury.
