Mr. Sherman announced that the Dedication Ceremony for the new Public Works facility would be on Saturday morning, August 17, 1985, at 9:15 A. M. Mrs. Miller said that we weill be selling old equipment and the police cars as soon as the new cars are in service. Mr. Taplin said that he noticed Jet Skis being operated up and down in the ocean. Chief Baquero said they are owned by people living on the ocean front. He said the equipment stops when the person falls off. On motion of Mr. McKeehan, seconded by Mr. Taplin, and voted the meeting was adjourned at 11:30 A.M. Attest: Village Clerk August 13, 1985 BUDGET HEARING August 29, 1985 The first Public Hearing to consider the proposed 1985-86 Budgets was held Thursday, August 29, 1985 at 5:15 P.M. in the Village Hall. Present: Mrs. Antiles, Messrs, Laikin, McKeehan and Taplin Absent: Mr. Sherman Also present were Louise Miller, Village Manager; Mary Wetterer, Village Clerk; and John Kelly, Finance Director. Mr. Taplin asked if there were any comments regarding the Budgets. He told those present that the Village's millage would remain the same at 3.78 mills. Mr. Kelly explained the rolled back-millage was 3.73 mills and our proposed millage is 1.01% over the rolled back. As there were no comments from those present, on motion of Mr. McKeehan, seconded by Mrs. Antiles and unanimously voted the proposed Budgets for the General Fund, Water Department, Sewer Department, and Department of Tourism for 1985-86 was adopted on first reading by title. Mrs. Miller thanked Ms. Wetterer and Mr. Kelly for their work on the budgets. Mr. Taplin announced that the next Budget Hearing would be on Thursday, August 29, 1985 September 12, 1985 at 5:05 P.M. On motion of Mrs. Antiles, seconded by Mr. Laikin, and voted the meeting was adjourned at 5:20 P.M. Attest: Village Clerk August 29, 1985 Mayor BUDGET HEARING �I(�tell7; tfrtze September 12, 1985 The second Budget Hearing was held on Thursday, September 12, 1985 at 5:05 P.M. in the Village Hall. Present: Mrs. Antiles, Messrs. Laikin, McKeehan, Sherman and Taplin. Also present were Louise Miller, Village Manager; Mary Wetterer, Village Clerk; and John Kelly, Finance Director. Mrs. Miller stated that the millage for 1986 would remain unchanged at 3.78 mills. She explained that the General Fund Budget amounted to $2,292,774 and with the addition on the Water, Sewer, and Tourism Budgets that total amount is $4,617.485. Mr. Kelly said that the insurance costs have raised the budget amounts considerably, and self insurance would double our costs. If our insurance is placed in the State pool it is rather like self insurance. As there were no comments on the Budgets from thosepresent the Village Clerk read the proposed Budget for the General Fund in full. On motion of Mr. Taplin, seconded by Mr. McKeehan and unani- mously voted the ordinance was adopted. Ms. Wetterer read proposed ordinances for Water, Sewer, and Department of Tourism in full. On motion of Mr. Taplin, seconded by Mrs. Antiles and unanimously voted the ordinances were adopted on first reading. The council discussed the problem the village is having with the site of the old Beau Rivage hotel. Mrs. Miller said many efforts have been made to have the demolition contractor finish cleaning up the site and the owner to put it in order. It was the council's decision that Mr. Gold should pre- pare an ordinance which would set forth a time limit for demolition of a building and state the conditions a lot must be left in after a demolition of a building. Mrs. Miller said that Police Lieutenant Barrett brought suit against the Village protesting the action of the police officers in stating that he was not performing his duties. Lt. Barrett is willing to drop the action and resign providing he is provided his pension benefits up to his normal retire- ment date. The village attempted to offer him $11,000 severance pay, but he refused. The cost to the village to equal his matured pension benefits and to September12, 1985
