Mayor Yu called the City Council Regular Meeting to order at 7 :44 p .m. in the Council Chambers located at 5938 Kauffman Avenue , Temple City . 2. PET OF THE MONTH Cindy Rigney, San Gabriel Valley Humane Society Board President , introduced the featured pet for the month "Shenzi". Those interested in adopting her can call the San Gabriel Valley Humane Society at (626) 286- 1159. B . TEMPLE CITY CHAMBER OF COMMERCE QUARTERLY UPDATE Peter Choi , Temple City Chamber of Commerce President/CEO , gave a quarterly update of Chamber activities . 6 . Action : Approved . B. PLANNING COMMISSION ACTIONS-MEETING OF MARCH 8, 2016 The City Council is requested to rev iew the Planning Commission actions of their meeting of March 8, 2016 . ADOPTION OF RESOLUTION NO . 16-5157-MAYOR 'S APPOINTMENTS OF DELEGATES AND ALTERNATES TO OTHER AGENCIES OR ORGANIZATIONS The City Counci l is requested to review the list of City Council comm ittee and delegate appointments representing the City of Temple city at meetings of other governmental agencies or commun ity organizations and to consider proposed Resolut ion No . 16-5157 making appo intments to said agencies and organizations . Action : Adopted Resolution No . 16-5157 . F. FINAL SUBDIVISION MAP APPROVAL FOR PARCEL MAP NO . 71596 , A THREE-UNIT CONDOMINIUM SUBDIVISION FOR AN EXISTING PARCEL LOCATED AT 9608 WORKMAN AVENUE . **Parcel Map No . 71596 Approval of the f inal map will allow the developer to finalize the subdivision and start the development on the property . Action : 1) Received the Subdivision Improvement Agreement ; 2) Approved the final subdivision map for Parcel Map No. 71596; 3) Authorized the City Manager to execute the Subdivision Improvement Agreement ; and 4) Authorized the City Clerk to certify Parcel Map No . 71596. G . FINAL SUBDIVISION MAP APPROVAL FOR PARCEL MAP NO . 72996 , A NINE-UNIT CONDOMINIUM SUBDIVISION OF AN EXISTING PARCEL LOCATED AT 4857-4905 GLICKMAN AVENUE **Parcel Map No . 72996 Approval of the final map will allow the developer to finalize the subdivision and start the deve lopment on the property . ~--- City Counc il Minutes April 5, 2016 Page 4 of 10 Action : 1) Received the Subdivision Improvement Agreement; 2) Approved the final subdivision map for Parcel Map No . 72996 ; 3) Authorized the City Manager to e xecute the Subd ivision Improvement Agreement ; and 4 ) Authorized the City Clerk to certify Parcel Map No . 72996 . H. APPROVAL OF SECOND AMENDMENT TO AGREEMENT FOR CONSULTANT SERVICES WITH TRANSTECH ENGINEERS , INC. The City Council is requested to approve a Consultant Services Agreement for Bu i lding Code Administration and Public Works/Engineering Services . Action : 1) Approved the Second Amendment to the Agreement fo r Consultant Services w ith the Transtech Engineers , Inc. for Buildi ng Code Administration and Public Works/Eng ineering Services; and 2) Authorized the City Manager to sign and execute the Second Amendment. I. APPROVE CORRECTED PAGE AND RATIFY ADOPTION OF RESOLUTION 16-5151 APPROVING CITY WARRANT REGISTER DEMAND NUMBERS 44592 THROUGH 44698 Due to programm i ng e rror, the total amount on the Warrant presented during March 1, 2016 was incorrect. Act ion : Approved corrected page and ratify approval of Resolution No. 16 -5 151 . J . APPROVAL OF AN AGREEMENT WITH VAVRINEK , TRINE , DAY & COMPANY , LLP FOR PROFESSIONAL AUDIT SERVICES The City Council is requested to approve a Consultant Services Agreement for accounting and auditing services. Act ion: Authorized the City Manager to e nter into an agreement for professiona l aud it services with Vavrine k , Trine , Day & Company , LLP for the Fiscal Year 2015-16 . ADOPTION OF RESOLUTION NO . 16-5158 APPROVING PAYMENT OF BILLS The City Counc il is requested to adopt Resolution No. 16-5158 authorizing t he payment of bills . Action : Adopted Resolution No. 16-5158. L. PETTY CASH AND VISA CARD REPORT The City Council is requested to review , receive and file the Visa Card Report. Action : Re c e ived and filed report . 8. PUBLIC HEARING A. INTRODUCTION AND FIRST READING FOR ORDINANCE NO . 16-1 013 AMENDING THE TEMPLE CITY MUNICIPAL CODE FOR THE WATER EFFICIENT LANDSCAPE ORDINANCE The essential goal of the State Model Water Efficient Landscape O rdinance is to promote water conservation. The Wate r Efficient Landscape Ordi nance is a State mandate th at w i ll meet the effectiveness criterion of the State and be consistent with the regulations of many neighboring jurisdictions in the San Gabriel Valley . Community De ve lop ment Director Forbes requested t hat City Council cont i nue this item to the April 19 City Council meeting to allow staff to publish notice regarding the Public Hearing. Mayo r Yu opened pub lic hearing . Hearing no request to speak , Mayor Yu closed Public Hearing . Mayor Yu conti nued this item to the regu lar City Council meeting of Ap ri l 19 , 2016 . B. CONTINUATION OF PUBLIC HEARING FOR APPROVAL OF RESOLUTION NO . 16-5156 PROVIDING FOR RECOVERY OF ONLINE TRANSACTION PROCESSING FEES To continue improving customer service and streamlin ing City op erations , staffs is currently e xploring providing additional transactional serv ices online , but have found that most vendors have pe r-t ransact ion c harges . These fees City Council Minutes April 5 , 2016 Page 6 of 10 are in addition to cred it card processing fees , which are typically a pe rcentage of the transaction amount. C ity Manager Coo k requested C ity Council continue th is item to allow staff more t ime to bring additional information regarding online t ransaction processing fees . UNFINISHED BUSINESS-None 10. NEW BUSINESS A. APPROVE TEMPLE CITY'S RESPONSE TO THE 2015-16 LOS ANGELES COUNTY CIVIL "INADEQUATE EL POPULATION ". GRAND NINO JURY INTERIM PLANNING FOR REPORT COUNTY ENTITLED HOMELESS Pursuant to California Penal Code§ 933 et seq ., Los Angeles County and al l 88 c ities with the county are required to submit a written response to all seven recommendations contained in the 2015-16 Civil Grand Jury Interim Report. City Manager Cook gave a brief overview on the Civil Grand Jury Interim Report . Pub lic Safety Supervisor Ariizumi gave a summary of his staff report. City Counci l made comments and asked questions regarding the recommendations in the 2015-16 Grand Jury Interim Report. Mayor Yu opened public comment. Hearing no request to speak, Mayor Yu closed public comment. Councilmember Man made a motion to approve the City's response to the find ings and recommendations of the 2015-16 Los Angeles County C ivil Grand Jury Interim Report entitled "Inadequate El Nino Planning for County Homeless Population " with amendment for the City and San Gabriel Valley Humane Society to work together to the best abil it ies of both agencies to City Council Minutes April 5, 2016 Page 7 of 10 address the needs of the homeless pets ; and authorize the City Manager to submit the City's response to the Civil Grand Jury. UPDATE FROM CITY ATTORNEY City Attorney Vail reported on the status of Senate Bill 876 which was reintroduced to the Senate in January, giving rights to persons experiencing homelessness, usage of public spaces without discrimination . City Attorney Vail will provide City Council an update regarding adoption of this bill at the next meeting . 14. COUNCIL REPORTS REGARDING AD HOC OR STANDING COMMITTEE MEETINGS A. COUNCILMEMBER MAN Congratulated Plann ing Commiss ioner Helen Marston for being selected as Woman of the Year and will be recognized by Congresswoman Judy Chu . D. MAYOR PROTEM STERNQUIST Shared that representat ives of Mosqu ito and Vector Control District will be speaking at the next Neighborhood Watch meeting of April 21 . She spoke regarding Foothill transit's class pass program and renovation of its maintenance yard on Peck Avenue in Arcadia ; passport serv i ces offered by Lancaster and Duarte County Library ; San Gabriel Assoc iation of Government's Regional Transportat ion Plan meeting ; and Metro's plan to expand mass transit in Los Angeles . E. MAYOR YU Thanked his fellow Councilmembers for their support and attend ing many local and regional organization meetings when he is unable to attend . 16.
