Mayor Yu called the City Council Regular Meeting to order at 7:35 p.m. in the Council Chambers located at 5938 Kauffman Avenue, Temple City. 2. ROLL CALL PRESENT: Councilmember-Fish, Man, Sternquist, Yu, Chavez ABSENT: Councilmember-None ALSO PRESENT: City Manager Cook, City Attorney Vail, and City Clerk Kuo 3. INVOCATION Pastor Chris Famisaran from Temple City Seventh-Day Adventist Church, 9664 Broadway, provided the invocation. 4. PLEDGE OF ALLEGIANCE Boy Scout Troop #174 provided a flag ceremony and led those present in the Pledge of Allegiance. 5. CEREMONIAL/PRESENTATIONS A. PET OF THE MONTH Diane Rios, San Gabriel Humane Society volunteers, introduced the featured pet for the month "Max". Those interested in adopting him can call the San Gabriel Valley Humane Society at (626) 286-1159. B. OLDER AMERICAN PROCLAMATION Mayor Yu and City Council proclaimed May as Older American Month and presented the proclamation to Temple City's 2016 Older American of the Year, Grace Campos. PUBLIC COMMENTS ON ITEMS NOT LISTED ON THE AGENDA Mary Sneed, Event Chair for the 51h Annual Relay for Life Temple City, thanked City Council for supporting and sponsoring the Relay for Life Temple City. Richard Hopkins, East San Gabriel Valley Coalition for the Homeless, spoke regarding the services the coalition provides and the financial needs of the coalition. Steve Stafford, Temple City resident, commented on the homeless in the City. Carl Blum, Temple City resident, invited the public to attend the National Day of Prayer this Thursday, May 5, in Temple City Park. 7. CONSENT CALENDAR Councilmember Chavez made a motion to approve the Consent Calendar. Seconded by Councilmember Man and carried by the following votes: AYES: NOES: ABSTAIN: ABSENT: Councilmember-Fish, Man, Sternquist, Yu, Chavez Councilmember-None Council member-None Councilmember-None A APPROVAL OF MINUTES The City Council is requested to review and approve: 1) Minutes of the Special City Council Meeting of April 19, 2016; and 2) Minutes of the Regular City Council Meeting of April 19, 2016. Action: Approved. B. PLANNING COMMISSION ACTIONS-MEETING OF APRIL 12, 2016 The City Council is requested to review the Planning Commission actions of their meeting of April 12, 2016. PARKS AND RECREATION COMMISSION ACTIONS -MEETING OF APRIL 20, 2016 The City Council is requested to review the Parks and Recreation Commission actions of their meeting of April 20, 2016. Action: Received and filed. D. SECOND READING AND ADOPTION OF ORDINANCE NO. 16-1013 AMENDING THE TEMPLE CITY MUNICIPAL CODE FOR THE WATER EFFICIENT LANDSCAPE ORDINANCE AND GUIDELINES As mandated by the State, the City Council is requested to adopt Ordinance No. 16-1 013 to meet the criterion of the State and be consistent with the regulations of neighboring jurisdictions in the San Gabriel Valley. The essential goal of the State Model Water Efficient Landscape Ordinance is to promote water conservation. Action: E. PETTY CASH The City Council waived further reading and adopted Ordinance No. 16-1013 amending the Municipal Code for the adoption of Temple City Water Efficient Landscape Ordinance and Guidelines. The City Council is requested to review, receive and file the Petty Cash Report. Action: Received and filed report. F. ADOPTION OF RESOLUTION NO. 16-5164 APPROVING PAYMENT OF BILLS The City Council is requested to adopt Resolution No. 16-5164 authorizing the payment of bills. MATCHING FUNDING OPPORTUNITY WITH COUNTY LIBRARY TO EXPAND FAMILY AND CHILDREN'S FACILITIES AND RENOVATE THE EXISTING TEMPLE CITY LIBRARY The Los Angeles County is looking for a 50/50 financial partnership with the City to fund expansion and renovation of the existing Temple City Library. Mayor Pro Tem Sternquist and Councilmember Fish, New Children's Library Ad Hoc, provided a background on the proposed library project. City Manager Cook gave an overview of the proposed renovations for the existing library. City Council asked questions and discussed regarding the funding for the library project. Barbara Custen, Assistant Director, Public Serves at County of Los Angeles Public Library, answered City Council questions. Mayor Yu opened public comment. Carl Blum, Munir Bhatti, Steve Stafford, Jim Clift, Pastor Jim Walden, Judy Huie Mena, Mary Sneed and Jerry Jambazian, spoke in favor of the City allocating funds for the library project. Hearing no further request to speak, Mayor Yu closed public comment. City Council commented on the proposed renovations for the library project. Mayor ProTem Sternquist made a motion to approve the recommendation of the City Council Library Ad Hoc Committee to designate $1.95 million of unassigned General Fund -Fund Balance contingent on the County of Los Angeles (County) matching $ 1.95 million to expand and renovate the existing Temple City Library; and directed staff to bring back an agreement between the County and the City on the expansion and renovation of the existing Temple City Library, stating and defining the total commitment and obligations by both parties for City Council approval. COMMUNICATIONS-None 12. UPDATE FROM CITY MANAGER A. COMMUNITY INTERACTION WITH WILDLIFE City Manager commented on coyote sightings in the City and shared that the public should call 911 if there is immediate danger to health or safety. Also he provided updates regarding the drought tolerant garden that will be installed by the Upper San Gabriel Valley Water District. 13. UPDATE FROM CITY ATTORNEY City Attorney Vail spoke regarding Assembly Bill (AB) 2320, 2724, and Senate Bill (SB)868, all relating to local government's ability to regulate drones. 14. ADDITIONAL PUBLIC COMMENTS ON ITEMS NOT LISTED ON THE AGENDA Jerry Jambazian, Temple City business owner, requested that City Council adjourn the meeting in memory of Deputy David March of Sheriff Temple Station. 19.
