THE CITY OF RICHMOND, INDIANA, WEDNESDAY, APRIL 7, 2004
The Board of Public Works and Safety of the City of Richmond, Indiana, met at 5:00 P.M.,
Wednesday, April 7, 2004, in the Community Room at the Municipal Building, 50 North 51'
Street, Richmond, Indiana. In attendance were Board Members John Kenny and Mary Jo Flood.
Also attending were Assistant City Attorney Joel Harvey and Tony Foster.
The following business was conducted:
CALL TO ORDER
Kenny called to order and noted for the minutes that two board members and legal council was
present for the meeting.
APPROVAL OF MINUTES
Kenny made a request to approve the minutes for April 1, 2004. Flood made a motion to
approve, with a second by Kenny. The motion was unanimously passed.
CLAIMS FOR PAYMENT
Kenny told the board that there were no claims for payment because the meeting was moved up a
day and the check run wasn't ready for approval. They will be brought to the next board
meeting,
REQUEST
A. Kenny presented a request that was submitted by Human Rights Director Ron
Chappell for permission to have the National Day of Prayer program on the East side
of the Municipal Building at noon on Thursday, May 6, 2004. Flood made a motion
to approve, with a second by Kenny. The motion was unanimously passed.
B. Kenny presented to the board a request for approval of two curb cuts. They are as
follows:
1) 431 Richmond Avenue
2) 2511 Lancashire
On 431 Richmond Avenue, Engineering did not that recommend that the curb cut be
approved. Kenny made a motion not to approve the curb cut at that location, with a
second by Flood. The motion was unanimously passed. Kenny made a motion to
approve the curb cut at 2511 Lancashire, with a second by Flood. The motion was
unanimously passed.

BID OPENINGS
A. Kenny opened two bids for the emergency and exit lighting of the Parking Garage.
They are as follows:
1) Cummins Electric Inc for $5,975.00.
2) Melling Electric for $4,875.00.
These bids were given to Assistant City Engineer Greg Stiens for review.
B. Kenny opened three bids for the replacement of the cooling tower at the City
Building. They are as follows:
1) Hill's Brothers Plumbing & Heating, Inc
a. 2 to 4 week delivery with 1 �/z week completion for $43,700.00.
b. 5 to 6 week delivery with 1 week completion for $31,700.00.
2) Johnson Mechanical
a. Marley Model Primus for $22,357.00.
b. Marley Model AU61031 for $16,875.00.
3) Meyers Mechanical
a. Marley Model Primus for $45,654.00
b. Model AV61031 for $32,128.00.
These bids were given to Vickie Stevens in purchasing for review.
BID AWARDS
Tony presented to the board the bid awards for approval fro the City of Richmond Housing
Grant. He said that there are 5 houses that will have to be re bid. There are 13 houses all
together. The bids that are to be awarded are as follows:
1) 1508 S. 91' Street goes to Richmond's Complete Home Improvement for
$18,345.00.
2) 211 N. 71' Street goes to D & D Construction for $21,655.00
3) 718S. 131' Street goes to Richmond's Complete Home Improvement for
$16,000.00.
4) 722 N. 191' Street goes to R. Reisert Construction for $21,850.00.
5) 1217 Parry Street goes to Richmond's Complete Home Improvement for
$17,975.00
6) 750S. 81' Street goes to R. Reisert Construction for $17,400.00.
7) 408 Pearl Street goes to R. Reisert Construction for $14,800.00.
8) 1228 Hunt Street goes to Richmond's Complete Home Improvement for
$27,850.00.
Flood made a motion to award the bids, with a second by Kenny. The motion was unanimously
passed.
ADJOURNMENT
There being no further business, on a motion duly made, seconded and passed unanimously. The
meeting was adjourned.
