Attest: Village Clerk August 29, 1985 Mayo BUDGET HEARING gar7:/i' 2'Sl e September 12, 1985 The second Budget Hearing was held on Thursday, September 12, 1985 at 5:05 P.M. in the Village Hall. Present: Mrs. Antiles, Messrs. Laikin, McKeehan, Sherman and Taplin. Also present were Louise Miller, Village Manager; Mary Wetterer, Village Clerk; and John Kelly, Finance Director. Mrs. Miller stated that the millage for 1986 would remain unchanged at 3.78 mills. She explained that the General Fund Budget amounted to $2,292,774 and with the addition on the Water, Sewer, and Tourism Budgets that total amount is $4,617.485. Mr. Kelly said that the insurance costs have raised the budget amounts considerably, and self insurance would double our costs. If our insurance is placed in the State pool it is rather like self insurance. As there were no comments on the Budgets from thosepresent the Village Clerk read the proposed Budget for the General Fund in full. On motion of Mr. Taplin, seconded by Mr. McKeehan and unani- mously voted the ordinance was adopted. Ms. Wetterer read proposed ordinances for Water, Sewer, and Department of Tourism in full. On motion of Mr. Taplin, seconded by Mrs. Antiles and unanimously voted the ordinances were adopted on first reading. The council discussed the problem the village is having with the site of the old Beau Rivage hotel. Mrs. Miller said many efforts have been made to have the demolition contractor finish cleaning up the site and the owner to put it in order. It was the council's decision that Mr. Gold should pre- pare an ordinance which would set forth a time limit for demolition of a building and state the conditions a lot must be left in after a demolition of a building. Mrs. Miller said that Police Lieutenant Barrett brought suit against the Village protesting the action of the police officers in stating that he was not performing his duties. Lt. Barrett is willing to drop the action and resign providing he is provided his pension benefits up to his normal retire- ment date. The village attempted to offer him $11,000 severance pay, but he refused. The cost to the village to equal his matured pension benefits and to September12, 1985 settle this lawsuit is approximately $23,000. Mr. Weiss, our labor attorney and Mrs. Miller recommend this settlement. It was moved by Mr. McKeehan, seconded by Mr. Laikin and unanimously voted to accept Lt. Barrett's resig- nation under the terms of the settlement outlined. Mr. Taplin said there are two non -conforming signs designating that apartment units are for sale on Collins Avenue. Mrs. Miller was asked to write the two buildings and inform them they are in violation of our sign ordinance. On motion of Mrs. Antiles, seconded by Mr. Laikin and voted the meeting was adjourned at 5:45 P.M. Attest: Village Clerk September 12, 1985 COUNCIL MINUTES September 24, 1985 The Council of Bal Harbour Village met Tuesday, September 24, 1985 at 9:30 A.M. in the Village Hall. Present: Mrs. Antiles, Messrs. Laikin, McKeehan, Also present were Louise Miller, Village Manager; Clerk; and Alan Gold, Village Attorney. Sherman and Taplin Mary Wetterer, Village On motion of Mrs. Antiles, seconded by Mr. Laikin and voted the minutes of August 13, 1985 and Budget Hearings of August 29 and September 12, 1985 were approved as submitted. A Public Hearing was held to discuss the use of $25,000 Federal Revenue money in the proposed 1985-86 General Fund Budget. The council and those present discussed the operation of the Surf-Bal-Bay library. It was the feelingof some of the residents that the library needs more input as to the needs of the youth. Mrs. Miller explained that in previous budgets the Federal Revenue money had been used to defray our cost of the library operation. As there were no other suggestions from the audience on motion of Mr. Taplin, seconded by Mr. McKeehan and unanimously voted $25,000 from the Federal Revenue Sharing account was allocated to the village's share of the library operation. It was moved by Mr. Laikin, seconded by Mrs. Antiles and voted that Mrs. Mary Venturi and Dr. Harold Antiles be appointed as Alternates to the Library Board to serve with Ms. Wetterer and Mr. Dermer. The Village Clerk read a proposed ordinance in full increasing water rates to $1.00 per one thousand gallons. On motion of Mr. Taplin, seconded by Mrs. Antiles and unanimously voted Ordinance No. 266 was adopted. Ms. Wetterer read a proposed ordinance in full increasing the fee for Civilian Registration Cards to $5.00. On motion of Mr. McKeehan, seconded by September 24, 1985
