THE CITY OF RICHMOND, INDIANA, THURSDAY, AUGUST 26, 2004
The Board of Public Works and Safety of the City of Richmond, Indiana, met at 5:00 P.M.,
Thursday, August 26, 2004, in the Community Room at the Municipal Building, 50 North 5th
Street, Richmond, Indiana. In attendance were Board Members John Kenny, and Dian Lawson.
Mary Jo Flood was not present. Also attending were Assistant City Attorney Joel Harvey, City
Engineer Chuck Greene, Adam Forest, Denise Retz and Taylor Shake.
The following business was conducted:
CALL TO ORDER
Kenny called to order and noted for the minutes that he and Dian Lawson were present for the
meeting and Mary Jo Flood was away for personal reasons.
APPROVAL OF MINUTES
Kenny made a request to approve the minutes for the August 26, 2004 meeting. Lawson made a
motion to approve with a second by Kenny. The motion was unanimously passed.
CLAIMS FOR PAYMENT
Kenny made a request for the approval of claims for payment in the amount of $263,300.38.
Lawson made a motion to approve with a second by Kenny. The motion was unanimously
passed.
REQUEST
A. Kenny presented to the board a request that was submitted by Fire Chief Mike
Crawley for approval and support of this year's Fill The Boot Campaign For The
Muscular Dystrophy Association to be held Thursday, September 2nd, Friday,
September 3rd, and Saturday, September 4th from 5:00 PM to 9:00 PM each day and
from 2:00 PM to 5:00 PM on Saturday, September 4th. Lawson made a motion to
approve with a second by Kenny. The motion was unanimously passed.
B. Kenny presented to the board a request for approval of the City's Halloween Trick or
Treat night to be held on Friday, October 29, 2004. Lawson made a motion to
approve with a second by Kenny. The motion was unanimously passed.
C. Kenny brought to the board a request that was presented by Denise Retz, Special
Events Coordinator for the Richmond Parks & Recreation Department for the
approval to block off the North West and South End entrances to South 10th Street
from 10:00 Am to 4:00 PM on Saturday, September 11, 2004 for the 8th annual

Family Fun Festival... goes Jazz. The request is also to include placing a block at B
Street and South 101' Street and put a "road closed ahead" sign at B Street and South
111' Street. Lawson made a motion to approve with a second by Kenny. The motion
was unanimously passed.
D. Kenny presented to the board a request for approval 2 curb cuts and they are as
follows:
1) 2279 Roaming Hills Dr. — Lawson made a motion to approve with a
second by Kenny. The motion was unanimously passed.
2) 1103 Lancashire — Lawson made a motion to approve with a second by
Kenny. The motion was unanimously passed.
CONTRACTS
A. Kenny brought to the board a request that was presented by City Engineer Chuck
Greene to approve the contract for United Consulting Engineering and Architects to
inspect the construction of Reid Parkway. Lawson made a motion to approve with a
second by Kenny. The motion was unanimously passed.
NEW BUSINESS
Assistant City Attorney Joel Harvey introduced Adam Forest who is the attorney that will be
taking his place on a temporary basis. Joel is leaving the city to take a position at a Law Firm in
New Castle, Indiana.
Kenny also recognized Taylor Shake who was at the meeting as the new intern for WCTV.
ADJOURNMENT
There being no further business, on a motion duly made, seconded and passed unanimously. The
meeting was adjourned.
