THE CITY OF RICHMOND, INDIANA, THURSDAY, OCTOBER 21, 2004
The Board of Public Works and Safety of the City of Richmond, Indiana, met at 5:00 P.M.,
Thursday, October 21, 2004, in the Community Room at the Municipal Building, 50 North 51'
Street, Richmond, Indiana. In attendance were Board Members John Kenny, Dian Lawson and
Mary Jo Flood. Also attending were Walt Chedester City Attorney, Angela Raver the new
Assistant City Attorney, Kris Wolski the Police Chief, Iris Rife, Paul Medvin, Nicole Younger,
Jerome York, Katrina See, Casey McNamara and Brenda Stinson.
The following business was conducted:
CALL TO ORDER
Kenny called the meeting to order and noted for the minutes that all board members and legal
counsel were present for the meeting. He also took this opportunity to have City Attorney Walt
Chidester introduce to the board Angela Raver as out new Assistant City Attorney.
APPROVAL OF MINUTES
Kenny made a request to approve the minutes for the October 7, 2004 meeting. He also noted
for the minutes that there was no meeting held last week on October 14, 2004, because there
were no business to be put on the agenda for approval. Flood made a motion to approve with a
second by Lawson. The motion was unanimously passed.
CLAIMS FOR PAYMENT
Kenny made a request to approve the claims for payment for October 15, 2004 in the amount of
$253,122.30. Lawson made a motion to approve with a second by Flood. The motion was
unanimously passed. Kenny made a request to approve the claims for payment for October 22,
2004 in the amount of $176,771.76. Flood made a motion to approve with a second by Lawson.
The motion was unanimously passed.
REQUEST
A. Kenny presented to the board a request that was submitted by Main Street Richmond -
Wayne County for the approval to use the poles on Main Street between 51' and 101'
Streets for a Banner Program that is to last for most of the winter season. Lawson
made a motion to approve with the stipulation that written authorization from Parks
Director Stan Lambert is obtained stating that it will not interfere with any
decorations that the parks department is planning to display. Flood made a second to
that motion. The motion was unanimously passed.

B. Kenny presented to the board a request to approve a Residential Handicap sign at 203
No. 191' Street for Edward C. Jackson. Flood made a motion to approve with a
second by Flood. The motion was unanimously passed.
C. Kenny explained to the board that the Change Order No. 1 for the Reid Parkway
Road Project that was to be brought to the board for approval will be brought back to
next week's meeting.
D. Kenny explained to the board that the request for the approval for the alternative
street lighting at 401 1 /z So. 41' Street will have to be brought back to the board at
another time. After discussion with the Legal Department and Paul Medvin it was
decided that some more research would have to be done on this request. Mr. Medvin
passed around pictures to the board to show them what type of lighting he was
proposing. Kenny told Mr. Medvin that it would come back to the board in about two
weeks.
BID AWARDS
A. Kenny presented to the board a bid award for the 2004 Tree Planting Contract. He
explained to the board that since the lowest bidder didn't submit all the paper required
and insurance with the bid, the board had to go with the next lowest bidder. That bid
was from Rinehart's Lawn Care in the amount of $13,481.00. Flood made a motion
to approve with a second by Lawson. The motion was unanimously passed.
MISCELLANEOUS BUSINESS
A. Kenny introduced to the board Iris Rife who came to the board to ask for the approval
of a Residential Handicap sign that had been denied because it didn't follow the
guidelines that are outlined in the City Ordinance. She told the board that she needed
the shortest possible distance to get into her house. She explained that she couldn't
get her truck into the garage and the off street parking space next to the garage was
still too far for her to walk. In the ordinance it says in order to get a Residential
Handicap sign there is to be no garage or off street parking. Kenny told Ms Rife that
the board would take it under advisement and will put it back on the agenda for next
weeks meeting with a decision.
Kenny recognized some students that were present at the meeting for their Government Class
requirements. From Richmond High School were Nicole Younger, Jerome York, and Katrina
See. From Northeastern High School was Casey McNamara.
ADJOURNMENT
There being no further business, on a motion duly made, seconded and passed unanimously. The
meeting was adjourned.
