AN ORDINANCE OF THE CITY OF JEFFERSON, MISSOURI, ACCEPTING AND APPROVING
THE FINAL PLAT OF STONERIDGE VILLAGE SUBDIVISION, SECTION TWO, A SUBDIVISION
OF THE CITY OF JEFFERSON, MISSOURI.
WHEREAS, Land Development Company, owner of the real estate hereinafter described, having
submitted to the City Council a plat of said real estate, being located in Jefferson
City, Cole County, Missouri, and being part of the Northwest Quarter of the
Southwest Quarter of Section 11, Township 44 North, Range 12 West, in the City of
Jefferson, Cole County, Missouri, more particularly described as follows:
Part of the Southwest Quarter of Section 11, Township 44 North, Range 12 West in
the City of Jefferson, Cole County, Missouri, more particularly described as follows:
BEGINNING at the northwest corner of the Northeast Quarter of the .Southwest
Quarter of the aforesaid Section 11, Township 44 North, Range 12 West; thence
N86 010'03"E, along the Quarter Section Line, 313.84 feet to the northwesterly
corner of the property described by deed of record in Book 280, page 388, Cole
County Recorder's Office; thence, along the boundary of said property described in
Book 280, page 388, the following courses: S3 049'57"E, 92.57 feet; thence
S62 000'27"E, 134.38 feet; thence N73 044'29"E, 135.02 feet to the southeasterly
corner of said property described in Book 280, page 388 and said corner being on
the westerly line of the Stadium West Boulevard right-of-way; thence leaving the
boundary of the aforesaid property described in Book 280, page 388, Southerly,

right, having a radius of 1223.24 feet, an arc distance of 814.49 feet, (the chord of

S84°10'52"W, 284.34 feet; thence Westerly, on a curve to the right, having a radius
of 3030.00 feet, an arc distance of 90.88 feet, (the chord of said curve being
S85°02'26"W, 90.88 feet); thence S85 053'59"W, 603.85 feet; thence N4 006'01"W,
60.00 feet; thence N4 020'46"W, 875.73 feet to a point on the north line of the
aforesaid Southwest Quarter of Section 11; thence N85 053'59"E, along the Quarter
Section Line, 918.72 feet to the POINT OF BEGINNING. Containing 39.89 acres.
WHEREAS, it appearing that said plat has been fully and properly signed and accepted by the
owner of said subdivision, known and referred to as the Plat of Stoneridge Village
Subdivision, Section Two, that all taxes have been paid, and that in all respects the
requirements of Chapter 445, RSMo, entitled "Plats" have been fully complied with
by the owner of said subdivision, and that in all respects the requirements of the

Planning and Zoning Commission of the City of Jefferson, Missouri, relating to plats
and subdivisions have been complied with.
• NOW, THEREFORE, BE IT ENACTED BY THE COUNCIL OF THE CITY OF
JEFFERSON, MISSOURI, AS FOLLOWS:
SECTION 1. That the plat of Stoneridge Village Subdivision, Section Two, lying, being and
situated within the corporate limits of the City of Jefferson, Missouri, as shown by the said plat
attached hereto and made a part of this ordinance, is hereby approved and accepted by the City
Council of the City of Jefferson, Missouri.
SECTION 2. The Mayor and City Clerk are hereby authorized and directed to endorse
acceptance of said plat hereon and to certify the approval of said plat under the seal of the City of
Jefferson.
SECTION 3. This ordinance shall be in full force and effect from and after the date of its
passage and approval.

Case No. P08011 — 800 Block of West Stadium Boulevard; Preliminary Subdivision Plat of
• Stoneridge Village Subdivision Phase Two. Application filed by Land Development Company,
property owner, for a Preliminary Subdivision plat of 87 acres on land zoned C-2 General
Commercial. This proposed preliminary plat includes 7 commercial lots and approximately 4,700
feet of road right-of-way. The property is located on the west side of the 800 block of West
Stadium Drive on the site currently operated as Capital Quarries. The property is described as
part of the Northwest Quarter of the Southwest Quarter of Section 11 and part of the Northeast
Quarter of the Southeast Quarter of Section 10, Township 44 North, Range 12 West, Jefferson
City, Cole County, Missouri. (Central Missouri Professional Services, Consultant)
Mr. Paul Samson, Central Missouri Professional Services, 2500 E. McCarty Street, spoke
regarding this request. Mr. Samson explained that the Preliminary Plat for Phase Two consists of
approximately 85 acres with seven (7) lots and one (1) reserve tract. He stated that Stoneridge
Parkway proposes to be extended from the north, and two new streets are proposed. The new
east/west street is proposed to be named Hard Rock Drive and the new north/south street is
proposed to be named Stonecreek Drive.
Mr. Lee DeBroeck, 2830 South Ten Mile Drive, voiced concerns of additional traffic on Stoneridge
Parkway affecting residents on South Ten Mile Drive and Tomlee by making it difficult to access
Missouri Boulevard. Mr. DeBroeck inquired whether a traffic study will be conducted for the extension
of Stoneridge Parkway to Edgewood Drive.
Mr. Bates explained that the initial overall development required a traffic impact study based on
the zoning. Each time a phase is initiated there is an additional site specific traffic impact study
brought forward. He explained that due to the length of time to prepare the quarry area, the street will
not extend past the Menards site at this time. Additionally, the roundabout and traffic circle will not be
• built as a part of Phase Two at this time, therefore there will be no additional traffic tying into
Stoneridge Parkway. Mr. Bates emphasized that there will not be additional street connections, at this
time, to allow someone to divert to Stoneridge Parkway. He clarified that the street on the east side of
the Menards property line ties to a platted right-of-way on the Wal-Mart site.

Mr. Samson reiterated that a traffic impact study was conducted for the Kohl's development and a
study was conducted for Phase Two. The studies have shown that even though additional property is
• being added into the development area, more access is being added as well. Mr. Samson clarified
that there are no development plans for Phase Four at this time and that a traffic impact study will be
conducted once development progresses.
Mr. Bates clarified that the bufferyard to the north is Wal-Mart's detention basin and the existing
tree growth will remain in its natural state. He stated that sidewalks are proposed throughout the
development.
Mr. DeBroeck inquired whether a traffic impact study is conducted only once or whether a study is
conducted each time development occurs. He also voiced concerns of property damage due to
blasting and inquired when blasting for future phases will occur.
Mr. Samson explained that the initial overall traffic impact study is updated for each phase of
development. He stated that traffic using Stoneridge Parkway at Missouri Boulevard gives .the
residents on South Ten Mile Drive more options and it also disperses traffic in more directions and
causes less impact. Mr. Samson explained that quarrying for future phases is undetermined at this
time.
Mr. Bates explained that ongoing blasting and filling will occur with Phase Two and, as in the
past, the contractor will work closely with the Jefferson City Fire Department and other city staff from
an enforcement standpoint. He stated that traffic issues in regards to connectivity to South Ten Mile
Drive will be addressed in future phases.
Mr. Barron gave the Planning Division staff report and explained that the Preliminary Plat for
Stoneridge Village Subdivision Phase One was approved by the Planning and Zoning Commission on
December 14, 2006 and the Final Plat for Stoneridge Village Subdivision Section One was approved
® by the Planning and Zoning Commission on January 11, 2007. At the-time of approval of Phase One,
plans for several future phases of the Stoneridge Village Development were identified and presented
by the applicant. Mr. Barron explained that Phase Two of Stoneridge Village Subdivision would likely
be platted in two separate final plats.
Mr. Wade gave the Engineering Division staff report and explained that infrastructure exists to
serve the subdivision and is proposed to serve all of the lots. Roundabouts are being planned at the
Hyde Park Road and Stadium Boulevard intersection and at the!.new street entrance into the
development from Stadium Boulevard. The Public Works and Planning Committee has approved the
roundabout concept versus signals at these locations and has forwarded this recommendation to the
City Council.
Mr. Bates stated that he concurs with staff comments and recommendations.
Mr. Bickel moved and Mr. Hagan seconded to recommend approval of the Preliminary
Subdivision Plat of Stoneridge Village Subdivision, Phase Two, subject to compliance with the
recommendations and technical corrections of the Engineering Division. The motion passed 5-0 with
the following votes:
Aye: Bickel, Deeken, George, Hagan, Robinett

Commercial. This proposed final plat includes 4 commercial lots and approximately 2600 feet of

Drive on the site currently operated as Capital Quarries. The property is described as part of the
Northwest Quarter of the Southwest Quarter of Section 11, Township 44 North, Range 12 West,
Jefferson City, Cole County, Missouri. (Central Missouri Professional Services, Consultant)

Mr. Barron gave the Planning Division staff report and explained that the public improvement
plans for Stoneridge Village Section Two are still in development and have not yet been submitted to
the City for review. The timeline for submittal of public improvement plans will be identified within a
development agreement between the City and the current property owner.
Mr. Wade explained that the Engineering Division recommends approval subject to all
infrastructure plans being submitted and approved in accordance with provisions of a development
agreement between the City and the developer and subject to the minor technical corrections to the
plat.
Mr. Bates stated that he concurs with staff comments and recommendations.
Mr. Bickel moved and Mr. George seconded to recommend approval of the Final Subdivision Plat
of Stoneridge Village Subdivision, Section Two, to the City Council, subject to the following
conditions:
1. include timeline for submittal of necessary public improvement plans in development
agreement.
2. Compliance with the technical corrections and recommendations of the Engineering
Division.
The motion passed 5-0 with the following votes:

Background
The preliminary plat for Stoneridge Village Subdivision Phase One was approved by the Planning and Zoning
Commission on December 14, 2006 and the Final Plat for Stoneridge Village Subdivision Section One was approved
by the Planning and Zoning Commission on January 11, 2007. At the time of approval of the phase one preliminary
plat, plans for several future phases of the Stoneridge Village Development were identified and presented by the
applicant. The preliminary plat for Phase Two of the Stoneridge Village development was submitted concurrently
with the Stoneridge Village Section Two Final Plat.

Streets: Two new streets are proposed. The names of the stfeets have not yet been identified. The north/south
street is identified as Stonecreek Drive and the applicant has asked that the east/west street be named Hard
Rock Drive. In addition to the two new streets, the right-of-way necessary to accommodate two new roundabout
intersections on Stadium Boulevard is identified on the Final Plat.
Public Improvement Plans: The public improvement plans for Stoneridge Village Section Two are still in
development and have not yet been submitted to the City for review. The timeline for submittal of public
improvement plans will be identified within a development agreement between the City and the current property
owner.
Staff Recommendation
Staff recommends approval of the final subdivision plat subject to the following conditions:
1. Include timeline for submittal of necessary public improvement plans in development agreement.
2. Submit approyable names for the two streets(to be r-e-viewed and appfaved by the Plan"i"g Division).
3. Compliance with the technical corrections and recommendations of the Engineering Division.

Case No. P08012 - Final Subdivision Plat of Stoneridge Village Subdivision Section Two
(2), Stadium Blvd. (C-2)
ENGINEERING STAFF RECOMMENDATION-
Recommendation of approval, subject to all infrastructure plans being submitted and approved in
accordance with provisions of a development agreement between the City and the developer, and subject
to minor technical corrections to the plat.
Infrastructure Summary
* Infrastructure exists to serve the subdivision. Streets, sidewalks, 'storm sewers, sanitary sewers, a
detention basin, street lights, and fire hydrants are proposed to serve all lots within the
subdivision. Plans have not yet been submitted for review.
Storm Water/Erosion Control
* Storm water and erosion control plans will be reviewed as part of infrastructure plan review and
part of site plan development for the proposed lots. A detention basin is proposed for the entire
Phase Two (2) development near the creek just upstream of the creek crossing at Stadium Blvd.
Sanitary Sewer
* The development is proposed to be served by sanitary sewer. Sanitary sewer mains will be
extended to serve proposed lots in accordance with City Standards.
Sidewalk
* Sidewalk is proposed throughout the subdivision. Sidewalk will be constructed as a part of site
plan development for the proposed lots.
Streets/Traffic Impact
* A traffic impact study has been submitted to the City of Jefferson regarding this development.
Improvements to Stadium Blvd. have been proposed. Connection into the Wal-Mart
development to the north will be provided. Roundabouts are being planned at the Hyde Park
Road and Stadium Blvd. intersection and at the new street entrance into the development from
Stadium Blvd. The Public Works and Planning Committee has approved the roundabout concept
versus signals at these locations on Stadium Blvd. and forwarded this recommendation to the
City Council.
Fire Hydrants/Street Lights
* Facilities are proposed throughout the subdivision. Facilities currently exist along Stadium Blvd.
