HomeMy Public PortalAbout002-2011 - Demand Response OrdinanceBOARD OF DIRECTORS OF RICHMOND POWER AND LIGHT COMPANY RESOLUTION NO. 2 -2011 A RESOLUTION RECOMMENDING PARTICIPATION IN PJM DEMAND RESPONSE PROGRAMS AND FOR AN ORDINANCE REGARDING THE SAME FOR THE CITY OF RICHMOND WHEREAS The City of Richmond, Indiana owns and operates its own electric utility, Richmond Power and Light Company, under the supervision and control of the Board of Directors (hereinafter `Board ") of Richmond Power & Light Company (hereinafter "RP &L "), pursuant to Indiana Code 8- 1.5 -3 -4; and WHEREAS, The City of Richmond, Indiana is a member of and purchases all of its power and energy from the Indiana Municipal Power Agency (IMPA); and WHEREAS, IMPA has adopted and filed with the Indiana Utility Regulatory Commission (Commission) on December 20, 2010 an "Interruptible Rate Schedule — PJM- DRS - Emergency" setting forth IMPA's wholesale demand response rates; and WHEREAS, Certain demand response programs offered by the PJM Interconnection, LLC (PJM) provide for a reduction in the consumption of electric energy by customers from their expected consumption in response to an load management event initiated by PJM; and WHEREAS, The Commission has ordered electric utilities, including Richmond Power & Light, subject to the jurisdiction of the Commission to file, for approval by the Commission, tariffs or riders authorizing the participation of their respective retail customers in PJM demand response programs, as the case may be; and WHEREAS, The Board of Directors of Richmond Power and Light believes participation in a PJM demand response program is both necessary and beneficial to RP &L customers for their participation in PJM demand response programs in that it encourages energy users to become more energy efficient, reduces demand and potentially reduces energy bills, is an appropriate undertaking for the benefit of ratepayers and is in the public interest. NOW THEREFORE, BE IT RESOLVED by the Board of Directors for Richmond Power and Light Company of Richmond, Indiana, which said Board having considered the PJM demand response program proposed by IMPA and order by the Commission, now recommends that the Common Council of the City of Richmond pass and adopt an Ordinance Authorizing Participation in PJM Demand Response Programs for Richmond Power & Light. Passed and adopted this 18 L'_ day of April, 2011, by the Board of Directors of Richmond Power and Light Company.
