Mr. Taplin said there are two non -conforming signs designating that
apartment units are for sale on Collins Avenue. Mrs. Miller was asked to write
the two buildings and inform them they are in violation of our sign ordinance.

The Council of Bal Harbour Village met Tuesday, September 24, 1985 at
9:30 A.M. in the Village Hall.
Present: Mrs. Antiles, Messrs. Laikin, McKeehan, Sherman and Taplin
Also present were Louise Miller, Village Manager; Mary Wetterer, Village
Clerk; and Alan Gold, Village Attorney.
On motion of Mrs. Antiles, seconded by Mr. Laikin and voted the minutes
of August 13, 1985 and Budget Hearings of August 29 and September 12, 1985
were approved as submitted.
A Public Hearing was held to discuss the use of $25,000 Federal Revenue
money in the proposed 1985-86 General Fund Budget. The council and those present
discussed the operation of the Surf-Bal-Bay library. It was the feelingof some of
the residents that the library needs more input as to the needs of the youth.
Mrs. Miller explained that in previous budgets the Federal Revenue money had
been used to defray our cost of the library operation. As there were no other
suggestions from the audience on motion of Mr. Taplin, seconded by Mr. McKeehan
and unanimously voted $25,000 from the Federal Revenue Sharing account was
allocated to the village's share of the library operation. It was moved by Mr.
Laikin, seconded by Mrs. Antiles and voted that Mrs. Mary Venturi and Dr. Harold
Antiles be appointed as Alternates to the Library Board to serve with Ms. Wetterer
and Mr. Dermer.
The Village Clerk read a proposed ordinance in full increasing water rates
to $1.00 per one thousand gallons. On motion of Mr. Taplin, seconded by Mrs.
Antiles and unanimously voted

Ms. Wetterer read a proposed ordinance in full increasing the fee for
Civilian Registration Cards to $5.00. On motion of Mr. McKeehan, seconded by

Ms. Wetterer explained that at the end of each fiscal year funds are
transferred to balance the current year's budget departments. The Village Clerk
read a proposed ordinance transferring $531,000 from Fund Balance to depart-
mental accounts. On motion of Mrs. Antiles, seconded by Mr. McKeehan and unani-
mously voted

was adopted as an emergency measure.
Mr. Sherman stated that some of the residents were here regarding the
incident at the Bal Harbour Club when two of the members were robbed and one
beaten. Chief Baquero explained that the police were on the scene immediately
after it happened. In eight hours the youngsters were apprehended and in twenty
four hours they were cited for strong armed robbery and car theft. Chief Baquero
asked the residents to call the police for any strangers they see or any autos.
Mrs. Alice Carney explained what happened to Mrs. Booth and herself and another
incident with a resident on Collins Avenue. The council discussed with those
present the merits and disavantage of a foot patrol and the patrolmethods being
used at present. Mrs. Canfield said that she feels the proximity to Baker's
HauloverPark brings undesirables into the Village, particularly on Collins
Avenue. It was the decision of the council that a meeting should be held to
start a Crime Watch in the area. The residents were again asked to report any
suspicious incident or person to the police department as soon as noted.

Mr. Sherman said that after Mr. Whitman of the Bal Harbour Shops asked the
village to find an additional water supply for fire purposes an agreement be-
tween North Miami Beach and Bal Harbour was prepared. Mr. Gold explained that
the Agreement has been sent to the Miami Dade Water and Sewer Authority for
approval and will also be sent to the City of Miami Beach. The authorities
agree to the arrangement in principle.
Mrs. Miller explained that the village has completed negotiations with
the Dade County Police Benevolent Association and the contract will run to
1987 with openings for seven items during the contract term. She said there
was a spirit of cooperation between the Manager, Attorneys and Police Rep-
resentatives. Mr. Richard Weiss, our labor attorney, explained that the con-
tract calls for a 4% wage increase for the coming year and wages are one item
for discussion. Also included is a provision for a village contribution for
safety vests. Mrs. Miller recommended adoption of the contract. It was moved
by Mr. Taplin, seconded by Mr. McKeehan and unanimously voted that the PBA
contract be ratified.
Mrs. Miller presented her contract for approval and said it contains the
terms under which she was hired. On motion of Mr. McKeehan, seconded by Mr.
Taplin and unanimously voted the contract was ratified.
Mayor Sherman said that other municipalities in Dade County have passed
resolutions proposing Betty Andrews Lantz for second vice-president of the
Florida League of Cities. On motion of Mr. Laikin, seconded by Mrs. Antiles
and unanimously voted a Resolution was passed endorsing Mrs. Lantz's candidacy.
Mr. Sherman said a resolution had been prepared for submission endorsing
a state lottery for education purposes. The council felt that there is a tie-in
between education and crime. On motion of Mr. Taplin, seconded by Mr. Laikin
and unanimously voted a Resolution was passed endorsing a lottery for education.
The Council discussed the ramifications of passing an ordinance making smoke
detectors wired to a master control panel in the high rise apartments mandatory.
Mrs. Miller said that all the unit managers had been contacted and invited to a
demonstration, but the turn out had been poor. Mr. Gold advised that it would
be better to have the condominium associations require this and they in turn
could assess individual apartment owners. If the village passes an ordinance
we could put a lien on individual apartments. Mr. Sesharnais said that the
alarm systems were intended for high rises only and the State Fire Marshall would
be responsible for enforcement. He said he would like to get the State's
opinion on the ordinance. It was moved by Mr. Taplin, seconded by Mrs. Antiles
and voted that all condo boards and managers of the rental apartments be notified
of the village's intent to initiate an ordinance mandating a fire alarm system
and ask them to contact the village manager regarding this. The apartments on
the west side of Collins Avenue were also to be notified.
Mayor Sherman said that Mr. Desharnais had asked that the council examine
the question of lot density coverage in the residential area. Mr. Desharnais
said that under the flood control guidelines residences must now be built
approximately three feet above the floor level of existing homes. He wants
the council to think about set -backs and what will be allowed in the set -backs,
placement of air conditioning units and fence heights. The council asked
Mr. Desharnais to talk to the village manager and make recommendations for
the next meeting.
The Council discussed the possibility of adopting an ordinance covering
situations like the Beau Rivage property. Mr. Desharnais explained the demo-
lition job is within the time limits set by the South Florida Building Code,

however, we can stipulate the condition the land is to be left in after the
demolition is completed. It was moved by Mrs. Antiles, seconded by Mr. McKeehan
and unanimously voted that Mr. Gold prepare an ordinance stating that any
property is to be cleaned and grassed and maintained to allow for safety and
appearance after demolition is completed.
Mrs. Miller stated that village insurance had been put out for bids and the
result was that the coverage would be divided between Head -Beckham Insurance
Company and the Florida League of Cities insurance pool. This should result in
a saving of $19,000 to $20,000.
Mrs. Miller said word had been received from the Post Office Department
that the Surfside Post Office renovations were going out for bids.
The Village Manager announced that a voice auction would be held Monday,
September 30th to dispose of the old police cars and other miscellaneous
equipment.
Mayor Sherman said that there were two vacancies on the Resort Tax Advisory
Board and wished to recommend Mr. Jerry Orange from the Harbour House and Mr.
John Alder of the Sheraton Bal Harbour. On motion of Mr. Taplin, seconded by
Mr. McKeehan the recommendations were approved.
On motion of Mr. Taplin, seconded by Mr. McKeehan and voted the meeting
was adjourned at 12:05 P.M.

COUNCIL MINUTES
October 29, 1985
Before the Council meeting was convened the Dade County Honor Guard pre-
sented a brief memorial service in memory of Officer John Melendez who die as
the result of an accident incurred while on duty. Mr. Sherman announced that
donations to the fund for the widow were over $5,000. Mr. Taplin said that he
wished to donate his council salary for as long as he remains on the council
to the fund. Mayor Sherman read a Resolution expressing the Village's sym-
pathy to Officer Melendez's widow and commending the Police Department.
The Bal Harbour Council meeting of October 29, 1985 was called to order
at 9:45 A.M. in the Village Hall.
Present: Mrs. Antiles and Messrs. Laikin, McKeehan, Sherman and Taplin
