Mayor Heine in the chair. !^-~ Councilmembers Rea, Richards, Wells, Heine answered the roil call. Councilmember Byrd was absent. It was moved by Councilmember Richards, seconded by Councilmember Wells to excuse Councilmember Byrds absence. Also present was Interim City Manager Gonzales, City Attorney Barnes and City Clerk Hooper. City Clerk Hooper announced the agenda had been duly posted in accordance with The Brown Act. It was moved by Councilmember Richards, seconded by Councilmember Rea to approve the following minutes: Special Workshop of July 18, 1992 Special Workshop of July 20, 1992 Special Workshop of July 22, 1992 Special Workshop of July 29, 1992 Mayor Walter Tucker of Compton was introduced, and spoke briefly w. Tucks to Council and the audience. It was moved by Councilmember Wells, cert. of seconded by Councilmember Rea and carried to approve theAppre. following commendations and certificates of appreciation: Detective Elizabeth Smith Detective Paul Dehauer Councilmember Wells initiated discussion on the tragedy that wells occured in the city, and asked for a reward of some sort to be reward, set up. Also suggested renaming Constitution Park to Gladys Grant rename Park. It was moved by Councilmember Wells, seconded by Councilmember Richards to recess to the Lynwood Redevelopment Agency at 8:10. The meeting was reconvened by Mayor Heine at 8:18. It was moved by Councilmember Richards, seconded by Councilmember Wells at this time to open the Public Hearing on item #18. >?~~L•IC HEARING CUP #111 Mayor Heine opened the Public Hearing on item #18. MARTIN LUTHER RING, JR. BLVD. IN THE C-2 (LIGHT COMMERCIAL ZONE). J. Hunter Derrell Hunter spoke regarding the negative effect of the business, and whether or not the surrounding resident had been involved in the decision making. Councilmember Rea stated agenda item did not reflect previous request from staff to continue item. Also spoke on residents previous opposition Mr. Blumenfeld, Interim Director of Community Development stated this was the original report submitted by staff and that was why the item did not reflect continuances or any of the resident comments Mayor Heine stated item needed to be continued due to stipulations. Mr. Blumenfeld questioned owners desire to open a dance floor. Bill Thomas 12532 Waldorf spoke in favor of the restaurant. Also B. Thomas stated council needed to make decisions, that is what they are restaura there .for. Roberto Monterosas, owner of the restaurant stated he never askedR. Monterc to open a night club, all he wanted was a nice restaurant. Donna Borders, 11375 Hulme Ave. , spoke in favor of theD. Borden restaurant. stated she was glad to see someone there and not have restaura the building vacant. Mr. Botash, owner of the building stated if the city did not wantMr. Botasl the restaurant, to make up their minds and let him know. Hearing no further response, it was moved by Councilman Richards, ,seconded by Councilwoman Wells to close the public hearing. Rev. Floyd Rev. Floyd spoke on the initiative he had submitted for a Card Casino. Also asked for Council's input. C. Adams Crystal Adams spoke on a problem she was having with a building on Atlantic. Also spoke on traffic problems. J . Hunter Derrell Hunter, Lynwood resident spoke on controverseys in the city. Also spoke about the opinious of the residents needing to be considered. Hearing no further discussion, It was moved by Councilmember Wells, seconded by Councilmember Richards to close public orals. COUNCIL ORALS & WRITTEN COMM[TNICATION I.O.U.s Councilmember Richards spoke on the hardships of the state workers that were recieving I.O.U.'s. It was moved by Councilmember Richards, seconded by councilmember Wells to ;initiate a feasibility program to accept I.O.U.'s for Lynwood Residents from State. It was moved by Councilmember Richards, seconded by Councilmember Wells to initiate a fesibility program to enable the city to accept State of California I.O.U's for city resident. Councilmember Rea spoke on Public Works on repaires to potholes Rea in the streets. repair on streets Mayor Heine asked for a motion to approve Block Parties. It was so moved by Councilmember Rea, seconded by Councilmember Wells to approve Block Parties ROT.T. Also spoke on H.R.il Enterprise Zone Business Budget Tax Incentive List, and stated lynwood was not on the list to recieve monies and how lynwood needs representatives in Washington to lobby for them.
